The Cybran People's Federation threw themselves into the dawning age with a vigour rarely seen in any society. Immediately as they crossed the threshold needed for interstellar civilisation they began extensive programs to expand their reach, and their society. The first starship was laid down, research was done, technologies were enhanced and the people hoped. Truly, it was a remarkable time

BuTech would like to advise the ministers that we have achieved new capabilities in sensor systems across the board. Sensor Tech Level is now 2.

BuCon would like to inform the ministers that upon consideration, 18 fighters will be built in the time it was projected for 8. We hope Commander Ground Forces is pleased with this news. Work has started on the CPN Cherenkov and is projected to complete next month.​

The new sensor tech is good, but it isn't what I'd hoped. Perhaps an alternative method of sensing would allow for better long range scan capabilities. An enhanced knowledge of physics should enable new techniques, so research efforts will be directed there. Research into better laboratories should remain the same, but the funding previously directed at sensors should now be spent on physics.

MiniLearn would like to note the new vessel is to be noted as Cybran Exploration Fleet (CEF) Cherenkov, as a non combat vessel.
 
BuCon has noted MiniLearn's objection and will reprint the name stencils.
 
The Ministry of Population would also like to consider designating all future colony and transport ships in a similar way. Current possibilty is either to mark them separately, for example CCS for Cybran Colony Ship and CTS for Cybran Transport Ship. Or we could use one umbrella term for both types of ship. In the latter case, all trade and transport ships could be designated CTS or something similar, standing for either trade or transport. This could simplify matters, or it could cause confusion. This is a question that concerns any Ministry likely to be involved with trade ships.

After consideration, Navy wishes to put forward a motion to be prefixed as follows:

Cybran Peoples Navy - CPN - Military vessels
Cybran Exploration Fleet -CEF - Exploration and Intelligence
Cybra Construction Vessel - CCV - Colonization and possible long range construction
Cybran Trade Ship- CTS - Trade and transportation

Space stations shall be labeled either as Cybran Military Station, CMS, if their main purpose is of military applications, either ground or naval operations. Civilian space stations shall be labeled as Cybran Space Stations, CSS.

Individual ship names shall be up to departments who have control over vessels.

MiniPop accepts this proposal on utilitarian grounds, as all ships under the mandate of any particular Ministry will remain so, the formation of formalized ships' designations for clarity and simplicity is important.

We are pleased to hear that a defensive force has begun construction. In addition, after considerable deliberation the following Fighter Design has been approved.

On a personal note, I would like to request that the flagship of the navy be given the permanent designation of the Brackman, this name to be transferable if or when the flagship changes.

BuCon would like to announce the completion and launch of the CEF Cherenkov. It is currently fully crewed and supplied, in orbit around Cephedri. Also, a new research centre has been completed in the capital, on the orders of MinTech and MinFinAff.

Well, since our esteemed cybercomrades, in their... infinite wisdom... have chosen to give our new scouting vessels to MiniLearn, we will not issue orders to Cherenkov. Still, we will advice our comrades in MiniLearn to consider following: Cherenkov should first focus in scouting out the nearest stars to us. Pop in, record the area, return and head to next system. Better to know our surroundings before heading to deepers space.

The Cherenkov's first voyage after slipping its moorings took it through the warp point nearest to Cephedri. Just as predicted, entering the worm hole took it an incredible distance and it finally emerged into a system that the star-charts listed as Vega. Immediately, its sensors detected a pair of gas giants, each with a single moon. One of the moons was rocky, but it had an unhelpfully thick oxygen atmosphere.

BuCon would like to report the completion of both the first seven F-1 fighters on Cephedri and the second explorer class, the CEF Landau. BuCon would further note that the eleven remaining F-1's will be completed in the middle of next month, at which point the yards will be empty.

We wish to put forth a request for the design of a Ground Weapons Platform.

BuFor would bring the Ministers attention to the Missile bunker put forth as this design:

Would the minister prefer a gun armed design? Or are there other revisions required?

BuCon would like to request additional build orders, if the finances are available for them. We do not consider an empty shipyard to be a good use of our time, and there are plenty of lacking capabilities to be filled.

BuShips would like to ask if the Minister for the Navy would like the design of the Hammer and Anvil class frigates should be edited to include the upgrades to sensor systems, despite the additional costs?
 
Navy has considered and at this time, does not consider need to upgrade currently existing versions. Navy believes it is better we upgrade in one single batch, than constant revision which quickly make previous vessels obsolete and therefore drain on finaces. I am sure MiniFinances agrees with this assessment.

Navy wishes that MiniFinances greenlights the construction of four warships as of this time. Ships names have been decided. They are in the following list that has been attached to this message.
