Preface:

It is the late 19th century, but not the one we know. Here, miraculous things can occur and the solar system is not one we know. A British scientist, Dr Cavor, has invented an artificial metal that resists gravity. Quickly, his research has been seized by the British government. Unfortunately, not before a series of incidents spread the secret of the metal to the four corners of the earth. Now, a new race begins, for just as the secret spread, Dr Cavor has launched the first spacecraft, a simple pressurized metal sphere which entered earth's orbit and circled the globe, taking pictures. Upon return, he was hailed as a hero. Now, the Scramble for Space begins.

Cavorite:

Cavorite is a metal that resists and redirects the flow of gravity, allowing for flight and interplanetary travel.

Cavorite has three main properties:

  1. Cavorite is an artificially produced substance.
  2. Cavorite only causes gravity to cease affecting it when an electrical current runs through it.
  3. Lead shielding is the only known technology capable of blocking the effects of Cavorite.

1). Country Order: Economic Reform Conference

-Gather experts and relevant persons for each subject, from key people in their field to some of the smarter orphan children and beggars, those who would be effected by this and know the issues best.
Also include some of the more reasonable nobles and parts of the military, just to ensure every angle is covered. The primary aim of this conference is to ensure any changes in any area are implemented carefully, effectively, and with the minimum disruption to the country's economy and population.

Begin planning a series of economic reforms, starting with state funded Hospitals, Orphanages, regulation and building of a robust road network, state backing for establishing beneficial industries, and plans to build a unified and standardized railroad system. Any and all laws currently active across Russia are also to be gathered, checked, and evaluated. Any that are outdated or inappropriate are to be revised or removed to be more in line with modern realities.

Do not begin the process of implementing any of their reforms until all are planned and prepared, as well as approved by the gathered experts.
While we want this change, we also want it to be carefully and slowly done.

2). Country Order: Government Reform Evaluation
-Most civilian government positions are to be evaluated for effectiveness, if ineffective plans to modify them as needed or removed should be put together. Especially honorary, hereditary, and bought positions.
Though this may need to be done delicately and slowly in cooperation with the military and nobles, as to avoid issues, it still needs to be done. At worst any positions held by important persons are to be made honorary and will be phased out when the current holder either passes on or steps down.

-While the screw propeller is fine for craft in the water, it is clear that a different approach is needed for these new Aerocraft.
Design a propeller for craft moving in the air specifically, perhaps study of windmill blades and previous flying craft will yield some results.
Half the current output of Cavorite from the Nebesnaya Ruda Factory is at your disposal to ensure any prototypes are tested safely and prevented from crashing.

4). Research: Aerocraft Frame(Plane)
-Cavorite is indeed a miraculous material, and very useful, but it is also very limited. Lets see if we can't get something to fly without it, before we start adding it into the mixture.
In cooperation with the teams working on the Aeronautics Propeller, design a heavier-than-air craft capable of flying without the assistance of Cavorite, starting with a small, single person craft.

Any information that can be gathered on previous attempts is to be made use of. Also anything that can be applied from knowledge of flying creatures.

5). Research: Standardized Automobile(Truck)
-With trains and even cars starting to become more common by the day, it seems only prudent for the military to develop their own take on things.
Develop an automobile able to carry both a wide array of cargo and infantry with minimal changes, and do so reliably and as quickly as feasible while maintaining said reliability.
Perhaps a third type that mounts some kind of artillery, mortar, or machine gun.

A secondary focus should be on modularity, so that any damaged part or component can be quickly and easily replaced even in the field by the average soldier.
It should also be able to cross most terrain that might be encountered. From rough terrain to snow, mud, and rain.

1. Country: Begin economic reforms for banks regarding investment and deposits. There seems to be a rather large bubble and while we can't just get rid of it we can deflate it before it blows up and try to keep such massive bubbles from forming like they had in the past.

A. Infusion of cash in the first Quarter to cushion fallout and lower interest rates so this pops less explosively
B. Limit loans so Banks can't extend more credit than physical assets.
C. Federal Deposit insurance so ordinary people don't lose everything, especially those the bank lent their money out to without them being involved in the market by over-extending credit lines with the hope the market will just magically keep going up to cover it.
D. Limit volume stock to slow panicked sell-offs and curb the stock drop that results from rapid surges in selling triggering more sell-offs and Recession.
E. Trade out bonds for Grand Union Stock with a fixed rate to avoid runs from a price drop. if we own a large enough sum, along with the other measures in place, confidence will remain they won't lose everything if a stock suddenly drops.

2. Country: Restart mass industrialization.
The American Civil war and our own loss to Prussia or Germany show the side with the most and/or best industrial will likely win future conflicts. Should we need to avenge ourselves we need arms and ammunition, uniforms, and all the other l'accouterment of war made in bulk in a factory not assembled in a shed or in someone's house. It is inefficient and time-consuming. We will offer financial incentives for these house workers and small-scale Entrepreneurs to gather and work collectively using the most modern machinery.

3. Research: Aerial Torpedo
Our launches are small, under-armed, and limited in range to their speed and size. They are however fast and nimble compared to a ship of the line. If they could carry and fire some kind of large explosive projectile like the Torpedo boat does in water they would be a powerful deterrent against hostilities as any fool attempting to raze our coast or ports could quickly find themself under fire from land, sea, and air. They might even be useful against some larger airships, should one be built in the future.

4. Research: La Varisse
Speed is the key to victory. No matter how powerful the gun it has to reach the enemy first to destroy them. To this end, we will develop a better means of propulsion for our airships. More powerful propellers, and more efficient transmission of the steam power to the gears and shaft crank. While this may help our navel assets our main priority is our Lancers.

5. Research, Cavorite Production
Given Cavorite is practically brand new it must hold many secrets but to know them we have to have more to research these properties and Applications. We must address this critical lack by attempting to find faster and/or more efficient ways to produce the wonder metal in greater quantities.

The Quirinal Palace, Rome.
Ah, Italia united at last. The glory and splendor of Rome as seen from the Quirinal Palace, the seat of the King. Umberto Ranieri Carlo Emanuele Giovanni Maria Ferdinando Eugenio di Savoia, known as Umberto I, rules with a heavy hand. The King looks ever outward to restore the glory of Italy, seeking new alliances with old foes and fresh lands for expansion. Umberto seeks to break out of the shadow of his father, Victor Emmanuel II, whose wisdom and guidance united the long divided land.

Alas, all is not well in the young Kingdom. Umberto is unpopular on the best of days. His desire for conquest and glory have led him to disregard the hopes of the people, and neglect a vast majority of his new nation. The government, ridden by corruption, scandal, and authoritarianism, fails the people and the king at every turn. Umberto has been heard to call the Italian Parliament "A Bad Joke". The government has attempted a policy known as trasformismo, transformation, encouraged by Prime Minister Agostino Depretis which calls for moderation and non-partisan rule. In reality, this has only led to more corruption as Depretis trades positions in his government for favors.

Things are still worse for the people of Italy. In the south, the Mezzogiorno, the people struggle with high levels of poverty, emigration and an illiteracy rate estimated as high as 70%. Ministers are forced to make deals with the Mafia for any government work to get done. Organized crime commits electoral fraud and voter intimidation so effective that it is Mafia bosses who decide who wins elections.

However, all is not yet lost for Italy. Even now, new ideas sweep the nation. Socialism on the rise. New leaders grow amidst a tide of economic and cultural rebirth. Depretis, despite his corruption, has passed controversial legislation for the time, abolishing arrest for debt and making elementary education free and compulsory.

Some think all that is needed is a shake up. A moment of truth. A change in the wind when the dark clouds break, and Italy can bask beneath in the sun's warmth once more.

For above even the darkest storms, the sun still shines from the heavens.

The Royal Carriage trundled along the Via Del Quirinale, moving across Rome for yet another Royal visitation upon the government. Umberto knew there was little point to his presence, Depretis could not run a government and Cairoli could not form a government to replace him. His attendance was merely for show. A way to keep the populace from revolt.

Thoughts occupied his mind. Military thoughts. The army had just reorganized and was suffering from the same corruption as his government. Years ago, he had promised Emperor Wilhelm II that Italy would send 5 Army Corps against France in the event of war. Perhaps a conflict would shake the rust off his men? Eritrea was ripe for the picking, and Somalia could soon follow...

The carriage shuddered over a bump in the road, before swiftly coming to a halt. Umberto nearly swore at his driver. Delays could not be tolerated! Not for the King!

He stepped the door, throwing it open to see what stood in his way. He saw, for a moment, a cart and horse that had crashed on the road ahead. He saw, for a moment, the other carriage rushing down the side road towards his own. He did not see the bomb, nor the anarchist that threw it.

As the explosion rippled through the air of Rome, history was changed.

The ascension of Vittorio Emanuele Ferdinando Maria Gennaro di Savoia to the Throne of Italy as Victor Emmanuel III was a somber affair. A young lad, not quite 13, his position for the next five years would be one of learning under the command of the Regent, his uncle Amedeo Ferdinando Maria di Savoia. Small in stature, few believed that Victor would have the strength to command the nation after such a tragedy.

Amedeo was not well looked upon, after his failures in Spain, but he was not so hated as Umberto. Time would tell if the young King and the disgraced Duke could do better for Italy than their lost relative. Yet some saw Umberto's end as a sign. What kind of sign it was would vary greatly, depending on who you asked.

For some, a sign of weakness in the monarchy. An opportunity for revolution. For others, a sign of a new dawn for the Throne. Victor, a thoughtful child, could surely rise to the task. For many, however, it was merely another day in Italy. There was food to cook and payments to make. Who cared for the new king? For the new regent? It meant little to the people.

For the government, and for Prime Minister Agostino Depretis, it meant everything. For the King, or his Regent, had dissolved the Chamber of Deputies.

An election was on the way...

1. King Umberto has been assassinated! An Anarchist's bomb has robbed the King of his life only 4 years into his rule. In his place, the young Victor Emmanuel III takes the throne, guided by his uncle Amedeo as Regent. The pair has dissolved Parliament, calling for fresh elections to begin a new era in Italy. Agostino Depretis' rule as Prime Minister has been tarnished by years of corruption and ineffectiveness, and in his place new faces have stepped up to lead Italy. Trasformismo has failed, and must be replaced by a new method of government.

(Order: Hold Fresh Elections, looking specifically for new faces not associated with the old party or old corruption. This is our chance to end the scandal of the old parties.)

2. For too long, the Mafia has been allowed to act as a de-facto state within Italy. It's influence has caused great corruption and stagnation in the Southern Regions. This cannot continue. The Southern politicians must be removed, and the Mafia's hold on the people broken. By force, if necessary.

(Order: Arrest southern politicians with known connections to organized crime before the elections, and begin cracking down against known Mafia bosses.)

3. Umberto had a distinct hatred for the people of the South, seeing them as backwards, uncivilized, and uneducated. The new King does not share that view, at least not the same extent. The South of Italy holds great possibility for our nation, and must be industrialized and connected to the rest of the kingdom.

(Order: Begin spreading industrialization and education to the South, offering new jobs and higher wages along with higher education. Focus on slowing emigration of our population and improving quality of life. Let's get these folks some trains.)

Research Orders:
1. Dr. Cavor was able to create a simple, pressurized sphere that encircled the Earth, taking photos before its descent through the atmosphere. If he can do it, so can we! Begin efforts to create our own satellites and determine whether heavier objects can be sent into orbit. Could Space be the next great Frontier of discovery for man?

2. The rail network of Italy is, to put it lightly, a mess. We must turn the efforts of our engineers to improving both the speed and the cargo capacity of our railways as we expand them throughout the nation. Cavorite may come in handy here as we seek to improve out trains and rails across Italy.

National Event:

Count Ferdinand von Zeppelin, commander of the 19th Uhlans in Ulm, has turned down his appointment as the envoy of Württemberg in Berlin.

Zeppelin first ascended in a balloon at Saint Paul, Minnesota as an official observer with the Union Army during the American Civil War. This flight may well be the inspiration behind his interest in aeronautics.

Zeppelin's ideas for giant airships, recorded in his diary, were inspired by a lecture given by Heinrich von Stephan on the subject of "World Postal Services and Air Travel."

He is currently petitioning Kaiser Wilhelm for a position on the research team. He has outlined the basic principle of craft he intends to research: a large rigidly-framed outer envelope containing several separate gasbags.

The German empire has a problem with a movement that calls itself the social-democratic party, which goes against the very grain of the monarchy. Hence, to reduce their support, the Landtag of Prussia will pass legislation to improve general work conditions and health insurance.

Chancellor Bismarck and his supporters are well known for their spirited fight to annihilate the Social-Democrat party.

The passage of the Socialist Law on October 21, 1878, failed to bring the party to an end. However, it has set the foundation for the Landtag of Prussia to pass legislation to improve general work conditions and health insurance.

Chancellor Bismarck noted the opportunity and started promulgating the idea of social legislation. He introduced the Health Insurance Bill of 1882 to the Landtag and stressed the importance of the vote.

Bismarck identified three critical principles during his speech in the Landtag that have grown to be adopted by most Germans:

Solidarity:
The government is responsible for ensuring access by those who need it,

Subsidiarity:
The government must implement policies with the slightest political and administrative influence.

Corporatism:
The government representative bodies in health care professions set out procedures they deem feasible.

1850 marked the beginning of the industrial revolution in the territory of the German Confederation. Previously, Germany employed only 13,500 workers in pig iron production, and their production volume was around 214,000 tons.

In the following ten years, production grew by 150%. Then rose again by 160% in the 1860s. By the height of the industrial revolution from 1870 to 1873, production increased by an astounding 350%.

However, during this period, the number of workers grew by only 100%.

Germany's industrial sector is rapidly growing, though less quickly than the United Kingdom's.

The economists assigned to the study have identified the reason behind our slow growth.

Germany consists of four types of distinguished regions.

The European portion of Russia contains over 60 governorates and 1 oblast (that of the Don). Of these, 11 Governorates, 17 oblasts, and 1 okrug (Sakhalin) consist of the Asian part of Russia. Of the rest, 8 Governorates are in Finland, and 10 are in Congress Poland.

The Don Oblast is under the direct jurisdiction of the ministry of war; the rest of the oblasts have a governor and deputy governor, the latter presiding over the administrative council.

In addition, there were governors-general, generally placed over several governorates and armed with more extensive powers, usually including the command of the troops within the limits of their jurisdiction.

There is a lot of room for reformation of the government system. However, the often-disjointed officials have pooled their power to bury our evaluations under various superfluous procedures and are exerting pressure on the Senate and State Duma to stop the evaluations.

However, many of the officers in our units have received training through the College of War and the units themselves are primarily directed by the Ministry of War. The Screw Propeller

We know that a screw propeller functions as part of a helicoidal surface which, when rotating, 'screws' its way through the water, propelling a vessel forward. Modern techniques have led the propellers to possess a highly developed helicoidal surface tailored to move an airship through the water rather than air.

Almost like a miracle, the Ministry of Internal Affairs of the Russian Empire has found long-lost sketches of DaVinci. Our researchers have identified the sketches as "aerial screws" that appear functional. The diameter of DaVinci's screw is the diameter of a circle that passes tangentially through the tips of the blades. The blades are fixed at their inner ends by a boss whose diameter is as small as possible to provide the greatest consistent strength.

Additionally, our use of cavorite has led to the success of a secondary project, modifying one of DaVinci's failed flying craft into a success.

It seems as if the Ministry of Internal Affairs of the Russian Empire has greatly exceeded their normal usefulness. The long-lost sketches of DaVinci included what we have termed DaVinci's Flying Platform.

However, our attempts to mound the new Airstream Propeller have failed. After several attempted flights, we have found that the platform can only carry kids and smaller, lighter adults. Further refining the design of the wings and mounting an Airstream Propeller modified to be smaller and lighter may allow for the carrying of heavier adults.

On another note, one of our researchers seems to believe that using a backpack harness incorporating two tiny lockable wings with cavorite plates mounted on them would allow our test pilots to glide effortlessly for long distances. The military believes further research into this area will enable us to drop troops from our airships deep into enemy territory.

Perhaps a third type that mounts some artillery, mortar, or machine gun.

A secondary focus should be on modularity so that the vehicle can quickly and easily replace any damaged part or component, even in the field, by the average soldier.

It should also be able to cross most terrain that it might encounter, from rough terrain to snow, mud, and rain.

These engines found use in vehicles dedicated to transporting heavy loads on roads, plowing the ground, or providing power at a chosen location. The name derives from the Latin tractus, meaning 'drawn' since the prime function of any traction engine is to draw a load behind it.

After reconsidering the design of our current steam-powered tractors, we have designed one with internal coal storage and boiler, and a bed capable of mounting customized modules.



Unfortunately, our focus on allowing it to cross most terrain has failed, and we have yet to realize our designs for the customizable modules.

The 1873 Land Tax Revision had a significant influence on the modernization of Japanese society. After the abolition of the han and the shi-no-ko-sho class divisions, the new Japanese government turned its attention to creating a centralized, efficient tax system to finance its program of fukoku kyohei.

Japanese society has shifted, allowing land to become private property and alienable. With this, lands previously held in common (often for timber and thatch) became taxable and began to be taken over by village headmen and the more affluent farmers.

Agricultural productivity has increased, but the land is concentrated in fewer hands, as poor cultivators were forced to sell their land and become tenants. As the economic gap between owner and tenant widened, younger sons and daughters often migrated to the town to work in new industries or as maids, coolies, and rickshaw pullers.

Home production of commodities declined due to the loss of common land. Still, industrial production increased, feeding migration to the cities.

The government recognized this and directly stimulated and invested the revenues from the land tax and the duties on exporting silk and tea into industrializing the nation. Promoting a policy of "enriching the nation."

Governmental authorities proclaimed freedom in commerce, abolished the guilds' monopolies, and allowed the samurai to trade.

The conversion of samurai stipends to bonds gives them some capital to invest in new industries and ventures. The government also authorized the creation of joint stock companies and introduced the idea of limited liability to the Empire.

The government is providing subsidiaries to these samurai-owned joint stock companies decreasing the direct cost of constructing new factories and providing finances to the outdated and struggling factories. While these subsidiaries will take time to approve and distribute, our obsolete and floundering factories will be pristine and functional shortly.

Both engineers agree to train Japanese engineers to undertake railway projects and advise their trainees on how to build a railway in Shikoku.

Shikoku, by their reasoning, is a great testing ground for students as it is relatively resource-poor and maintains fewer railways than the other major islands.

We have designed a dark blue, single-breasted tunic with a low-standing collar, cuirass, and no pockets. To be worn with matching straight trousers and a kepi (red for Imperial Guard) lined with thin metal plates on which a brass five-point star sits.

The military has adopted a lightweight white cotton uniform for fatigue duties and tropical wear. Soldiers can wear white trousers, cap covers, and dark blue tunics in hot weather.

After trials in the colder regions of Japan, we have found that fur-lined military coats are too expensive for common issues and have decided to exchange the army's frocks for greatcoats.

Unfortunately, the general staff widely believed that Kepi's with metal inserts currently in circulation better serve the military. It seems this preference left the research of a protective helmet marked as unnecessary.

Improved Uniforms
The issuing of terrain specific uniforms has allowed our troops more comfort in the field drastically increasing morale and the ability of our troops to function is said terrain. The cuirass, while unable to stop modern projectiles, will prove beneficial should our troops find themselves in hand-to-hand combat.

A group of young scholars, descendants of loyal and historic clans, have presented the idea of outfitting every soldier in a battalion with a modified O-yoroi.

A section of the proposal reads as follows:

In the mind of the populace, military tools or Bugu, objects which serve in battle, whether for offense or defense, are a cultural staple.

Japanese armor serves not only as protection but as a sense of identity and honor to Samurai wearing it compounded by the common tradition where families pass down their armor from generation to generation.

The O-yoroi has made the most significant impact of all the prevalent armor types.

While the armor was previously a status piece for high-ranking officials who served in the cavalry as archers, it could now serve as the symbol of the Emperor's guards.

However, the armor must be sturdier, denser, and heavier than any other armor.

We posit that an O-yoroi fashioned out of two plates of inch-thick case-hardened nickel steel separated by a silk lining, using modern industrial techniques, would serve the army well.

While the chest plate alone would weigh close to 19 kilograms and typically be a death sentence, we believe that fastening cavorite to the armor would nullify the weight.

It would be prohibitively expensive to research and build prototypes. Still, the Empire could see itself with soldiers capable of surviving rifle rounds and able to unleash a terrifying infantry charge.

A weary Emperor who no longer cared for the throne, an heir who struggled to assume the crown, an increasingly disgruntled ruling class who were dismissive of the Imperial role in national affairs: all these factors stand behind the impending doom of the monarchy.

Republicanism has never flourished in Brazil outside of certain elitist circles and had little support in the provinces.

A growing combination of republican and Positivist ideals among the army's junior and mid-level officer ranks has become a severe threat to the monarchy.

These officers favor a republican dictatorship, which they believe will be superior to the liberal democratic monarchy.

The army has started committing small acts of insubordination, and discontent in the military is growing in scope and audacity.

Pedro II's daughter Dona Isabel's supporters and the core monarchists in Brazil formed a secret society focused on ensuring her reign.

The Redemptorists, named for missionary society and Isabel's nickname, "The Redemptress," has intercepted the president's communication.

They seek support for Isabel's ascension to the throne and assistance in reforming the country's political system and establishing control and authority over the military.

The Compromise of 1876 included items such as the removal of federal troops from the remaining states they inhabited: Louisiana, Florida, and South Carolina, despite their presence being important in the survival of Republican programs and the safety of African Americans.

Effectively, it was an agreement for federal troops to stop interfering in Southern politics. This lack of intervention soon became a race issue, with violence taking place against blacks and, eventually, a series of laws to prevent them from voting through disenfranchisement.

However, President Arthur reasons that the federal government should disregard the compromise as the southern states have failed to fulfill their obligation of protecting African Americans against violence.

In a political miracle, attempts to use the federal government to ensure equality under the law have widely succeeded.

While Republicans held the Senate, Democrats won significant gains in 1880, taking control of the chamber. Most everyone expected their control of the House to be a major source of problems. It seems however, that the Democrats in the South are paper tigers unable to stand firm in the face of the President's threats.

The Enforcement Act of 1871, also known as the Ku Klux Klan Act, was an Act of the United States Congress that empowered the President to suspend the writ of habeas corpus to combat the Ku Klux Klan and other terrorist organizations.

In January this year, the U.S. Supreme Court declared the Ku Klux Act unconstitutional. This declaration would not be a significant issue had the KKK stayed receded as it seemed they would.

However, President Arthur's threat to use the supreme court and federal intervention in the southern states to ensure equality has led to a resurgence in the KKK.

The KKK movement, in general, is again on the rise in America. A dozen lynchings—vigilante murders including shootings, hangings, and other forms of mob "justice" occurred in the South over the past two months.

It seems the only way to combat this growing violence is through the Insurrection Act which gives U.S. presidents the authority to deploy active-duty military to maintain or restore peace in times of crisis.

Stationary Torpedoes were a relatively new invention just a few decades ago. These torpedoes are relegated to history as we believe our propelled torpedoes shall define naval and aerial combat for years to come.

The Cormorant torpedo is the first aerial torpedo tested in France. The torpedo's name, Cormorant, represents its ability to defend France in the air and sea. The aerial version successfully maintains its altitude through the use of smaller cavorite plates.

The torpedo is powered by a compressed air tank and driven by a small screw propeller.

With a range of 200 yards, the bronze torpedo is 12 feet long, carries a 100-pound dynamite charge, and travels up to 8 knots.

While our researchers could account for the sea version's depth control through a hydrostatic bellows system, controlling the altitude control was much harder.

Luckily, French physicist Louis Paul Cailletet invented an altimeter and a high-pressure manometer to preprogram a desired altitude into the torpedo.

The only concern we could not address is the direction controller's tendency to start circular runs occasionally.

The Cormorant is capable of moving at speeds of up to 8 knots through the use of compressed air. Cailletet's version contains a combustion pot designed to heat the compressed air allowing the torpedo to go faster at a rate of up to 12 knots.

The torpedo is larger and heavier due to the 200-pound dynamite charge and denser metal body and requires additional cavorite.

The torpedo body mounts two side fins connected by a braided rope to two steel drums. Soldiers may steer the torpedo, albeit unreliably, by tightening or loosening the flow rate of the string from the drums.

National Event:

The Roman Catholic Church is the most severe opposition force in the Kingdom of Italy.

The Risorgimento had deprived the Church of the Papal States, including Rome itself, and the main supply of its income.

Furthermore, the Church had lost its previous virtual monopoly of education and welfare, and compulsory state education was intentionally secular.

Many of the Church's religious orders mourned disbandment as their monasteries and convents changed to public buildings for use by the state.

In the south, the ecclesiastical organization relies heavily on monks and friars and is barely continuing to function.

Bishops needed royal approval, often refused, to receive their revenues and take up their posts.

The state's Law of Guarantees of 1871 permitted the Pope to retain only the Vatican, Lateran palaces, and Castel Gandolfo.

Pius IX denounced the new usurping state, forbade Catholics to vote in parliamentary elections or to become candidates, and appointed a new generation of "intransigent" bishops. New laymen's organizations have since sprung up.

Particularly the Opera dei Congressi, with committees at the parish level, became the focus of Catholic resistance to the new state. It organized cooperatives, welfare insurance, credit banks, mutual aid societies, and a host of local journals and campaigns against liberal secular proposals (such as a divorce law).

Church and state remained mutually suspicious, particularly in the Veneto region, where the Catholic social movement effectively mobilized regionalist opposition to centralizing government and peasant hostility to landlords and free trade.

Provincial officials have widely joined in the movement, and southern Italy and the Veneto region have widely fallen under its sway. Building the Sphere took several months. The need for it to contain enough space for two individuals and the accompanying supplies necessary to run the cavorite plating and ventral screw propeller was a source of further complications.

The Sphere is composed mainly of thick steel-lined panels with several inserts of small circular thick glass windows supported with wired frames.

Count György Apponyi de Nagyappony György is a Hungarian conservative politician who served as Lord Chancellor of Hungary from 1846 to 1848. He is the current leader of the "old conservative" group and was a leading participant in developing the Austro-Hungarian Compromise after 1862. Well-liked by the Emperor and popular among the conservative party in Hungary, he could serve as a focal point for the acceptance of trialism in Hungary should the conservative party gain ground.

Iran's agreement for friendship has introduced us to their newly formed Persian Cossack Brigade. Learning from our defeat against the Empire of Russia, Iran has developed a Cossack-style cavalry unit.

The Cossack Brigade was formed by Nasir al-Din Shah in 1879, using as a model the Caucasian Cossack regiments of the Imperial Russian Army, which had impressed him when traveling through southern Russia in 1878. Together with a Swedish-trained and officered gendarmerie, the Cossack Brigade came to comprise the most effective military force available to the Iranian crown


Despite its name, the Brigade was not a typical Cossack force as employed in the neighboring Russian Empire. Neither did it have the status of a guards unit. The Cossack regiments of the Imperial Russian Army were based on a feudal-style system under which volunteers gave military service in return for long-term land grants. By contrast, Iranians were recruited to the Persian Cossack Brigade on a conventional basis from a mix of volunteers and conscripts.

This unit is modeled after the Caucasian Cossack regiments of the Imperial Russian Army and commanded by Russian officers and is currently the most functional and effective military unit of the Qajar dynasty with significant sway in the decision of who reigns over Iran.

Tensions in Vietnam

The French have slowly crept on Vietnam, China's major protectorate in the south. France currently controls the three southern provinces known as Cochinchina.

The Republic of France's local garrison expanded northward in Vietnam, stationing troops in Hanoi and Haiphong over the past two years. The Chinese are mustering their army, and local soldiers have engaged the French in a series of limited battles.


Egypt in Chaos

In 1878 Egyptian army officer Ahmed' Urabi mutinied and initiated a coup against Tewfik Pasha, the Khedive of Egypt and Sudan, because of grievances over disparities in pay between Egyptians and Europeans and other concerns.

Violence between the Mutineers and the Khedive spiked most recently, and the Suez Canal is now under threat. While it is too early to tell which side has the upper hand, most in the region believe the violence will likely continue escalating without intervention.


The Imo Incident

A mutiny has broken out in the Korean capital of Seoul after the instigators caught corrupt officials embezzling rice from soldiers' pay.

The mutiny rapidly escalated to attacks on Japanese citizens, and Lieutenant Horimoto Reizo, the leader of the military mission to train the Pyŏlgigun, is confirmed dead. Killed in his quarters by the treacherous mutineers no less.

The Japanese legation is burning, and the minister to Korea, Hanabusa Yoshitada, and twenty-seven staff members have fled to Japan.


Geronimo's War

The army scouts dispatched to investigate the Carrizo Canyon fight at the Fort Apache Indian Reservation in Arizona Territory report Apache unrest and have detained the leading figure, a prominent medicine man, Nochaydelklinne.

Our scouts acted with due care, and Nochaydelklinne surrendered peacefully. However, upon returning to camp, they were surrounded and attacked by Nochaydelklinne's followers. The press is calling the engagement the Battle of Cibecue Creek.

The following day, the native army attacked Fort Apache in reprisal for the death of Nochaydelklinne, who died during the fighting at Cibecue Creek.

A battalion of Galvanized Yankees, former Confederate prisoners of war who swore allegiance to the United States and joined the Union Army, is currently holding the cavalry garrison of Fort Apache and requests reinforcements.

The warrior Na-Tio-Tisha is leading White Mountain Apache Warriors and recently ambushed and killed four San Carlos policemen, including the police chief. Na-Tio-Tisha reportedly led his band of warriors northwest through the Tonto Basin, greatly alarming the local Arizona settlers. The settlers are now demanding protection from the U.S. Army.


Phoenix Park Murders

In Ireland, Lord Frederick Cavendish, the newly appointed Chief Secretary for Ireland, and Thomas Henry Burke, his Permanent Under Secretary, have been assassinated in Phoenix Park, Dublin, by members of the "Irish National Invincibles."

Press reports state the gentlemen strolled across Phoenix Park, where a Fenian splinter group armed with knives attacked them. Lord Cavendish fought bravely to defend himself and Thomas Burke, but both sadly perished.

Inspired by Lord Cavendish's stiff upper lip, residents of the area have pledged to assist in capturing these assassins.


The Electromote

The Electromote, the world's first electromagnetic propulsion vehicle, was unveiled to the German public by its inventor Ernst Werner von Siemens, in Halensee, a suburb of Berlin, Germany.

The Electromote built by the Siemens & Halske company is a converted four-wheel landau carriage equipped with two 2.2 kW electric motors, each of which transmits power directly to one of the rear wheels using a chain drive.
The electric power transmission to the coach was by a flexible cable pulling a small, weighed eight-wheeled "contact car" (Kontaktwagen) that ran along the overhead power lines.

With the horsepower available, the conveyance reached approx. 12 km/h (7-miles-per-hour). To power the system, Carl Ludwig Frischen, leading Chief engineer of Siemens & Halske, in a nearby shed, had a power station built consisting of a small steam engine hooked up to a dynamo.

The Palmenhaus Schönbrunn

The Palmenhaus Schönbrunn is one of the world's most prominent and largest greenhouses. Located in Schönbrunn Palace Park, it currently holds one of the world's most extensive botanical exhibits, with around 4,500 plant species.

Built with 600 tons of wrought iron and 120 tons of cast iron, the Palmenhaus is 111 meters long, 28 meters wide, 25 meters high, and has 45,000 glass tiles. There are annexes on the north and south sides, serving as a cold house and a hothouse, respectively.


Senusiyya in Tripoli

The Grand Senussi's son, Muhammad al-Mahdi as-Senussi, a skilled administrator and a charismatic orator, has assumed governorship over the Tripolitania Vilayet.

The Senusiyya is a Muslim political-religious tariqa and clan in Tripoli founded in Mecca in 1837 by the Grand Senussi. The order, dedicated to ending the decline of Islamic thought and spirituality and weakening Muslim political integrity, currently maintains a strong presence in Tripoli and maintains 146 lodges spanning the entire Sahara.

Harsh Ottoman rule has only fuelled the appeal of the Senussi Movement's call to repel foreign occupation. Remarkably, Mohammed al-Mahdi has succeeded in securing the enduring loyalty of the Amazigh tribes of Cyrenaica.

Kingdom of Serbia Proclaimed

Since 1817, the Obrenović dynasty and occasionally the Karađorđević dynasty have governed the Principality of Serbia.

The principality remained a suzerainty of the Ottoman Empire until 1867. The principality de facto achieved complete independence that year when the last Ottoman troops left Belgrade.

The principality's independence was formally recognized in 1878 by the Congress of Berlin. The Congress also declared the principalities' composition, including the districts of Nišava, Pirot, Toplica, and Vranje, which form the southern portion of Serbia.

King Milan I has now proclaimed the formation of the Kingdom of Serbia and heads a foreign policy friendly to Austria-Hungary.

Order 1: Research Order

The current research into the new wonder material Cavorite is wholly insufficient. We need to know more about its possible uses.

Our efforts to study the new wonder material Cavorite have been widely successful.

While we may have yet to identify the science behind its principles and a different way to use it without lead shutters, we have successfully refined the production process.

Our new production process has allowed us to increase the cavorite we can produce per factory.

Our current steam launches are more of a joke than a proper tool of war. We must work on a better design that will continue the dominance long held by our nation over the sea.

While research into improving the steam launches has been complex at best, after several months of effort, we have been able to stretch the launch's length and developed mountings for field guns and searchlights.

We are tentatively calling the improved steam launch the Aphid Class SL.

Order 3: Research Order

This new paradigm of warfare poses a threat to the United Kingdom's dominance over the seas. We must erect fortifications that can defend our homeland from both the air and sea. We must see how cavorite could assist in the development of static fortifications.

Resolution: Critical Success

The escalating arms race in Aerial and Flyers amongst the European Powers raised fears among the UK's civilians that indiscriminate aerial bombardments could target towns and cities.

To counter this threat and wrest back some control of aerial weapons from the Royal Air Force, the British Army developed a series of Aerial Batteries designed to provide a sufficient aerial defense for military and civilian targets.


The Aerial Battery & Aerial Battery Base

During the testing, Aerial batteries were the subject of much controversy. Researchers and engineers raised concerns that the lack of railings on this craft increased the danger to the crew. The army responded that railings would impede the firing arcs of the aerial battery weaponry and that the staff had rope harnesses, and could no doubt be rescued should they fall over the side.

The Aerial Battery is designed to hold one main artillery piece in the center housing and four secondaries mounted in the corner housings. A small complement of marines may reside in the lowered housing compartment in addition to the crew.

However, there was much argument by the Airforce that the Aerial Batteries are in fact a form of Aerial Flyer and should therefore be under Royal Air Force control. The army response is that while these batteries use cavorite to allow them to ascend; they have no motive power and as such are not vessels. The argument is still continuing to this day and may never come to an end.

Order 4: Research Order

The focus on an aerial artillery battery brings the unfortunate question of how you give it a practical artillery observer. While a Steam Launch could fit the role, a purpose-built ship would exceed it in practicality and expense. We must design a platform for use in the roll that is small enough to avoid enemy fire and fast enough to reposition itself when needed.

Resolution: Success


It seems that our efforts to reduce the size and capacity of a steam launch into a floating platform has borne fruit. The only main negative is the visible venting of charcoal black smoke from the steam engine and complete lack of armor except for the very front of the vessel.

British Aerial Observer

Modified from the existing Steam Launch, the Aerial Observer is a short-range steam powered vessel designed to provide an observation platform. It is capable of only mounting a single defensive armament of the same scale as a gatling gun.

Order 5: Country Order

Spread Mass Industrialization to India

Queen Victoria has showcased her "jewel in the crown of the British Empire" whenever possible. Why, then, should the Kingdom not raise the former holding of the crown into an industrial power in its own right? We must start the construction of a transcontinental railroad that will connect Burma and India.

Resolution: Slight Failure

Company-owned railways in India are spread across high-profit areas and prosperous parts of the country. State lines are spread across the country and focused on population density and humanitarian and strategic considerations.

Unfortunately, the crown has spent most of its budget on military research and could not afford to lay an additional 5,000 miles of railways to link India and Burma. Our desire to encourage wheat exports from the remotest field of this country to England and the import of iron rails and other supplies to India has failed.

Upset by the resource crunch and the strong desire of the Famine Commission to construct railway lines as speedy as possible to mitigate the problem of famines, the Government has invited private British companies to undertake railway construction.

-As the plan has been fully formulated and approved, it can be implemented.
(Legal System Modernization Efforts, City Industrialization Efforts, Road Network Industrialization Efforts, Developing Profitable Industries, Rail Network Efforts)

Move forward with all economic reforms, including but not limited to Legal System Modernization, State funded Hospitals, Orphanages, Regulation and building of a robust road network, State backing for establishing beneficial industries, and plans to build a unified and standardized railroad system. Any and all laws currently active across Russia are also to be gathered, checked, and evaluated. Any that are outdated or inappropriate are to be revised or removed to be more in line with modern realities.

Recruit and put Sergei Witte in charge of all aspects of the Railroad construction, along with the responsibility to cooperate with the Road Network teams to ensure all the road supplies arrive when and where they are needed.
See if paired rails can be accommodated, in preparation for dual track trains that may be developed in the future.

All Industrial improvements are to be started as well, done in batch sections to ensure minimal disruption of local infrastructure or citizens and ease of cooperation. If it will help make use of some of the new Tractor Engines for moving supplies and manpower.
Across all parts of the Economic Reform Initiative, 5 EP is at your disposal, as well as the sale or use of up to 4 Cavorite if additional funds are needed.

2). Country Order: Government Reform Evaluation (3 EP)
-Clearly, these government officials need a reminder that they serve me, not the other way around. Remind them.
Confront all relevant officials in a coordinated movement, with their treatment depending on what they have done and their level of cooperation.

Ensure the people moving on the officials are cleared as loyal and back them with elements of the Military, lead by trusted officers.
Also have members of the Okhrana(Secret Police) standing by ahead of time, to ensure there aren't any convenient 'disappearances' for the officials under investigation.
We wouldn't want them to go anywhere. 3 EP is at the disposal of the investigation, we want this resolved.

3). Research: Aircraft Propeller (3 Cavorite)
-While the Large Airship Propeller is a large step in the right direction, it isn't quite what we were aiming for.
Continue to develop the Large Airship Propeller into a smaller model, specifically designed for craft without cavorite, able to be used by much smaller aircraft. Perhaps even several Propellers acting in concert to move a larger aircraft instead of just a bigger propeller. Make sure to cooperate more closely with the Aircraft team so that they don't become incompatible. 3 Cavorite is at your disposal to ensure any prototypes are tested safely and prevented from crashing.

4). Research: Aircraft Frame(Plane)(Prototype Plane Platform) (3 Cavorite)
-DaVinci's design has helped us make excellent progress, but it serves as a stepping stone only. Likewise, the Cavorite flight pack can be developed at a later time.
Continue development on the single person heavier than air craft, learning what we can from DaVinci's model and refining it from there. Make sure to cooperate more closely with the Propeller team so that they don't become incompatible.

-Our failure with developing a fully offroad capable Truck has shown that we need to go a bit slower, and perhaps refine parts of the vehicle before pushing forward.
Work to develop a more compact, efficient, and advanced engine for our vehicles moving forwards. Perhaps instead of burning coal and heating water there are merits to using Oil as fuel?
Make sure to be exceedingly careful with this research and ensure extensive safety measures, coal and oil both are very dangerous. 1 EP is at your disposal.
