I Highly suggest we press the attack in Europe instead of waiting for conditions to be perfect. Special forces managed to inflict severe damage on the nod forces in the area, and they are in disarray. Waiting will simply give them time to consolidate, and there are to many hotspots for me to keep my agents tied up there for much longer.
I also Highly recommend Armed forces conduct at least some efforts to mop-up operations in north America.

As a thought allowed by a man who is totally not a Nod sympathizer, might it be worth it to pursue a mutual defense pact with the anti-Scrin Forgotten on the matter of the alien's return? You've made a few good jumps in relations between the two of you, and working to further establish official channels of communication (both diplomatically, and in regards to military cooperation) could cement them. And maybe even help you get a gander at what tech they've developed.

On the subject, maybe look to them for further support in Pentecost, if you're so inclined? They hate Nod, and have an interest in making sure it's under more reliable hands (both because of the Children of Tiberium's interest in Scrin-tech and, for the long-termers, if the Scrin can leave through it...). And if anyone has an advantage in the Red Zones, it'd be them.

Plans will be drawn up back at HQ both to destroy the tunnel, and to instal servaliance along its length to monitor NOD traffic between Africa and south America. they are not to be enacted until next turn.

Opperation Penticoast support (15%): Continue to support and provide intelligence to the armed forces, and support the invasion with commando raids ahead of the advancing front.

South America Investigation (5%): Find out what is happening in south America. Priority is survival of agents to actually get the information to us, as opposed to getting all the information.


Forgotten research and infiltration (10%): continue operations to gain information and contacts among the forgotten, along with maintaining our current contacts with them. (Notice: If criminal elements(by their standards) of the forgotten faction can be found and extracted without notice, do so. they will be taken back to a succure facility for through interrogation before being disposed of.)

Raid of TAWAR facility in Sibiria (10%): Primary goal is to Locate the TAWAR facility, and construct around it to succure it. NOD resistance is expected, and all precautions should be taken. Once the location is succure, evaluations of the facility and it's contents will take place. If they can be safely extracted, Super-Kodiaks are to be called in and loaded up with everything we can pry free from the facility, for analysis back in the blue zones. If it can't be safely extracted, Onsite analysis is to begin, and the facility defenses are to be beefed up.

Commando assistance of forgotten in Sibiria (5%): [PENDING COMMAND APPROVAL] If command approves and can negotiate proper recompense from the forgotten (mainly permission to scan the cave paintings and temporary access to do so) Commandos are to be dispatched to assist the forgotten in their conflict with NOD.
-If permission is not given,command is free to remove this action and allocate the 5% to the technology acquisition action.
-if negotiations fall through, commandos are to be re-directed to take out NOD bases near the TAWAR facility instead.

Infiltration and/or raid of NOD science facility in Australia (5%): The NOD facility in Australia is of high interest, as it will not only tell us more about current NOD tech,, but what they and possibly Kane are interested in. Efforts are to be made to infiltrate short-term and long-term agents into the facility. Permission to raid the facility is given, if it looks like they are in the process of abandoning it.

Acquisition efforts For Scrin technology (10%): As we did with nod technology last turn, this turn we focus on the Scrin Technology. Locate and Acquire any and all things scrin, and hand it over to R&D for later analysis.

Funding for Anti-Kane thing tank(1%): no results expected yet.

Actions:

Operation Pentecost: With Nod on the back foot due to Intel's raids and preparations finally complete, Operation Pentecost, the invasion of Italy and Threshold 19 specifically, will now commence. Every single GDI asset we can spare will use Germany as a staging ground to attack Italy. Control of the Alps is of particular priority, once we control those we have a straight line into Italy, the majority of air assets will be assigned there. Today, the Apocalypse will remain cancelled gentlemen. (60%)

Continued Stabilization of GDI Territory: Continue to keep GDI territory safe and away from Nod hands. With most of GDI's assets currently occupied with Pentecost, a defensive stance is to be prioritized until more assets are available. (10%)

Research:

Olympus Initiative: Start work on the next generation of railgun technology. Take implicitly into mind the performance of advanced Scrin war constructs and the requirements needed to deal with them effectively along with any future threats Nod may decide to throw at us. While the overwhelming focus for now should be on tank weaponry, theoretic work on designs such as railvulcans, electromagnetic autocannons, and electromagnetic machine guns will also be undertaken. (15%)

Project Thetis: While the current generation of armor has served well, we will need far better to meet the coming challenges of the post-war era in the face of both advancing Nod technology and the alien technology of the Scrin. To that end, we will begin designing a new armor kit for our next generation of tanks, a comprehensive system of armor composites, reactive armor, and point defense systems to defeat any currently forseeable threat that will arise to challenge us. (15%)

Blue Zone Propaganda (5%): Morale in the Blue Zones has suffered as of late, so Public Affairs will continue working to assuage the fears of the populace of those regions.

Yellow Zone Propaganda (5%): As we are trying to expand our influence in the Yellow Zones, we will deploy propaganda to counter Nod's efforts in these areas and bring more people onside.

Recruitment Campaign (10%): In order to meet the manpower requirements of Operation Pentecost, a campaign will be started to get more people in both Blue Zones and Yellow Zones that are on our side to join the GDI armed forces.

Spacelift Capacity Expansion (10%): Due to the sharp increase in the usage of GDI's spacelift capacity, some effort will be invested in building new spaceports and reclaiming spaceports that have been lost to Tiberium encroachment where feasible.

Central Europe Rebuilding (15%): This will focus on restoring New Eden to Blue Zone status, but will also include delivering relief supplies to afflicted areas in Central and Eastern Europe, as well as investing in infrastructure and logistic support to support further military actions in Italy and the Balkans.

Tiberium Reclamation (35%): Our priorities here are to reverse damage done by Scrin attacks on our Tib reclamation efforts and to protect the Blue Zones from Tiberium expansion. If we have resources available after dealing with that we will attempt to clean up around large Yellow Zone settlements under GDI control.

Blue Zone Infrastructure (10%): The Blue Zones contain much of our industrial and research capacity, as such it is of high importance that the damage caused by Scrin and Nod attacks are repaired as quickly as possible. Focus on repairing damage due to the Third Tiberium War first, then work on improving transport and Tiberium storage capabilities.

Yellow Zone Infrastructure (10%): Investing in infrastructure in these regions has the dual benefit of increasing our influence while reducing Nod's influence. This work should focus on transport, medical and military infrastructure in regions where the GDI military has the upper hand.
