You don't really need to remember him. The mention of him from the fair is just something I recalled from the original and was like "hey, let's connect that since we're using the character again". It's not really important, because it was just an afterthought for Vashti.

Yeah, but it also makes me curious if anyone else from the previous quest will be showing up. Like our dead village showing up as ghosts.

Always take what happened in the original quest as potential inspiration more than something that is firmly part of Vashti's past. If it's not written down here then it's not relevant.

He lives! Yes, he was just a bit character in the first quest, but he certainly was memorable. And for those not familiar with the first quest, it's rather strongly implied that something happened to Bluff's eyes. And yes, he did, in fact, defeat a cassowary with a single punch.

"Hey! Watch where you're going!" You yell at him, but then shut up when he stares back at you. He sports a sharp brown beard and a shaved head. On his forehead, a small black box is tied by a strap around his head, lying on his brow. He's a vicar.

"Sorry." You get up, dust yourself off, and curtsy. "I did not mean to get in your way. Your vicar-ness." You don't really know if that's the honorific, but you're too scared to recall otherwise. Baba Nasa told you stories about vicars. They abduct children and force them to confess about their parents before inducting them into the order.

It's aspirational as well as anything else. It doesn't need to be the people you love right now at this moment, but in general.
 
One potential write-in that I didn't mention but should probably say explicitly- you can refuse to answer him.

Guys, if we wanted to be strong enough to punch Moa we'd have studied more Karogen. We went for Zurahna. It doesn't make sense.
