I'm kind of curious on what exactly RF6 methods are?
I mean, we just arrested a bunch of Majs, what the heck do we do with them?
If we put them in prison, it would be very hard to keep them there, and we would have to provide grief seeds in the long run.
If we separate their bodies from their soul gems for the duration of the sentence, thats horrifying but practical in a way that reminds me of Kyuubey.
I can't see us killing them, why would we bother to arrest them? They were doing just fine at that to each other on their own anyway.
Ransom them for grief seeds back to whichever group pays? Are we sure we're the police?
Intentionally letting them turn in Witches, and harvest their Grief Seeds? I'm sure we're not the police at this point.
On the other hand, what are RF6's long-term goals (as distinct from Sakura's or the questers)?

I get that RF6 is made up of the people who don't really understand that they're effectively become members of a hunter-gatherer society embedded in urban cities, rather than members of something that can be called civilization, but surely, even if they don't have a plan, they have to have some sort of goal, right?
Also, regarding our position:
As a member of Mitakihara Police Department Supernatural Terrorist Assault Response Squadron, Riot Force Six; does the MPD have any other Majs outside of RF6? It kind of sounds like it.
As far as I understand it? Isolate the rest of the city from magical gang conflicts and prevent mass loss of life, or magical mafia taking over the country.
Essentially, to enforce what normal, human police can't. They are working in tandem with MPD for that reason.
I would assume there would be an anti-magic holding cell in there somewhere, for girls to do their time and possibly reflect on their actions... if no magic is used, the seed cost might be negligible. Disconnecting would technically work to isolate criminals from society, but from the perspective of the criminal they'd be let go the moment they are nabbed, which would put them right back on the street. Would still probably work fine if their job is to break existing gangs.
But seriously, RF6 solves the Mitakihara Maj problem mostly by playing clean-up. They also invest heavily in rehabilitation and guiding their energies to sparkly things, like Witch hunts and public defense. RF6 leads by example, and the example they want to set is Magical Girl as Big Damn Hero.
Arrested Maj are processed by muggle police with anti-magic precautions taken. They get charged for real crimes committed as Maj and given to their parents with some maintenance Grief Seeds and an enforced Mug Life (no transformation, no Magical Girl activity) probation. They put the little house arrest collars on their ankle and everything. This usually works, since the average criminal Maj is juvenile, unindoctrinated, and more Tunnel Snakes than MS-13.
If a Maj violates probation, they get arrested and put in an anti-magic holding cell. Chief Yagami calls them Chill Out Rooms because the Freezer was taken
They're given maintenance Seeds as necessary, then processed as a muggle criminal. If they get convicted, they end up in Maj prison and are locked up with magic-jamming collars. It's unbearably itchy, but it drops Soul Gem corruption to nearly nil, at the expense of grounding out their powers.
Repeat offenders or heinous offenders are put in anti-magic solitary confinement, get separated from their Soul Gems under medical supervision for a short duration or get put down. E: Killing is the absolute LAST resort, and the perp has to have to do some real terrible shit for it to even be on the table.
Some girls get recruited to or willingly join the MPD or other Magical Girl departments. Usually after a run-in with RF6 in general and Takamachi specifically. This is the fabled Befriending.
Yukari doesn't even need to shoot them much anymore, she can sweet talk most Maj into straightening out, even as lilies bloom in their brains.
Other girls end up as narcssnitches informants and basically police other criminal Maj for RF6. For those of you who've read my other Quest, that's what B.R.A.V.E. did, more or less. It's also a reason Chief Yagami has Momo and Chiwa infiltrating the Marui-gumi.

Pretty much this. RF6's goals are to protect Mitakihara and Japan from supernatural criminal or terrorist threats. This means keep the muggles safe from Witches and bitches.
If things get to the point the muggle cops can't handle it, RF6 gets called in. If a criminal Maj starts making the news for doing criminal shit, RF6 gets called in. If a turf war gets too bloody or a block gets too hot, RF6 gets called in. If weird drugs start turning muggles into Witches, like some kind of bad seed or something, RF6 gets called in.
They also have to track unaffiliated Magical Girls and keep Magical Girl PR high, or at least not X-men bad. This is on top of general cop stuff.

I imagine that's the 'walking nuke's job' to keep the killer Maj in check. It also might just be that they 'annouce' the killer's escape to everyone on the notion that 'super nasty criminal Maj' are more likely then not to be major threats to even other criminal Maj, or at least enough of them to break even...
As for the delinquents? I figured the adults came to the reasonable conclusion that warpgates to realms where people get eaten or turned into monsters take precedent over another match class, since the smart Maj can study in her free time to catch up and people like Nakajima are going to need a tutor irregardless.

In the event of a breakout, Chief Yagami, Yukari, Kana, Asami and Nana are immediately called to the location. All of them are given authority to hold nothing back. It is the only time where they are given authorization to use deadly force first.
Magical Alcatraz itself is monitored round the clock by top of the line security drones, at least a generation more advanced than the already kinda futuristic looking MadoMagi aesthetic.
When drones aren't enough, there are twelve Maj guards of significant skill. Nobody knows who they are or where they came from, only their numerical callsigns. All sorts of crazy rumors and legends swirl around them, earning them the nickname of Imaginary Numbers.
I figure you don't need actual on site magical overwatch if their magic is shut down. The trick is double layered, the tracker and the antimagic collar. If they shut down the collar without the tracker, they get to be surprise buttsexed by a strike force. If they shut down both they had help.

You return to MPD headquarters with a new disciple and an unconscious senpai. Mug officers take both off your hands; before they get to Homura, she fishes a facemask out of her scarred shield and puts it on. She looks sickly enough they don't question her.
After checking and double-checking that Nakajima-senpai was going to be okay, you head to Chief Yagami's office.
You find her, the head of RF6, Mitakihara's greatest ally of justice, a Magical Girl with the firepower of a small nation, sleeping slovenly on her desk. A gravure magazine covers her face.
Moments like this give you uncharitable ideas on how the criminal situation in Mitakihara got to where it is.
You gently nudge Chief Yagami awake.
She springs to life, nimbly rolling herself into the wheelchair underneath her desk.
"Sakura, guess what?" she says, smoothing out her uniform. "I got the old man to approve the task force!"
"Commissioner-General Graham approved it?" He was staunchly conservative when it came to Magical Girls. "He must be desperate."
"He's sweet on me," Chief Yagami says. "I do the whole 'moe cripple' thing and he melts."
You cover your mouth with a sleeve. "How shameless of you, Chief."
Chief Yagami blushes. "Come on, Sakura. I don't do that." She composes herself. "The old man learned his lesson when he got jumped by those Magius weirdos."
You'd heard of that: Commissioner-General Graham had gone down to Kamihama for an inter-city police summit. The conference was assaulted by girls in black cloaks calling themselves the Wings of Magius. Kaori and Asami were with the Commissioner-General when it happened.
They're most likely the reason you still have a Commissioner-General.
"I'm glad we don't have to deal with them here," you say. The yet is stated but unsaid.
Chief Yagami nods, silently acknowledging your worries, before falling back into her playful bluster. "I let him know you had a hand in the task force idea, but as your lovable Chief, I took the lion's share of the credit."
"As expected of Chief Yagami..."
"Don't give me that look," Chief Yagami pouts. "I personally got you set as my liaison and acting head of task force. You even get the rank to match, Inspector Sakura."
You like the sound of that. You dance internally while keeping your face a placid, humble mask.

"This one is unworthy of such an honor," you bow.
"Nonsense," Chief Yagami laughs. "You're the first girl since Yukarin who knew from the start not to shoot first and ask questions later."

"Miss Nana's going to be too busy pampering Yukarin for that," Chief Yagami laughs again. "And Kaori'd turn us all into samurai LARPers."

You bow again, hiding your smile. "You humble this one, Chief Yagami."

She wheels herself out from her mahogany desk and over to you. Her uniform is crisply sloppy, her face is disarmingly plain. There's a diamond gleam in her plain brown eyes, underneath her average length auburn hair.
"So, are you going to leave me hanging, Inspector?" Chief Yagami cat smiles. "Your direct superior asked for input."

AKM for life. Their rap idols shall be ours, and it is the whole reason behind me taking the subversive approach. I'd rather play the Smarts game otherwise.
Seriously though, they probably have a lot of Shine hero-units we could use for PR and team maintenance.
Pretty Killers are important though, since we failed to grab Usagi.
And Rumors are just vital in our line of work. It's not Kamihama-vital yet, and staying on top of the rumors hopefully ensures it won't ever get that bad.
How many actions do we get, per category? As many as there are hero units? Do Chiwa and Momo not get their actions because they are assigned to their undercover roles? What are they doing there from the "bird eye" view? I get it that the operation we just did was a success... mostly... but what does it mean on a strategic level if we take one away? I don't suppose we could return to Marui-Gumi afterwards, or do we have a legend ready for that?
Does taking an undercover girl off her assignment take a turn, or can we reapply her right afterwards?

@saganatsu Momo's Personal Action gets a separate vote after the main Action votes are locked, since her choices are a) tag along with another MG or b) do a character specific action. The idea is to be able to either use her as a regular CKII Quest Hero Unit or do her own thing.
I also determine what gets the big fancy interlude based on what Momo gets assigned to.
For the plan, you can only pick one of Kaori or Asami. Momo's Rank is too low to double up. Other than that, and Xing in each part of the vote, looks good.
@Nevill Chiwa would be a good fit, if she reigned in her fight happiness a bit. Momo was more shocked Chief Yagami threw her a curveball more than noting Chiwa as a replacement for Takamachi. Chiwa, much like her copyrighted counterpart, is a huge Takamachi fangirl. She would leap at the chance to be in her idol's shoes.
-Natsuko does have a habit of locking the door. She's a very secretive lady.
-Since Momo's Rank is ☆, you get one action per category, then get to add Momo's Personal Action after the main Actions hve been voted for. Chiwa and Homu? are indisposed this turn, so they can't be used for Actions.
-From the Bird's Eye view, Undercover girls clandestinely meet with their RF6 handlers in the Getting Up (planning) turn, then do stuff with their assigned gang during the Getting Down (results) turn.
-Being Undercover gives the girls special options that allow you to roll for specific options on the Get Dirty effects chart, as well as try and woo the gang over to RF6's side. If you're in good enough, you can try and apprehend Bosses and Underbosses. Too many failures can blow your cover, which hinders or removes the ability to Get Dirty or Reach Out to them.
Taking a girl away takes away a selection: with Momo and Chiwa, you could pick two Undercover options. With one or the other, you only get one. But the more girls you have undercover in an organization, the more likely one of them gets made. You also are locked in to having them do undercover stuff instead of assisting an RF6 member on the up and up.
If you leave without getting made, you can always try again. You have to come up with a really good excuse, but Momo's Smooth enough and Chiwa's got enough Shine they could probably make it work. If you do get made, you can't go back unless you show you've cut ties with the previous organization.
There is a cooldown turn for taking a girl off Undercover duty, to keep them safe.

Basically, I wanted to know if we get actions per hero, or per category. I suppose it's the latter then but undercover girls add some extra options during the... sub-turn?

All able hands assigned to a department get a vote. If something were to put Kaori out of commission, you'd only have Asami to work with.
For simplicity's sake, I'm going to say any Undercover actions happen on Momo's Personal Action turn. So the Getting Up turn is RF6 as a department making moves, and Momo's Personal Action turn is when unassigned and Undercover Magical Girls do stuff.
Also, I forgot to say this earlier: you'll be able to tell when other Magical Girls take Grief through the narrative. Getting a status monitor like Momo takes Acquisitions. Nana'll start making suggestions for useful stuff you can vote on soon.
