That guys's "Hope" is not anything aprocheing real Hope. He promotes a false hope that is taken advantage of in his schems.
And if that guy is in range to effect us our best option is to evacuate the Universe and go tell on him to TOA or Presence .
Problem is, he isn't
just the god of hope, but of plots and trickery as well.
But above all that, he is the god of Change. And change, while not innately benevolent nor malevolent, isn't something that stops. In 40k, an Imperial citizen may hope for a life of peace, but so too does an alien have the hope of conquering him. And humans in fact like certain level of stability and predictability; that why most people have stable jobs, they like to be able to plan their future.
The problem with the warp and most specifically this one chaos god is that it's all self-contradictory (one being hopes for the antithesis to what another being hopes), and lacks all restraint (scheming and change are goals in and of themselves, not means)
In that sense, the Hope Gorgi is in fact very tzeentchian: using
hope (the wish for things to be different), to power
change.
The difference of course is that Hope Gorgi is more about the hope aspect; if lack of change is needed for All To Be Well, then things shall not change (aside from maybe a few more hugs being given)
