My gut is that the expression is a bit weak? Doesn't really fully capture the feeling of smugness, though I can't tell you what direction to take it in.

Also feel like your lighting contrasts and transitions are a bit too weak and soft, though this personal taste. You might want to experiment with hard brushes more when shading. I'm not really getting a strong feel for the direction of the lighting.

but - sorry - I can't figure out if that's some kind of fancy cape, or wings, or what?
- I assume it's based on some existing show or publication?

It's a Fate Grand Order servant. Mysterious Heroine X which is basically a scifi remake of Fate's Saber, Arturia Pendragon. Which no it doesn't really make a lot of sense but it's Fate, saberface is just kind of an accepted part of the fandom.
 
oh wow, is that Tanya as an Abyssa?! That's great!

Also i love the fleshy bits of the turrets look, the look so soft and squishy!
