I didn't forget, it's more along the lines that Bulbasaur fields is also very close to their boarders just as Skarmory peak is. however, should they refuse the letter (and they may do that) Krusher may send you out on a good will mission in the future

Basically, the legend is that Arceus used all 18 of his plates to create the world of Xecra, but when he did he wanted to give the poke'mon of the world a small piece of his power. So he scatted his plates all over the world for poke'mon to find and use.

Unless there are any Wanderers or Land scouts who want to question the Quagsire missionary, I might just timeskip to Bulbasaur Fields, if that works with everyone.
