Uncivil Trouble in Estlandia (A Fictional Civil War x Victoria 3 Quest)

[X] Begin enacting a law
- [X] Abolish the Monarchy and enact…
-- [X] …a Presidential Republic

[X] Take no military action this turn.

I believe that we don't have enough supplies to take military action just now. We should focus on production first.

[X] Agricultural Buildings

- [X] (0/3) Wheat Farms (+ Grain)

[X] Diplomatic Actions
- [X] Prepare report on a foreign nation
-- [X] Prepare a report on the Holy Kingdom of Lahanezy
- [X] Ban the Royal Party (+Legitimacy, this'll force the Royalists to act as an underground movement)

[X] What will Wladimir talk about? (This'll determine his ideology.)
- [X] …every human is made equal. Before you ask, women are human as well. (Feminist)
- [X] …seizing the means of production. (Communist)
- [X] …how the concept of a state itself needs to be abolished. (Anarchist)

(These 3 ideologies can exist together. Wladimir is an anarcho-communist & a feminist. Truly a king (not in the literal sense of course, fuck the monarchy!)

[X] What was "the thing"? (This'll give you a starting bonus.)
- [X] …brand new rifles, a whole lot of them. (Percussion rifles and sufficient ammunition for them to arm a company.)

[X] Will we join the regular army?
- [X] Let us act independently. (Operate as a militia. There'll be no funding from the state initially, but we can act independently and conduct irregular warfare.)

I don't lean strongly enough towards any option to vote for them besides these ones.

Why trust a ruler who didn't even tried to get the support of the people? All they had to do was just to wait for previous ruler to die to be in power.

Loyalty is important, it's important to know if the governor is loyal or not. We could create peace with the goverment in Linnakuuliso and if they not gonna want to, we could do it through the violent way.

Rural Folk Ask for Concessions
Event in Helmkaar
The Rural Folk have been mostly neutral at our government's attempt to enact a Parliamentary Republic, their small royalist wing has mostly stayed quiet after we decided to declare that we should separate Duke Constantin from his head.

Some of the more radical members of the Rural Folk look warmly at the idea of a more democratic state where the peasants and farmers get a say, however they have voiced concerns with the dominance of the Intelligentsia within the government. They are afraid of the rural areas being sidelined once our government expands further from Helmkaar, though they're willing to support us on enacting Parliamentary Republic if their wing of the Rural Folk is given ministries and other key positions within our government.

[] Let them in.
+20% to the chance of enacting Parliamentary Republic.
This will increase the influence of the Rural Folk.

[] We don't need more of those revolting peasants in our government.
This will increase the influence of the Intelligentsia.

Troubles in Estland: Parliament flees from Duke Constantin's coup! Is civil war imminent?

International observers have noted the unstable situation in Estland for a long time, but none expected the sudden eruption of civil unrest that has happened this month.

The country was shook this week when Duke Constantin d'Cyouc, allegedly the leader of the coup, was captured by members of the Royal Estlandian Army who proceeded to arrest the members of parliament who were in session with the duke. A daring escape by an as-of-yet unknown force of cavalry extracted the MPs, who have declared themselves to be the legitimate government and elected a new chancellor.

All order has broken down in Estland, and the Grand Lahanezite Council convened in an emergency session last week to decide on a plan of action. Chancellor Yevdokim Barrov called for mobilization in the Lahanezy-Estland border for the sake of being ready to protect our Orthodox Brassican brothers in Estland from harm during this crisis.

More on page 2…

[X] What are they planning?
The Holy Kingdom of Lahanezy have become aware of our presence. They currently do not recognize either the Helmkaar Government or Linnakuuliso Government as legitimate.
Lahanezy has begun mobilization.

Uprising in Estland: Radicals rebel against Duke Constantin!
Grave have come from Estland, where radical members of the House of People in Estland attempted to secede from Éirois. The Royal Estlandian Army moved to apprehend the rebels, only to be prevented by an unknown force of cavalry. The members who escaped have formed a so-called government in Helmkaar, threatening the fragile peace of the region.

His Imperial Majesty Louigh IX d'Cyouc has publicly denounced the actions of these rebels, and the actions of the Lahanezites who have only added fuel to the fire by mobilizing troops to the border. He has promised that the Duchy of Estland will receive all his support if the situation escalates to a civil war, and our troops have begun making preparations for a special military operation.

[X] What are they planning?
The Empire of Éirois have become aware of our presence. They currently view the Linnakuuliso Government as the legitimate government in Estland.
Éirois has begun mobilizing for a "special military operation".

Diplomacy: Sent an envoy to the local governor and the Linnakuuliso Government.

Worst Case Scenario

Event in Helmkaar

One of our envoys managed to make it to Linnakuuliso, where they were promptly arrested by the duke's forces. Our envoy to the governor of Wijunioske returned with a letter threatening immediate military action and demanding our immediate surrender.

__________________________________________

To the criminals hiding in Helmkaar:

Your deeds are known from Éirois to Cathaigh. You shall meet the fury of Wijunioske and the rest of Estland if you do not surrender immediately. The envoy you've sent to the capital has been promptly arrested; worse shall come to him and you if you do not cease.

Signed, Gov. Pikuskas of Wijunioske.

[X] At least the governor was courteous enough to reply with a letter…
There'll be no peace with the duke, and his government over at Linnakuuliso.
The governor of Wijunioske is Hostile towards us.

Irregular Infantry / No Artillery / Cavalry Scouts / No Specialists / Wound Dressing
(Equipment) 100 flintlock muskets and various melee weapons

Equipment Stockpile: None.

[] Military Actions (Note: More than one action may be taken at once as long as they do not conflict with each other.)
- [] Begin planning a military campaign. (Next turn our officers will come up with a list of potential targets.)

-- [] Change to Wound Dressing
-- [] Change to First Aid (need fabric and liquor)

[] Take no military action this turn.

[Production, Construction & Economy]
Budget: Slight surplus
Debt / Reserve: No money in reserve, and creditors don't trust us enough to give us debt.
Bureaucracy: Barely keeping up

Shortages in our market: Not much, as subsistence buildings produce everything they consume.
Abundances in our market: Not much, as subsistence buildings consume everything they produce.

Buildings in Wijunioske County (the part of it that we control: only the immediate area around Helmkaar):
Total Working Adult Population in Wijunioske: 5000 (5000 subsistence workers, insignificant unemployment)

Urban:
- (0.2) Various Urban Workshops (1000/1000 employees)
Producing: Various consumer goods that are barely worth mentioning. (All production is consumed by population working in the building, meaning that this building exports nothing.)

Rural:
- (1/3) Subsistence Farming & Pastures (4000/5000 employees)
Producing: Barely enough for the rural population to scrape by. (All production is consumed by population working in the building, meaning that this building exports nothing.)

Subsistence buildings are practically useless in terms of industry. We need to start the construction of organized industrial buildings if we are to improve our economy.

Government & Military:
- (1) Barracks (1000/1000 employees)
-- Currently housing Third Cavalry Brigade
- (0.1) Conscription Center (0/100 employees)
-- Currently housing Helmkaar Garrison

In-Progress Construction: Wheat Farms in Wijunioske (0.2/1 completed, 4 turns left)
We currently have the capacity and budget to maintain construction of only 1 building project.

Note: 1 level of building = 5000 employee capacity. Industry buildings need a source of food to function, or else the employees will starve. The efficiency of buildings can be upgraded later through changing their production methods (more on those when the first building is built).

[Diplomacy]

The alignment is all messed up in this section and I have no idea on how to fix it.

We are currently at war with the Linnakuuliso Government (Duchy of Estland).

Holy Kingdom of Lahanezy is Neutral towards us. They are currently mobilizing.
Empire of Éirois is Hostile towards us. They are currently mobilizing.

Diplomatic actions with foreign countries are currently unavailable due to the fact that we're stuck without a connection to the outside world.

[] Diplomatic Actions (select up to two):
- [] Prepare report on a foreign nation (this'll give summarized information on a foreign nation, very useful for planning future foreign relations policy)
-- [] Prepare a report on the Holy Kingdom of Lahanezy
-- [] Prepare a report on the Seventh Éirois Empire
-- [] Prepare a report on the Wasatkan Emirates
-- [] Prepare a report on the Serene Sallian Republic
-- [] Prepare a report on the Archduchy of Erzen
-- [] (A nation not on the list, write-in the name of any nation on the world map)
- [] Request Brig. Gen. Jan Pauluskas' support…
-- [] …by asking him join the EIL. (+Legitimacy as Armed Forces support the ruling party openly, gives even more power to the Armed Forces)
-- [] …by asking him to make a statement in support of the newly elected chancellor. (±Legitimacy, depending on his response)
- [] Send an envoy to…
-- [] …(someone not listed above, write-in)
- [] Ban the Royal Party (+Legitimacy, this'll force the Royalists to act as an underground movement)

The journal here lists events or missions, that we either want to advance or avoid. Each of these have certain conditions for them to be completed or fail.

Heikuskas' Agenda

With him elected as chancellor, Heikuskas now plans on turning Estland toward a radical new path. He plans on gaining popularity by pushing through more popular reforms first, before setting his eyes on changes of the revolutionary kind.

To complete: Finish two of the journal entries related to Heikuskas' Agenda.
If completed: Get event "New Dawn in Estland", upgrading Johannes Heikuskas' traits and boosting the influence of the Intelligentsia.
Fails if: Johannes Heikuskas is no longer Chancellor.
On failure: Get event "Another Dawn in Estland", boosting the influence of the Devout and triggering another election for Chancellor.

Heikuskas' Agenda: Democratic Reform

Estland is still ruled by a monarchy, with a parliament that only takes votes from those who are landed. This must change if the power of the Landowners and Devout are to be permanently broken.

To complete:
Enact Census Suffrage or Universal Suffrage
Enact Freedom of Conscience or Total Separation
Enact Right of Assembly
If completed: Get event "Not the Same Old", boosting the influence of the Intelligentsia and increasing the popularity of Johannes Heikuskas.
Fails if: Johannes Heikuskas is no longer Chancellor.

Heikuskas' Agenda: Bureaucratic Reform

The Helmkaar Government has been left with a bureaucracy that is as old as feudalism itself. Such an old system won't do for a new state.

To complete:
Enact Appointed Bureaucrats or Elected Bureaucrats
Land Ownership law is not Serfdom or Tenant Farming
Taxation law is not Land-Based Taxation
If completed: Get event "Less Red Tape", improving approval of the Rural Folk, increasing Heikuskas' popularity and permanently curbing the power of the Landowners.
Fails if: Johannes Heikuskas is no longer Chancellor.

Heikuskas' Agenda: A New State?

We are a constitutional monarchy without a monarch, a duchy without a duke. It is time for us to separate our ways from relics of the past.

To complete: Enact Presidential Republic or Parliamentary Republic
If completed: Get event "The Estland Republic?", increasing Heikuskas' popularity and beginning a series of decisions to decide on the identity of our newly established state.

Fragile Unity

The new chancellor is a heavily divisive figure, and most members of our government are only sticking together due to the emergency of the situation. They won't hesitate to kick him out if they get a chance.

To complete: Have more MPs opposing Johannes Heikuskas than those supporting him.
If completed: Johannes Heikuskas will no longer be Head of Government.
Fails if: Johannes Heikuskas' popularity is more or equal to "High".

OFFICER PHASE
Mid Autumn, 866 (Turn 3)

[/center] It wasn't too hard to find an opening in the Third Cavalry Brigade: they were desperate for volunteers, and Wladimir Chanzy-Pietinen had what they were looking for. The army men were especially pleased when Wladimir's men showed them their percussion rifles. They were less pleased when one of Wladimir's men asked whether they could seize the property of a local landowner for purposes setting up camp.

No matter the little red scare, Wladimir Chanzy-Pietinen is now a Lieutenant of his own little platoon of twenty men under the Third Cavalry Brigade. For now, his men camp within the headquarters of the brigade while waiting for either an attack from the enemy or permission for them to attack.

Just for clarification's sake, the Third Cavalry Brigade is already mobilized. You can see it formatted like this on the military tab:
[500/500 infantry + 500/500 cavalry mobilized]
X/Y, where X is the number of men currently mobilized and Y is the maximum number that can be mobilized.

Sorry for the late tally reply; real life's quite busy.
Adhoc vote count started by StarkDemise on May 7, 2023 at 1:29 AM, finished with 8 posts and 7 votes.

Here are the summary of the results, since I messed up the the setup of the tally (again).

Parliament Phase
> Let them in (7)
The other option that nobody chose (0)

Military Actions
> Begin planning a military campaign (7)
> Mobilize the Helmkaar Garrison (7)

Diplomatic Actions
> Report on Lahanezy (6)
> (Head) Report on Eirois (4)
(Tails) Ban the Royal Party (4)
The above two options got equal votes, so I tossed a coin (a 1925 Yugoslavian 1 dinar coin to be exact) to determine which will win. (Note: I'll do the same with other coins whenever other standstills happen in voting)

That's the head of King Alexander I of Yugoslavia, Report on Eirois wins.

Officer Phase
> Train w/ rifles (6)
Train formation (1)

> Meet w/ fellow officers (7)
> Setup meeting with Pauluskas (6)
Countryside tour (1)

Just a little notice, this quest will go on a month-long hiatus. Real life is getting really busy, and I need to scale back some of my other projects to have enough time to write the John Brown Isekai. I promise that things will go much faster after this little hiatus.

EVENT PHASE
Mid Autumn, 866
(Turn 3)

The Rural Folk were promised key positions in the government, increasing the chance for Parliamentary Republic to pass by +20%.

The Rural Folk are pleased (+1) with this change. Their influence has increased; Rural Folk are now Powerful.

Politics: Enacting Parliamentary Republic (Chance to Pass: 70%) …
(1d100 [rolled 27] * 0.76 due to low government legitimacy = 21, law barely failed to pass this turn)
Chancellor Johannes Heikuskas gave a captivating speech on Parliamentary Republic, increasing its chance to pass by +10% next turn.

The Helmkaar Garrison has begun mobilization. They'll mobilize at a rate of 100 men / turn.

After much deliberation, argument and a healthy dose of fisticuffs, the pitiful amount of military officers under our control have devised plans for military campaigns. These campaigns have been added to the Military tab for further deliberation.

Scouts from the Third Cavalry Brigade have spotted hostile forces!
Scouts from the Third Cavalry Brigade have found a force of two thousand men outside of Helmkaar during a routine patrol. Their hostility was confirmed when they engaged in a brief skirmish with our men.

Further action can be taken in the Military tab.

Intersectional Violence
Event in Lahanezy & Czigdan

With chaos in Estland comes chaos between its people, and this chaos has apparently erupted in clashes between Green Brassicans and Orthodox Brassicans in the border county of Czigdan.

NEWS OF THE WORLD
61st of Autumn, 866 (No. 112) | Published semi-weekly

Even More Trouble in Estland: 31 Brassicans killed in deadly massacre
The situation in Estland worsens as news have come out today of yet another destroyed village in Czigdan. 31 Orthodox were massacred by the Greens, adding on to the 117 who have already departed.

His Most Holy Majesty has come out to make a statement to once more condemn the attacks on his subjects, and Chancellor Yevdokim Barrov has gathered the Grand Lahanezite Council to approve military action in the border regions.

Ladies and children are advised to not to read page 5 of today's issue, where our reporters in Estland, H. Trigganov and P. Novikov have delivered illustrated accounts of this most tragic event…

[X] Did you really have to hand them a casus belli?!

Holy Kingdom of Lahanezy has started a Diplomatic Play in Estland against the Duchy of Estlandia (Linnakuuliso Government)!

They demand the Return of Czigdan and Freedom of Conscience from Estland, while threatening to take further land if it comes to outright war.

Further details are available in the Diplomacy tab.

[Military]

Friendly Forces

Third Cavalry Brigade led by Brig. Gen. Jan Pauluskas [500/500 infantry + 500/500 cavalry mobilized]
- Interest Group: Armed Forces
- Ideology: Moderate?
- Traits: Brave, Celebrity Commander, Political Operator
(Action) Currently standing idle in Helmkaar.
(Organization / Artillery Support / Reconnaissance / Specialist Companies / Medical Aid):
Line Infantry / No Artillery / Cavalry Scouts / Cavalry Focus / Wound Dressing
(Equipment) 500 muzzleloading percussion carbines, 500 muzzleloading percussion rifles, 500 cavalry sabers and sufficient ammunition

Helmkaar Garrison led by Mayor Oliver [100/100 militia mobilized]
- Interest Group: Rural Folk

- Traits: Reserved, Stalwart Defender
(Action) Currently standing idle in Helmkaar.
(Organization / Artillery Support / Reconnaissance / Specialist Companies / Medical Aid):
Irregular Infantry / No Artillery / Cavalry Scouts / No Specialists / Wound Dressing
(Equipment) 100 flintlock muskets and various melee weapons

Equipment Stockpile: None.

Hostile Forces
There are hostile forces in our territory!

Unknown Army led by Unknown Commander [2000/2000 militia mobilized]
(Action) Marching towards Helmkaar (will arrive in 1 turn).
[] Interactions with Unknown Army… (Note: More than one action may be taken at once as long as they do not conflict with each other.)
- [] Hail the army and attempt to parley
- [] Meet them in the field with (insert name of army / armies)
- [] Have the (insert name of army / armies) maneuver to defend against them in Helmkaar
- [] Take no action this turn.

Military Plans
Our officers have come up with new military plans as requested. Preliminary scouting work has already been done, so we roughly know how many troops will oppose us.

Plan North: March on Wijunioske City
The capital of the county of Wijunioske lies in the aptly named Wijunioske City, sitting to our north. Taking the city would ensure the control of the county bar hostile fortresses and major towns. However, majority of Governor Pikuskas' forces are stationed in the city, not to mention the walls which are hard to break unless we somehow acquire cannons.

Details:
(Goal) Capture Wijunioske City and gain control of Wijunioske County
(Hostile forces in location) 2,000 regulars + potential reinforcements from other locations in the county
(Time) 1 turn to march to the city + ?? turns to siege or assault the city

Plan South: The Soldiers Yearn for the Mines
South of Helmkaar are hot springs and, most importantly for our troops who are currently not keen on an obligatory hot spring episode, sulfur. While smokeless powder has been invented a couple decades earlier, it still hasn't been adapted to military use meaning we're still dependent on gunpowder and the sulfur needed to manufacture it. Our troops may begin lacking ammunition if we're not to find a source of sulfur soon.

Details:
(Goal) Capture sulfur mines to the south and gain control of a reliable supply of sulfur
(Hostile forces in location) ~200 militia + potential reinforcements from other locations in the county
(Time) 1 turn to march South + 1 turn to establish control

Plan West: Ferries, Raids, and Harpers
Nobody really knows why Harper's Ferry is named Harper's Ferry, there's no ferry nor are there any harps or harpers around that area. What is around there is an armory, currently controlled by a local garrison which is unsure of where their loyalties lie. Perhaps a friendly visit could convince them to hand over their arms?

Details:
(Goal) Capture Harper's Ferry and seize the contents of the armory
(Hostile forces in location) 50 regulars + potential reinforcements from other locations in the county
(Time) 1 turn to march West + 1 turn to carry the loot back to Helmkaar

Plan East: Fortress (Dwarf Not Included)
To the east lies Fort Vas, an early medieval fortress which has somehow managed to maintain its function to the modern day. It sits atop a hill, fortified by walls of stone and newly added cannons courtesy of military aid from the Éirois. The garrison shot at our scout when they sighted us, so its inhabitants are currently hostile to us. Perhaps we can change their mind, through force or forceful diplomacy.

Details:
(Goal) Capture Fort Vas
(Hostile forces in location) 1,000 regulars + potential reinforcements from other locations in the county
(Time) 1 turn to march East + ?? turns to siege or assault the fortress
[] Plan Actions (Note: More than one action may be taken at once as long as they do not conflict with each other.)
- [] Carry out (name of plan) with currently assigned armies
- [] Rename (name of plan) to (new name)
- [] Assign (insert name of army / armies) to carry out (name of plan)
- [] Unassign (insert name of army / armies) from (name of plan)
- [] Take no action this turn.

[] Army Actions
(Note: More than one action may be taken at once as long as they do not conflict with each other.)
- [] Begin planning a military campaign. (Next turn our officers will come up with a list of potential targets.) (Unavailable: We don't have anywhere else we could go right now.)
- [] Move (insert name of army / armies) to (insert name of location)
- [] Mobilize (insert name of army / armies)
- [] Demobilize (insert name of army / armies)
- [] Disband (insert name of army / armies)
- [] Change organization of (insert name of army / armies)
-- [] Change to Irregular Infantry (takes 1 turn to train)
-- [] Change to Line Infantry (need flintlock muskets or better in stockpile, takes 2 turns to train to full efficiency)
-- [] Change to Skirmish Infantry (need percussion muskets or better in stockpile, takes 4 turns to train to full efficiency)
- [] Change artillery support of (insert name of army / armies)
-- [] Change to No Artillery
-- [] Change to Cannon Artillery (need muzzleloading cannons or better in stockpile, 3 cannons per 1000 men, takes 1 turn to train to full efficiency)
-- [] Change to Mobile Artillery (need muzzleloading cannons or better in stockpile, 10 cannons per 1000 men, takes 2 turns to train to full efficiency)
-- [] Change to Shrapnel Artillery (need breechloading cannons or better in stockpile, 10 cannons per 1000 men, takes 4 turns to train to full efficiency)
- [] Change medical aid of (insert name of army / armies)
-- [] Change to Wound Dressing
-- [] Change to First Aid (need fabric and liquor)
-- [] Change to Field Hospitals (need fabric, opium, tools and liquor)
- [] Take no military action this turn.

In-Progress Construction: Wheat Farms in Wijunioske (0.4/1 completed, 3 turns left)

[Diplomacy]

3 turns until the situation escelates into war.

Holy Kingdom of Lahanezy is Neutral towards us. They are currently mobilizing, and are a participant in a diplomatic play.

HOLY KINGDOM OF LAHANEZY

A REPORT ON THEIR CURRENT SITUATION
Background: Established exactly 866 years ago, the Holy Kingdom of Lahanezy has been and still is the strongest nation in Cabbagelandiet, the continent we're currently on. Boasting millions of square kilometers of land, people and resources has helped them stay as a constant for almost a millennium.

The Lahanezites themselves were a group of nomadic peoples who happened to settle upon the ruins of the Sallian Empire about a thousand years ago. They were united under Grand Preacher Theodore I Brassicus, blessed be His name, who also found Brassicanism as a religion. Orthodox Brassicans continue to accept his descendants as head of faith while the Green Brassicans reject the authority of his descendants. His descendants have also continued to rule Lahanezy, though the coronation of the 3-year old Grand Preacher Theodore IX let the formerly powerless parliament take control of the country.

Theodore IX has grown to be an old man by the year 866, glorious white beard and all, but he has contented himself with being a symbolic monarch who sometimes gives speeches approved by his chancellor. This has led to Lahanezy falling under a regime which is, ironically, the most democratic regime on this side of Cabbagelandiet. Nobody has bothered to officially revoke the old man's powers, which is why Lahanezy is still technically classified as an absolute monarchy.

The Lahanezites control a vast territory, both in Cabbagelandiet and in their colonies. They have a vast pool of raw resources which has let them dominate in industry and economics. Speaking of territory, they have ruled over the northern parts of Estland until they were kicked out by their rival (Éirois), and Lahanezy still holds some claim over their "Orthodox brothers in faith". Caution might be advised to not give them a reason to conduct a special military operation to "liberate" their brothers.

Government: Absolute theocratic monarchy under a parliamentary republic
Head of State: His Most Holy Majesty, Grand Preacher Theodore IX Brassicus
Head of Government: Chancellor Yevdokim Barrov
Legislature: The Upper Chamber (upper house), Grand Lahanezite Council (lower house)
Elections: Men over 20 above a certain income vote every 5 years

Demographics:
Population:
Above 70 million
Literacy: High
Standard of Living: Impoverished
Ethnic Groups: Lahanezite (primary), Kelmic, Sallian, Lutyvolvyian (discriminated)
Religion: Orthodox Brassican (state religion), Green Brassican (barely tolerated), Kelmic (discriminated)

Foreign Affairs:
War & Peace:
At war with every heathen on this planet according to scripture. Currently at peace with everyone in reality.
Overlord of Lutyvolvyia, Bolecz, New Cabbagelandiet, Doruflacirom, Cape Company and Midcape.

Internal Affairs:
Government Legitimacy:
Legitimate
Interest Groups:
(Powerful) Industrialists, Armed Forces
(Influential) Devout, Intelligentsia, Trade Unions, Petite Bourgeoise
(Marginalized) Landowners, Rural Folk

Army: Lahanezite Armed Forces
Army Model: Highly modernized professional army with numbers that make any one of our military officers, except for Jan Pauluskas, quake in fear
Enlisted Men: ???/Over a million regulars + 0/A whole lot of men ready to be potentially conscripted and deployed through the power of railways
Navy: A couple of our military officers huddled into a corner and began crying when an MP asked what they could do about the Lahanezite navy in case of war.

Empire of Éirois is Hostile towards us. They are currently mobilizing.
SEVENTH ÉIROIS EMPIRE

A REPORT ON THEIR CURRENT SITUATION
Background: Three times a kingdom, four times a republic, and seven times an empire, historians still wonder how Éirois still stands after having had 14 revolutions in one century, with more to potentially come.

The First Kingdom of Éirois was established around a hundred years after the Holy Kingdom of Lahanezy, and the two countries have not been happy with each other since. Competing over straits, colonies, and Estlandia itself has made Éirois the biggest rival to Lahanezy.

The Lahanezites probably cheered when, in the wake of the 9th century, Éirois fell into revolution. They were less pleased when a radically republican government won this revolution, one which was dedicated to end the "eternally reactionary mindset" of the Lahanezites. A couple wars, three emperors and one kingdom later, Éirois was back to being a kingdom as Brassicus Prime intended. And then they had another revolution deposing the monarchy. And then another one deposing the republic. And then…

Éirois was back to being the Third Kingdom of Éirois when one ambitious military officer, one infamous Louigh d'Cyouc, decided to take his chance. He totally didn't assassinate the princess, and he also totally didn't take advantage of the chaos to carry out a coup and crown himself emperor.

Surprisingly, for many observers, Louigh III's regime has been more stable than expected, mostly thanks to the fact that he has proven to be a mildly competent ruler despite his dictatorial tendencies. He has cultivated a growing cult of personality thanks to his excellent use of propaganda, placing himself as a strong figure standing against waves of radicalism, terrorism, and filthy Lahanezites.

Government: Absolute monarchy
Head of State: His Imperial Majesty, Emperor Louigh III d'Cyouc
Head of Government: Premier Roland Gaillard
Legislature: Louigh burnt it down.
Elections: No.

Demographics:
Population:
Somewhere above 35 million
Literacy: High
Standard of Living: Impoverished
Ethnic Groups: Éirois (primary)
Religion: Reformed Brassican (primary), Green Brassican, Orthodox Brassican (discriminated)

Foreign Affairs:
War & Peace:
At war with themselves most of the time.
Overlord of New Sallié, New Cyouc, Neyasérpajouc, Southern Cape

Internal Affairs:
Government Legitimacy:
Righteous
Interest Groups:
(Powerful) Armed Forces, Petite Bourgeoise
(Marginalized) Landowners, Devout, Rural Folk, Trade Unions, Intelligentsia

Army: New Model Army of Éirois
Army Model: Professional army with numbers that our military officers try not to think too much about
Enlisted Men: ???/Somewhere around half a million regulars + 0/A whole lot of men ready to be potentially conscripted
Navy: The same MP who asked about the Lahanezite navy also posed a question about what Estland could do against the Éirois navy. Some of our military officers still have nightmares about Éirois due to that.

[Journal]

Mid Autumn, 866 (Turn 4)

Training: Practice aiming and shooting our fancy rifles.
(1d20 [rolled 19] * 1.0 from muzzleloading percussion rifles = 19, almost critical success!)
Many of the men in Wladimir's platoon had never even fired a rifle before as most of them were academics and comrades who had come along after hearing one passionate speech in a café.

There was not much hope initially, Wladimir himself was more of a commander rather than a marksman, as the platoon did their best to do some semblance of training. Their fate changed when their incompetence managed to attract an officer from the Third Cavalry Brigade, who had some pity on them and helped them train in a proper manner.

Now, after two weeks, most men in the platoon can manage to hit the mark, sometimes. This is a pretty big improvement compared to them not being able to reload their guns a week prior, so Wladimir has noted it down as a "great success".

[X] Peteruskas, remember to not point your gun at the people you argued with yesterday.

One of the many platoons operating under the Third Cavalry Brigade has leveled up their Marksmanship (G -> F-).
Further marksmanship training will have a +1 bonus thanks to the helpful officer who approached us.

Networking: Fellow officers in the Third Cavalry Brigade
(1d20 [rolled 18] + 5 from Wladimir Chanzy-Pietinen's traits = 23, beyond critical success!)
"So, you're Wladimir? That Wladimir?" says one of the superior officers who Wladimir had been conversing with. He seems pretty surprised to see familiar face. He clears his throat and returns to a more formal tone. "I was one barricade over from you, during 864."

Now that Wladimir takes a closer look, the man does look familiar. "You're… Pienz?"

"Major Pienz. I somehow managed to avoid being arrested." Pienz and Wladimir shake hands once more now that they know each other. "I thought I might eventually find you coming around these parts, but I wasn't expecting you to be here this soon!"

[X] Could you do an old friend a favor and spare some good words about me to the higher-ups?
One of the many platoons operating under the Third Cavalry Brigade has leveled up their Fame (G -> F).
Further networking will have a +3 bonus thanks to having a friend in the higher ranks.

Networking: Meeting with Brig. Gen. Jan Pauluskas
(1d20 [rolled 6] + 5 from Wladimir Chanzy-Pietinen's traits = 11, mild success)
As one can guess, Pauluskas is a busy man who has been even busier thanks to the situation in Estland. It was impossible to set up a formal meeting with him, Thankfully, Wladimir was able to catch the brigadier general in the camp. Such a meeting was quite awkward, and probably some sort of violation of military conduct, but Wladimir managed to smooth it over with some well-placed compliments and apologies. The brief meeting wasn't all that interesting; it mostly consisted of Pauluskas asking questions about Wladimir's past experience in combat.

[X] At least Pauluskas knows my name.
One of the many platoons operating under the Third Cavalry Brigade has leveled up their Fame (F -> F+).
Relations between Brig. Gen. Jan Pauluskas and Lt. Wladimir Chanzy-Pietinen have increased slightly.

And I'm finally back! This one was quite a long one to write, especially as I had to write both lore and the military campaigns (the word count in the SV forum says "Novella in progress" when you write more than 5000 words, which I learned thanks to this post).

Hmm, I'm not sure about training. I want to train Skirmish (I believe that would be the 'train outside of the standard line formation'), but shooting good seems more imperative. And we do have a bonus for that.

As for what Wladimir should do, I really like the surveying Helmskaar action, but I don't think Wlad is the one for the job. If he were more of a tactician maybe, but I'd rather someone else do it as things stand. We have an in thanks to Major Pienz, so I would like to keep networking with the officers. But I'm fine with most options for the second Wlad action. Personally, I'm going to choose networking with the MPs, since Wlad is more of a politician/revolutionary than a general and the sooner we get an opening into politics, the better for me.

On the elephant in the room, that is the 2000 men bearing down on us right now...

I'm not sure what we should do exactly, but I don't like our chances in an open battle against them. Helmskaar is not really fit for a siege either. For now, I would like to at least try parlaying first. If not the siege is probably our best option.

[X] Interactions with Unknown Army…
- [X] Hail the army and attempt to parley

I'll be honest that I'm not really sure what to use the diplomacy actions for. Maybe try and contact another provincial government?
