I'd say that the Cadians would be more than happy to allow Aspirants to be recruited from their number. It would be a drop in the ocean, and space marines are basically seen as being sacred in much of the IoM, the Emperor's angels.
True, however unlike other worlds we are not a genuine recruitment world for said astartes so the chances for us is pretty slim. Also Cadian troops are genuinely our world's primary export so they might not give away free recruits to said chapter.
Thing is - SM recruiting drive is a great honor. There is no way Cadia will refuse it. Hell, Kasrs would compete for it.
Also Cadia's tithe grade is Aptus Non. Each and every Cadian Guard Regiment are Cadia showing it's solidarity with rest of Imperium, if they'll stop sending them nobody would say a word. And no, Guard is counted in tithe grade, Catachan is Solutio Primus while their only tithe is Guard.

They will panic if Cadia stops sending soldiers as it means something horrible has happened. Cadia is an exporter of soldiers and of key weaponry for the Imperium while they may not tithe per se they still are a key part of the Imperial Economy considering how widespread knowledge of how good their soldiers are.
Also, since I am not familiar, how would the Astartes recruitment on world like Cadia work? Do they just announce that they are taking or do they have to get approval from the Governor General?
Now, a portion of the Deep Sea Scripture is locked for people who don't have water affinity. Before you get to that portion, an earlier portion is locked behind enlightenment from the ocean. getting a water location isn't going to help with that either, because the water locations we might find won't be the ocean.
While I'm against becoming Astartes... well, this is not true. Any roaming fleet-based chapter whose ship will find itself in Cadia system can start recruiting drive. And while such chapters prefer death/feral/feudal worlds as targets for such it's not set that they can't recruit from a fortress world.
The real question there is "how young?" We get four turns a year. I'm sure that we'll eventually get to the ocean, but there's a good chance that we can solve this issue in other ways (and more thoroughly) well before then.
Even if the oceanic enlightenment is immediately available, I still think it's worth holding back on that stuff for the short term (to finish our immediate explorations) and for the medium term (to grab the first tier of our body cultivation technique and its associated gains). Once we're done with that, we'll be in a better position to judge sticking with Blue Sea vs trying to go another path, and we certainly won't have wasted the time.

Weapons and armor either scrapped, shredded, or apparently melted leaving essentially nothing useful.
Quickly picking through the ruined room, Li finds himself carefully stepping through the debris that litters the floor and edging around now solidified pools of what he can only assume is melted bone by the partial remains attached to each. Upon each of the bodies the remains of dappled grey armor could be seen, a few still intact enough to make out a regimental marker upon the right chest plate reading '342nd Interior', and beside most were the ruined figures of weapons that Li could intimately identify as las weaponry based on visible parts.
Xiao Li bent down beside a skeleton notably larger than the others, the height of it seemingly twice that of even the tallest human he'd seen on Cadia and the half melted gun clutched in it's hands making a lasgun look like children's toy. Slowly, Xiao Li reaches out to touch the corpse only for the entire arm to crumble into dust at his touch sending white powder scattered across the ground and a resounding thud echoing through the tunnels as the weapon once clutched in it's hand fell to the ground with such force that even the plascrete cracked.
Shaking his head and moving on, Li manages to work his way to a the far corner of the room where the worst of the damage seems to have been concentrated. Fist size holes in the wall, charred channels carved into the stone stretching from floor to ceiling, solidified pools coating the floor where a part of a table once used for cover lay, and in the center of it all a single body. No identifying markers could be seen as between the lower half simply being gone and the right side having solidified into a white pool much of the person's uniform had seemingly been destroyed in the battle leaving behind only scraps of black cloth draped lightly upon bone while their remaining hand clutched around a gold inlaid laspistol with a severed cable trailing from it.
Taking a few moments, Li pries the weapon from the corpse's bony grasp and takes a moment to turn it over in his hands, fingers running across the casing in search of deformities or exposed circuitry even as his eyes move to the cable dangling from the grip. His mind compares the weapon's shape and design to every weapon he knew only to leave him frowning as he turns the pistol over again,
"Doesn't match any of the seven variants of las and stub pistols I know, so... what are you?"
Muttering to himself, he locked his eye on the blinking icon embedded in the pistol's fist sized battery that was, for some reason beyond Li's understanding, built directly into the weapon. Instinctively Li's sight drifted from the blinking low power notification to three vertical slashes, a green light and two reds,
"What kind of las weapon only has three shots i-"
His word's come to a halt, his body twisting as he attempts to throw himself up from the floor as his Spiritual Sense twitches under the sudden presence of killing intent...

Li barely dodges a rather vicious strike at his throat, countering by embedding his knife straight through his attacker's skull thus killing them.

... only to feel fire and pain lancing through his shoulder followed by an excited squeal that leaves his ears ringing. Warmth and wetness spreads down his back, another flare of pain assaulting him as he feels a piece of his shoulder being literally torn away by his assailant even as his free hand draws the knife at his side. Spinning to face his attacker, Li has only a moment to register the literal mass of fur before him as his body instinctively drops towards the ground and lashes out, the blade tearing into his opponent with startling ease as pale red blood rains upon him.
He could hear the screech of pain it released, he could smell the scent of copper mingling with smoke, and even noticed the bright red burning in the creature's beady eyes as it scrambles up from the floor with a hatred and bloodlust that dredged up long suppressed memories.
Fire. Screams. Crying. Begging. It poured at him as if intent on drowning him in despair, blood red vines growing endlessly from his feet as they wrapped around one wounded mortal after another as three leafed plants grew from wounds to stop the ceaseless outpouring of blo-
His thoughts clear as the beast grows ever larger in his sight, teeth with a metallic sheen lining a mouth currently snapping towards his throat and perhaps such an attack had worked for it's previous prey. However, there was no success for it to find this day as a seemingly weak child twisted aside leaving only a single knife slamming upwards into the beast's open mouth.
A moment of resistance is followed closely by a sickening crunch and a faint whimper as Li simply stands there for a moment staring expressionlessly at the creature dangling from his weapon. Even for a Cadian it would be a disconcerting sight, a child a few feet tall holding a rat like monstrosity the size of his torso in front of him like it was a weightless thing. Red stripes ran all throughout it's fur and a single, stubby horn could be seen sprouting from it's forehead while the small claws on it's paws bore the very same metallic sheen that it's teeth-

Li asked, knowing full well that only he could find some answer, as he pushed the creature free from his knife allowing it to drop onto the floor as his eyes turned to the doorway that had been ripped open. A few moments of probing and watching reveal nothing, his mind unconsciously contracting individual muscles in an effort to slow the bleeding of the wound upon his shoulder and giving him time to think out his next move now that the dangers ahead were made clear.

Secret Arts: Ten Herb Body Refinement - An art passed down to Xiao Li by Uncle Seven, an ancient Seven Star Tree that had awakened it's spirit and was acting as the guardian of the Blue Sea Sect. It is a strange art that only those with a natural attunement towards the Wood Element are capable of cultivating and allows the cultivator to create symbiotic links with spiritual plants, greatly strengthening one or both parties involved depending on the gap in cultivation. For relationships forged with weaker spiritual plants, the cultivator integrates the plant within their body thus strengthening themselves and allowing their body to create those plants as needed at the cost of Qi and blood. For bonds forged with stronger spiritual plants, the cultivator becomes a temporary host for the plant strengthening it and aiding it's growth or recovery at the cost of their own vitality however such a bond cannot be forced, but must be forged willingly. Karma of Kindness - An entire life devoted to repaying those who asked for nothing in return simply because it was the right thing to do. An entire life dedicated to raising spiritual plants that would come to save many lives. An entire life spent nurturing fledgling plant spirits in the hopes that they could one day defy the Heavens as he could not. An entire life given to save that of his Teacher, unasked and unwanted... Even then the youth who had been cut down far before his time spent his final moments in life conversing cheerily with his Teacher, without a hint of concern. Low Gothic (Basic, Military Bias) - Li has taken to Low Gothic like a fish to water, the simplicity of the language compared to those in his past life allowing him to progress with an ease far beyond what others were typically capable of. In less than half a year he had managed to establish a basic grasp of written Low Gothic, the military nature of Cadia preferring to lean their studies towards military terminology. Effect: Capable of reading and writing Low Gothic at an entry level, can distinguish and read basic Military terminology as well.

A karsroot is one of the most common plants on Cadia though it is often dismissed except for in the most dire of straights were Kasr under prolonged sieges will begin using the tubers to help prolong their food stores. Perhaps the people of this world look down on it, or perhaps they simply ignore it as something valueless, but the Karsroot in it's normal form is capable of mild detoxification and can act as a minor aid in the cleansing of bodily impurities. However, the Karsroot Li possesses it not the average specimen, the constant care and advanced methods of his Art uplifting it to the point where it could be considered a true spiritual plant even if barely. It's mere presence has a purification effect on it's surroundings and the air in it's room is never stale. Grade - Quasi-Human Effect - Upon consumption will cure weak toxins and poisons, and has a chance to remove some bodily impurities (20% chance). Potential Bond - Remarkably easy to bond with (Gain two bonus die when cultivating the Ten Herb Body Refinement with this). Bond increases Physical by 1 and immediately grants the Trait - Flawless Origin Physique. Allows the creation of Quasi-Human grade Karsroot from your body.
Masterwork Combat Knife A knife personally crafted by a Magos Metallugicus. It is the crystallization of their knowledge and is a weapon comparable to all but the most exceptional Li had seen in his past life. It's blade is a dull silver color with a razor sharp serrated edge and the simply black hilt always feels warm in the wielder's grip. The pommel is fashioned in the shape of the Imperial Aquila. Effect: Gain an additional die in close combat when using this knife.
Unknown Pistol A las weapon of some sort that Li found in the tunnels near the Earthly Treasure, it seemingly once connected directly to something and strangely was only capable of three shots even with it's internal battery fully charged. Regardless, it functions and given the dangers within perhaps it will have some use. Effect: Gain an additional die in ranged combat when using this pistol.

XIao Li found an incredibly rare sight in the heart of one of Cadia's fortress cities, tucked away down an alley and through a crack barely big enough for a kid his size existed a small cavern formed from a long collapsed building. Dirt and rubble forming a crude spherical shape, a small pool of water forming at the bottom while along the wall grew a vast quantity of the most ignoble of Cadian fauna, the Karsroot. Here the spiritual Qi is far denser than elsewhere, still a far cry from that of the Blue Sea Sect, but a blessing among all the desolation. Perhaps due to a strange combination of the terrain, the growth patterns of the Karsroot, and the purification of the water that had formed? Effect: Removes the penalty for cultivating on most of Cadia, provides two extra dice when practicing Cultivation Techniques within, Poison of the Earth Grade or lower have no effect while here, and any such poisons will slowly be cleansed from anyone resting within, supported by a Natural Formation(?)
The cultivation technique of the Blue Sea Sect as handed down to all disciples by the Sect Leader. It is a water element, Quasi-Earth Grade Cultivation Technique that enables one to cultivate up to the pinnacle of Foundation Establishment. Elements beyond were simply left out by the Sect Leader out of fear that his disciples would one day surpass him.
Qi exists between Earth and the Heavens, a mighty sea that only those who breach the top may see. Inhale the essence of it's waters and exhale the dregs of Mortality. QM Note: The Month of Making is the event you all were talking about (in regards to the holiday/festival) and it's less a holiday, more a rite of passage where Cadians at the age of ten are put on islands with nothing and are tasked with surviving. I've adjusted it based on my views on what would seem reasonable (throwing a bunch of kids onto the islands of what is effectively a deathworld with utterly no gear is some Astartes Aspirant training class stuff after all, a bit silly even for Cadia) but the core of it will likely stay the same and it will still happen when you turn ten years old.
In regards to the elemental discussion, I realize I have forgot to address this so sorry about that, but I will take some inspiration from that. It'll depend largely on the source, but elements can support each other, Water and Wood usually being excellent supporting elements.
On the topic of Astartes recruiting on Cadia I will say it's possible, but immensely unlikely since the world is already geared entirely towards the singular purpose of being an immense, Imperium supporting war machine. It's proximity to the Eye of Terror, and thus likely frequented by numerous Chapters, would mean actually getting recruitment rights for Cadia (even temporarily or as a one time event) would be an incredibly difficult task for even the most esteemed of Chapters in order to preserve a strong influx of Cadian recruits to support the literal never ending war it fights.

That's certainly something you could see if it would help with. Li simply hasn't focused on that because he hasn't established a herbal field yet (an action for making one will actually be available for the next turn vote) and actually transporting a torso sized rodent monster through the Kasr for that would be a bit challenging compared to transporting chunks of meat. Feel free to spin a write-in for that though, I support the use of write ins though they may change somewhat based on Li's personality.

Not too familiar with 40k, but could this be a Cadian-pattern Hellpistol? The built-in battery, low number of shots, and severed cable makes me think that it was supposed to have an external power supply.

This feels like something important. While risky, there are two useful outcomes.

[X] Li had never studied the Beast Arts, or the strange Medicae knowledge this world seemed to have, but perhaps if he dissected this creature he could find something of note? At the very least he could confirm it was a Spirit Beast and such a creature's flesh and blood would likely be beneficial to his cultivation.
