Tried to get over my hatred of the canon enclave from the main games, but couldn't do it. even if the postives for this quest does seem good. gah.
 
Didn't we raid the Bunker complex though?
No? They got a schism in Site 9 after the ones in charge told them to kill the NSEA, resulting in said installation being destroyed.

You had run-ins with raider groups calling themselves "Enclave," but you didn't meet The Enclave. As far as you are concerned, that's all the Loyalists were, a once-off problem that you kicked in the teeth with the Admiralty. You have no idea that they are more than something you killed a few decades ago and only veterans or teachers remember.
 
I do want to argue against party-specific questions, even if it is very likely for Outreach and Enclave First to be among the three most voted-for parties, since the questions will not be worth asking the other two parties. And when it comes to the question aimed at Outreach, then I am not buying that investing in the outreach of our current territories will stretch our military, since they will likely already be defending those areas.

Colorado - New Sterling - Before The Senate


The air was thick with anticipation and thicker with the smells and yells of food stalls selling warm snacks and steaming drinks. From hot teas to salted beers, meats on sticks and within buns, vegetables grilled and mugs of stew and soup ladled out by the bullet into presented cups by those interested in the starting debate, and those only here as it was kind of a way to get away from yet another shift at work. After all, attending this debate was not merely a way to bolster the democratic process but a patriotic duty for all who lived within New Sterling! Now, where was that beer stall again?

Away from the festival atmosphere, up above the mass of bodies pressing themselves into the plaza, three figures stood in an atmosphere of their own making, one of tense politics, relaxed certainty, and predatory minds. You see, the results of the first round of the mayoral election had come in, and the results had been both surprising and foregone in their conclusion.

The Farmers had managed to gain a spot on the debate podium, their candidate, Farmer Nina, looking, thankfully, not a tenth as surprised as she had when the results had come in two days ago, winning against the Settlers by a trio of votes, but she looked thrice as determined to make a good showing of why exactly you didn't ignore the farmers. On the other hand, Gonzales Warden seemed practically at home on that podium, his party usually one to share this spot with the Settlers depending on the current year or how belligerent the Dogs were during election season. Luckily for him, they were rather sleepy in that regard, even if the military was mightily suspicious of such a lul in their probing attacks and occasional raids. Sergeant Sindy Bulletbiter looked unbothered by the large crowd and seemed more impatient to get the questioning started in eagerness than anything. For those more familiar with Deathclaw mannerisms, either by exposure or nature of being one, she looked a bit overwhelmed. Yet, she kept her emotions from showing aside from a few too many stance adjustments.

And then, it was time for the main event: the questioning of the candidates. Seven threw their hat in the ring, and now the last three had to stand up for scrutiny beyond their promises in the eyes of the press and, far more importantly, the people, who would not leave the questions asked by the state press alone, their voices heard and heard quite loudly.

"Warden!" One of those voices shouted the loudest once the floor was opened to the general public. A lithe man with pale skin and sharply clean clothes with a gleam of blood in his eyes stood in front, effortlessly pushing aside his fellows by voice alone, though his presence did not hinder him either. "The investment you propose requires much from the nation and more from its people! How can you propose this program knowing it could stretch the military too thinly, leaving us vulnerable to raids from the Dogs and Mutants from the End Zone?"

Nodding, Gonzales Warden smiled, having long known such questions would come and had prepared accordingly. "Our public works program and Citizenship Initiative has not been created without an eye to, and a word from, the military and their ability to frictionlessly perform their duties to the people and nation. It costs much to construct the many communities and bolster the city's economy, yes, and there will be many sources of conflict from the influx of new citizens and new wealth created by the same. Still, both problems are either solved or addressed by long-standing initiatives or forward-thinking solutions already drawn up within my program and promise. The expansion of police and law enforcement follows the established patterns we have followed for the last fifty years, and thanks to the deep magazines of the city, we will be able to keep up with the population that needs to be kept safe. As for the military aspects of the plan, that is not part of the remit of the Mayor of New Sterling." A slight pause ensued as Gonzales took a quick sip from his glass of water before he looked at the lithe man again. "However, if you are concerned that our troops cannot perform their duties, then you should direct your questions and concerns to the Senate and President Canteror." An angry murmur rang through the crowd, most directed at the one who had doubted the military but loud enough that the lithe man stood down and tried his best to blend into the crowd once more.

This opened the room for another question, swiftly taken by a tanned and bulky woman in the uniform of a smaller construction company operating in the South-East of the NSEA. "To the lady," she shouted, a hand in the air as heads turned to look at her. "Feeding children is a cause I am not suicidal enough to question," a ripple of laughter and mured acceptance came from all around, "but libraries? Book printing? Shouldn't we focus on more important things first? Like ensuring our people have firm roofs over our heads and solid walls around our rooms? Ones that leak no radiation?"

"That is indeed something very important," Sindy spoke, her rumbling voice almost causing her microphone to buckle. Yet, its sturdy construction made it soldier on regardless of the strain of transmitting a Deathclaws voice to the thousands listening in the plazas and radios of the city and nation. "But you forget that the Mayor of New Sterling does not create the budget for those things; the Senate does, and it does so on a national basis. It is an additional injection of funds doled out based on need, and my programs do not, and cannot, touch those funds even if I tried," she continued firmly and without hesitation; any nervousness vanished the second the public eye turned to her. "And while additional funds could be directed to constructing more houses up to code, it would be a short-lived investment. Houses do not create more wealth for citizens and immigrants to use for a better life, but industries like book printing do. We are already the cultural center of the civilized world; spreading our stories and ways of life beyond our borders can only be beneficial, to our nation and magazines alike," she added, a slight smirk sneaking onto her snout at the last bit, causing some people in the crowd with perhaps too much alcohol in their blood to loudly cheer with others following in their steps, though not as loudly.

"Yeah, future money is all well and spent just as quick," a third voice from the crow shouted, heat and suspicion laced with booze and the stink of one well-induced to politics and its debates. "But where the fuck are you taking the funds from to pay for it all? The budget is already being used for too much for too little already!" The voice continued to shout, those eager to have their own voices heard but having wished to ask a similar question lending their, very vocal, support to the anonymous speaker. Gonzales and Sergeant Sindy looked at each other and, as if by some invisible consensus, gestured to Farmer Nina to take the stage as the first to answer, they themselves having already hogged the spotlight for the first two. That was definitely why they did so, and not because both knew that being the first to talk about raising or implementing taxes quickly got people saying very unkind things into your face from way too close a distance.

At the realization that the two of them basically shoved her in front to take the heat and the brunt of the crowd's scrutiny first, Farmer Nina suppressed a grunt of annoyance and instead looked into the (general) direction of the voice. "You are right that the mayoral office is already stretched tight with its budget, and to create new initiatives from nothing will take money that may not be in the city, but it is outside of it!" 'New taxes?' A voice from somewhere shouted. 'Ah, go fuck yourself!' "Fuck me yourself, you coward!" Farmer Nina shouted to general laughter, pointing angrily toward the one who had piped up. "And I am talking tariffs on our best exports to benefit our people. What? Are you telling me the outsiders are just not going to buy our PAs, our weapons, our Rad-Away, and our books? They're still going to buy the shit our people need themselves, may as well make 'em pay for that privilege!" A loud round of applause and hollers came in response from various people within the crowd, as what the Edenists lacked in sheer popular support, they more than made up for being vocal about the issues they saw as important.

"A rather aggressive way to acquire the funds you seek," Gonzaled Warden spoke up, having gestured to be allowed to speak and being granted that right swiftly by those ensuring that this debate was mostly civil. It was still a public one, with alcohol drunk by the mug. "Though where you would take, I would seek to give. The Gold-Dew Republic has many goods we simply cannot create, and they have long since acted as a gateway into the NSEA proper. While making trade agreements is out of the office's power, creating trade caravans and seeking closer cooperation with functional settlements is not. Trading tariff for tariff
and good for good will not quickly yield the money required, but we will see our magazines filled before the last shot is loaded. A long time before that, as I doubt that traders from the Kingdom will spurn a chance to gain more money in a single run to the Bees and north than they could before in three." The crowd's reaction was more measured this time, mainly since Gonzales hadn't really offered a sensational or exciting answer, but those with ties to mercantile interests were looking at him with a new gleam in their eyes.

"As for the EFP," Sergeant Sindy Bulletbiter said, a slight growl of smug pride escaping underneath her speech, "the budget will be unaffected. All costs will be paid for by the Party Magazine, with no strings attached." A pause followed in those who actually listened to her and were not already feeling the effect of alcohol in their bloodstream. Still, that pause evaporated under a wave of cheering after a man piped into the silence with his words: 'Well, that got my vote!' Let no one say that the tide of the popular opinion couldn't be swayed and directed by some Panem et Circenses or by Libri et Charitas as the Enclave First Party preferred.

"AND WHAT ABOUT THE MILITIA?" A growling voice from the far back shouted, overpowering a stuffy reporter already three words into his question, heads turning away or voices adding to the words of the Deathclaw wearing a vest in the colors of the New Sterling Defence Brigade. "ARE YOU GOING TO GIVE US THE GOOD SHIT ALREADY, OR WILL WE HAVE TO 'MAKE DO' AS ALWAYS?" A few voices were raised in support, though others were roused to battle against them too. While all wanted the armed forces and militia to be strong, the details on how strong were always a hotbed of discussion and disagreement within the NSEA.

"The Farmers certainly want to," Farmer Nina resolutely hollered back, a sneer on her face directed at those she saw who jeered right back in disagreement. "While our Battalions may be strong, and the Paladins mighty, those who defend our homes at all times, those who are called when the enemy is at our gates and who are the last defense against all horrors born of the Great War have been left with too little, for far too long. The NSDB can barely scrape together three Riptides for a squad of ten and lacks any means to destroy anything heavier than light infantry!" She spoke, a great clamor of discontented agreement bolstered by drinks and the inebriation of politics giving her answer a rise in spirit and voice alike. "The heaviest defenders the city has access to when all other things fail is the Host of Eden, and they are privately funded! A shameful display, and one the Edenists intend to correct, not only for us but for all cities flying under our Six-Chained Stars!"

"A fantastic populist answer," Gonzales said with dripping sarcasm as the noises of the crowd quieted enough for him to be heard, "but one that is neither something you can fulfill within your time in office nor something that we can fund. There is a reason only three in ten have a Riptide, and that is purely due to the costs involved." Sneers of hostility against Gonzales and those who sneered at him rose within the crowd, though he continued unabated. "Yes, the 70 guns may not be much, but the bullets the entire force fires while training, or, Lord forbid, defending New Sterling are nearly ruinous. We can afford to have those patriots willing to stand, fight, and die for their homes and loved ones to be well supplied or to be equipped with guns that they have no bullets for. But not both," he concluded, steely-eyed and sharing a cold look with Farmer Nina.

"I agree with my colleague," Sergeant Sindy spoke up in support of him. "Though I wish it were otherwise, the truth is that the NSEA simply cannot afford to equip nearly two thousand people to the standards of the Army, much less the entire twenty-five thousand of the militia. It is regrettable, and I yearn for the day that it will be otherwise, but that day will not come tomorrow or within five years. As the old saying goes, 'The Army goes through, the Militia makes do.'" A smattering of grumbles roused itself, joined by nods and grunts warring with scoffs and silent acceptance of that old truth. The Army marched through Hell daily; the Militia "merely" had to face its denizens when they knocked on home and house. It made sense to ensure one had all the tools needed to make it through, which unfortunately left the other to make do with what was left behind. "But I believe the gentleman here was about to ask a question before being interrupted," she continued, nodding to the quite irritated man standing before her rivals in this race.

"Thank you," the man said, speaking loudly and quickly as if in fear that another voice would drown him out as he once more took up his notepad and readied a pen in one smooth motion, still talking. "What are your stances on our allies and those nations and towns friendly to civilization and our cause? What are your opinions about nations like the R.O.S. or Admiralty?" There was a moment of pause visible in the crowd as the question was heard, and then a moment of mental groans heard by many as half turned away to tend to better things than international politics.

"While we are fortunate to have those willing to work with us without having to beat them to a bloody pulp first," Farmer Nina said, "we should primarily be focused on uplifting ourselves. The starving shouldn't work to feed the hungry but themselves. Let those willing to talk talk, but we should not spend more resources on others than strictly necessary to safeguard our future and the future of our peoples."

"Short-sighted and ignorant," Gonzales shot back, a sneer in his eyes and frown on his lips. "The Kingdom gives us our food, the Republic is our gate, the R.O.S. keeps the Horses away, the Admiralty trades in critical machinery and eyes up high," he listed, each nation like a chisel biting into the flesh of stone to carve a mural proclaiming the bonds forged in fire and flame. "We are not an island; we should not ask for whom the bell tolls when one dies, as it tolls for us all. A union of two bands of survivors has once raised us above starvation in the days of Adam and Chi Hu, and a union of nations shall raise us from striving to live to being able to thrive."

"We are not communal souls in isolation, but sovereign souls in communion," Sergeant Sindy Bulletbiter recited in turn, drawing from a quote she had read long ago. "To each their own, its own to each. We can only offer a hand of friendship to all we encounter; what they do with our offer of stalwart companions in this age of new growth is not in our hands. But those who come to us with a sword," she continued, baring her teeth as she remembered the Dogs and a battle against one of their raids, "shall die by it. Dog, Monster, Horse, Claw, or Man, it does not matter. The NSEA was born in fire, and we shall not die by it, for we wield that flame of defiance against all that would harm us and ours. End of discussion."

An ambitious program that will see ten thousand new citizens enter the ranks of the NSEA as refugees are drafted to complete a mass of public projects, ranging from creating new arable land, constructing housing desperately needed, and ensuring new industrial initiatives in the outlying communities of New Sterling are fueled by labor and materials. An extremely costly endeavor, both in funds and in public order once completed, but one that will see the NSEA swell in numbers.

You don't go after the children. That is as simple as a sentence as a truth for many within the NSEA, as they didn't sacrifice so much to ensure their children were fed and able to learn, only to see it all taken away by slow inertia and needs of other fronts within the nation. The candidate of the EFP promises not merely to enshrine such things within the laws of the country with the backing of the people, ensuring that each child is fed twice a day, but also to fund the construction and circulation of libraries big and small, with books printed by the day to ensure all have access to knowledge and leisure within those public places. Costly, yes, but the generational effects are not to be understated...

Too long have the people labored and worked on small plots and small farms, only able to dredge from the soil what their hands and measly tools allow them to. Too long has the nation's industry overlooked such a vital aspect of daily life in favor of trading that responsibility to the Kingdom. No more. The farmers of the NSEA shall not have to scrape by and barely be able to feed themselves, for New Sterling will birth a new center of industry, one focused on industrial machinery dedicated to farming, on a center that will breed and search for new plants that our people can consume and make use of! Let us beat the rakes and plows to swords, for we shall have industrial machines and threshers in their stead.

AN: Some questions had to be altered to be applicable to a Mayoral Election or for Narrative purposes.
 
Well, let's hope for luck, because that's all we have left. I read these candidate responses and realize with horror how bad things are if such populists can so easily infiltrate politics and how much worse things will get when they get power. It's ridiculous and sad at the same time.

My opinion.
I like all 3 honestly, but the isolationist stance of the Edenists is off putting.
So either Outreach or Enclave First.
Outreach has expansion but we will suffer some public order malus it seems.
Enclave First has good long term goals with little to show in the short term.
