GOTHAM.
There weren't many places left like it, but how could there be?
Even when each and every American city was a wretched hive, none could match the sheer magnitude of Gotham City. Gotham is a place that begets darkness, a place that draws in madness like a flame draws in moths. It is a city drowning in the perverse opulence of the wretched, a city dying under the weight of its own decadence. Gotham's very name brought forth shudders and concealing laughter from those lucky enough to live far, far away from it.
But more than anything else, Gotham was a city desperately in need of a hero. It was a city in the need of someone to protect it from the darkness, from the monsters the experiments of crackpots like Dr. Edmundo--but more importantly, from the "men" that lived inside of it. Men like Black Mask, like the Joker--people more monsters than man, despite what the media would say. Police commissioner Loeb kept the City of Gotham safe, but he did so by letting the people inside of that city burn. There were some minor vigilantes, some small time "heroes" who tried to strike back against the darkness of the city--but nobody who would fight hard enough, nobody who was committed enough.
Some hoped things would change. Mr. Thomas Wayne, a wealthy man who lived across the water from the city and its corruption, had won election on a platform of hope, change and prosperity. He, his beautiful wife and their prodigy of a son were symbols of hope to the few who the city hadn't destroyed. There is rumor that the new mayor will even bring about change in the police department and end the era of corrupt cops that have plagued the city. But that is still just word, and the people of Gotham know better than most cities than to trust the word of their politicians.
By happenstance, horrible error, twists in the timeline or outright magic, this is where you have arrived.
Who are you?

Options #1 and 3 adapt your character into the DC universe, option #2 is a character already from the DC universe and #4 will have you enter the DC universe from another. They should be fairly easy to guess as to which universe they originate from.
