Cherak is supposed to finally get a writeup in The Realm, but for now you'll have to content yourself with tidbits from previous editions and this:
What Fire Has Wrought said:
House Ferem governs the Northern coastal satrapy of Cherak, between Pneuma and Medo. Descendants of a relict Shogunate legion akin to Lookshy, their burgeoning power was broken by the sorcerer Bagrash Köl centuries ago. They still cling to fragments of their old military culture — and to remnants of its armory. In neighboring satrapies that the Realm carved from Grand Cherak centuries ago, other cadet houses share Ferem's ancestry and maintain familial ties.

Ok guys, I'm making a crossover between Nanoha, and exalted. But I need several questions answered.

First of all, how fast would it take, in real time, for a sorcerer to fire off Brilliant raptor or death by obsidian butterflies?

that really depends on the size of their pool, any banked sorcerous motes they have because of shaping rituals, and what charms they know

Well, that depends on a few things:
What sorcererous initiation did they do? Do they have any stored Sorcerous Motes?
What's their dicepool?
You already answered these last two, but what their initiation is really matters. If the one casting Flight of the Brilliant Raptor has the Pact with Ifrit Lord, and there are many fires burning, them can cast it very fast.

I calculated it for 2.x, once, assuming a skilled (read: Exalt with a base pool of 13 before stunts) caster. It came out to about fifteen seconds for DOOB.

Fifteen seconds is a long time to be casting something in a fight, but DOOB isn't a spell you cast in some barroom brawl. It's a spell you cast as an artillery piece, again and again and again until there is no more opposing army. Four rounds a minute is pretty darn good for arty. Even a less skilled caster taking a full minute to do it is fine for an army.

Sorcerous initiation is the Pact with the Ifrit lord. No stored motes. No fires.

Question. Then what is the fastest spell one can send out in a so-called 'barroom brawl'?

Absent merits that reduce costs, the official TCS attack spells cost 15sm, 1wp. Rolling 10 dice is gonna take you 3ish actions on average to pick up the 15sm. various charms mess with those numbers. If you go all out and blow a bunch of essence on stuff, you can fire it off every round, but you can't maintain that pace.

I.e. sorcery spells are awesome to mortals, but to slow to act as a gun? So the best solution for a sorcerer in a pinch is to summon a demon and dematerialize it beforehand?

Sorcerers don't fire off spells like they were dnd wizards with magic missiles, when a sorcerer lets a spell out in a barroom brawl, it's because they want to turn it into a crater full of corpses. The "best" combat option for most sorcerers is to summon demons before hand and keep them dematerialized so they can pop out of nowhere and wreck shit on command. Or have them defend the sorcerer while they fling war sorcery if they're in a big battle.

it's best to think of a sorcerer who has DoOB or FotBR or similar spells as you would a siege engine. They carry around with them a catapult that they can use anywhere on anything they want with minimal setup time.

Question. He's going to die to mooks if he's not careful. But what about, say, sorcerous working to grant himself living armour?
There is a demon for that, Perronelles, "The Living Armor".
Also if a Sorcerer wants to use something equivalent to an attack spell from Nanoha then they are better off using the effect of an Artifact.

Something to remember is that Nanoha Mages are very fast and mobile, what with flight and the ability to create/enter pocket dimensions and use speed-enhancing magic.

Learn and cast Invulnerable Skin of Bronze every day, it's way less hassle than trying to sorcerous working it - which would give you Unusual Hide 5 and turn the character' flesh into living marble or something forever

Yes, but my idea for a living armour is a headcanon that someone had. That older Peronelles were stronger and had bigger muscle fibers, so that they added their strength to that of the wearer.

Yeah, but I'm talking about someone who's not very fighterish... more like a bookish dude.

Could just wear armor. Exalted sorcery doesn't really care what you wear, if you aren't planning on rocking Invulnerable Skin of Bronze you might as well wear the heaviest armor you can buy or craft.

This is for a "bookish"-type intellectual that prefers to avoid fighting if possible.
They don't plan to get in many fights and what they are good at is Sorcery, so their "in case I am attacked" plan relies on Sorcery.

If I was playing someone who avoids fighting, I wouldn't bother with a working that turns my skin into armor. That's like... the opposite of wanting to avoid fights when you alter yourself to better survive them.

Sure, or social abilities. Being able to talk your way out of a fight will probably keep someone safer in the long run, especially with exalted charms backing it up. Stealth works wonders as well. Or Larceny to disguise yourself.
Hmm... a being on the power of a first circle demon, that has the camouflage and wall-climber mutatations, along with spirit charms that speed up movement or silence sound?
