I understand the temptation to be clever, but Plan Carmen Sandiego isn't. It insults the Samnites by moving the temple (which realistically achieves precisely nothing because the volcanic pools are still there, and form a focus of worship even in the absence of a physical temple) and then compounds this by allowing a group of Samnites to return to their homes while feeling that they haven't really been beaten by Rome. (All this assuming it even works, which I very much doubt).
 
What I would give for Approval-Task-based voting in this quest...
Tactical voting it is, I think this plan is less likely to mess up while commanding the 1st cohort.

I'll vote for this, but I would prefer to go for the mid-level looting, for no other reason than to punish someone for the killing of our messenger. If the chief hadn't killed himself, we could have crucified him or something and been satisfied, but I feel like we can't do nothing to these people.

That is a point. We could specifically sell his family into slavery, I suppose, but this does bear thinking about. Thoughts, guys?

Good luck worshipping properly without the priesthood or an actual temple, though. And that's assuming that the pools don't become the site of a Roman temple afterwards.

Remember, the forms of worship matter a lot at this point in history. Some random schmuck trying to carry out a ceremony they don't know and don't have the tools for would be considered as likely to insult the object of worship as to propitiate them.

Honestly I'd probably vote for Sulla Redux, you bring up a good point about the write-ins. But I agree that Sulla is too lenient. I think going with Looting most of the towns wealth is the best choice here. While it will slow us down, I can't imagine it would do so too much, compared to all the benefits it offers - wealth for us is obviously good, wealth for the Cohort helps with the obvious chafing they have being under an untested commander, and it punishes the town somewhat but not too harshly.

There is something called too light handed. Just a tad higher to show some displasure it should be.

Too light and they will think they have still chance, too hard and they will think they have nothing to lose. We should put them in to middle income trap. Not too rich to do anything but not too poor to be desprate.

Truthfully I think even this is still light. We should have done something about temple least it becomes a local rallying point for any future rebellion. But other options don't appel either.

I liked the idea of Godnapping but it looks implasuble if it is about the volkano.

I have no objections to going from Sulla Redux to the new plan or modifying Sulla Redux to medium looting.

Given what we have decided to make our objective for the campaign, I think we need to show that not only that Resistance Is Futile, but also that Submission Isn't That Bad. Ideally (for our stated purpose), the only real change for most of the Samnites should be that they can vote when this is done, so as to incentivise them to surrender without a fight.

(Obviously, our own personal immediate benefit would be looting everything, but I imagine we'll have to make a few examples anyway.)

As to the temple specifically, my own honest opinion is that there really are no good options, but that leaving it untouched is probably least bad, given everything.

That is the other side of it, that more thorough looting will necessarily take more time. Roman legions are, IIRC, pretty organised and skilled looters, though, and the First Cohort probably have a deal of experience with it. I'm leaning towards taking the gamble, but I understand entirely if you would rather not.
