Panem Today, Panem Tomorrow, Panem Forever! The Dark Days brought the nation of Panem to the brink of destruction and the besieged Capitol experienced deprivation and hunger, it's population falling to starvation and disease during the decades long war. Once the war was won, the leaders of Panem vowed to never allow such treason again. As retribution, one boy and one girl from each district must be given as tribute to the Capitol to fight to the death. This year, you are one of those tributes, your death almost certain. Choose your path wisely, for their can only be one victor. May the odds be ever in your favor!

District 1 residents are, on the whole, loyal to the Capitol and during the Dark Days the district was the first to abandon the Rebel cause after the long siege of the Capitol was broken. Even the poorest in District 1 possess more means than residents of lower districts can dream of, with unskilled labor mostly provided by the avox. Tributes are handpicked from a selection of volunteers who are, for the most part, groomed for the games from birth, their pedigree unmatched.

[ ] District 2 – The district that provides stone and marble to the Capitol along with peacekeepers. District 2 "Citizens", as they style themselves, are rabidly loyal to the Capitol and pride themselves on never wavering in their allegiance during the Dark Days, even when the Capitol itself was under siege. Most District 2 children are processed through levels of military-style schools that increase in intensity as they move up in age groups, with some being cut from the program at each stage, creating an environment of fierce competition. Most who graduate from the program's final stage at age 17 will become peacekeepers but the best of the best will be picked by that year's mentors to volunteer for the games.

[ ] District 3 – The district that provides computer systems, electronics and technicians for the Capitol. A great deal of research and development occurs here and District 3 scientists are under near 24/7 surveillance by Capitol colleagues and peacekeeper guards. Life in District 3 is highly structured, with rigorous academic training for the upper echelon of society while poorer residents occupy maintenance and service jobs. District 3 was one of the first districts to be recaptured and occupied by the Capitol in the Dark Days, granting them a technological edge over the rebels as the war progressed.

[ ] District 4 – The district that provides seafood and pearls to the Capitol. District 4 switched sides at a crucial moment in the Dark Days when District 13 was beginning to escalate their atrocities against accused loyalists, resulting in the death of several other rebel leaders from other districts. The rebel cause splintered, with new alliances fighting each other as well as the Capitol, which was beginning to gain ground but experiencing a dire food shortage for many hard years. District 4 switched sides, providing the Capitol with a much needed supply of food and manpower, turning the tide in favor of the loyalists. Most residents of District 4 are loyal to the Capitol and live in a state of gentile poverty, enjoying plentiful food, good weather, and a tight-knit community. The richest farm pearls on the sea floor and live in high rise complexes right next to the ocean. Volunteers are common and it is seen as a great dishonor for the district if no one steps up to the stage to take the place of reaped 12 and 13-year-olds.

[ ] District 5 – The district that provides energy to the capitol in their solar power plants. They have one of the lowest populations of any district but as a rule, its residents are highly intelligent and well educated. Water is scarce here and residents have a propensity to only take what they need and nothing more. Charity is frowned upon but unlike other districts, there is no social taboo against stealing. Thieves, as a rule, don't take much and it is assumed that whoever stole from you must have needed it. These petty crimes are seldom reported. The district tried to remain neutral in the Dark Days, selling power to both sides but the Rebels occupied it for much of the war, earning the ire of much of the residents. The peacekeeper presence here is heavy due to the valuable power plants and District 5 residents have little love for the Capitol either.

[ ] District 6 – The district that provides porters and manufactures vehicles for the Capitol. While conditions here are not as harsh as in District 8, there is also a morphling epidemic here as well and those who cannot find employment in the automotive and hovercraft factories often turn to crime to survive in the urban environment. Food is plentiful here for those who can afford it, however. The district is a terminus for several old-world rail lines and a lot of food shipments "fall off" train cars and the produce and meat is sold in thriving black markets. Being of strategic importance to both the Capitol and the Rebels in the Dark Days, residents are ambivalent towards the government, having seen atrocities committed by both sides.

[ ] District 7 – The lumber district and the third poorest district in Panem behind 11 and 12, it is also the largest in terms of landmass. Poor residents become lumberjacks at age 16 and are often familiar with how to heft an axe well before then. Richer residents craft exquisite furniture for the Capitolites and functional chairs, tables, and stools for shipment to the other districts. Rebel sentiment still smolders here and the peacekeepers watch diligently for any sign of dissent. Injuries and deaths are common in the district and the crippled are left to learn a new trade or die from starvation and exposure. Tributes from District 7 are known for being strong and capable and are often targeted by the careers.

[ ] District 8 – The textile district, District 8, is one of sweatshops and factories producing clothes and other consumer goods both for the Capitol and other districts. Rebel sentiment runs strong here and the population is quite poor, with the richest residents working as maligned factory overseers armed with whips and backed up by the threat of Peacekeeper intervention. The population of district 8 is large with nearly all residents taking out tesserae to feed themselves and their families. It is not uncommon to find an overseer lynched in the back alleys and drug use and criminal activity is rampant. District 8 tributes are either hardened by such a harsh life or broken by it.

[ ] District 9 – The district with the tesserae fields that provide grain to all of Panem. One of the leading districts of the Rebellion, often competing with District 13 for influence, they have a large but largely uneducated population with egalitarian traditions and oral folklore. Much like in District 12, the rich own the town businesses and shops that cater to the needs of Capitol visitors and the farmhands. District 9 beer and grainmash alcohol is very popular in the Capitol and also plentiful in the district itself with many residents drinking themselves to death by the age of forty. Having plenty of surplus grain, District 9 tributes are typically better fed than the rest of the lower districts and know how to swing a scythe.

[ ] District 10 – The district dedicated to the raising of livestock for milk and meat. The rich own large ranches that stretch over wide tracts of land and mostly busy themselves in managing the finances of the ranch and the shipments of meat to the Capitol. The poor work as ranch hands and work in large slaughterhouses near the towns that are populated with another class of more well-to-do folks who also craft the cheese, butter, and other confections from the dairy products. The upper class of the district is rabidly loyal to the Capitol and hated the Rebels for appropriating and often mismanaging their cattle herds, nearly driving them to ruin. The poor on the other hand are sympathetic to the memory of the Rebel cause, placing yellow roses on cleverly marked gravesites honoring those massacred in the time of the retributions, when the Capitol reclaimed the food-producing districts with overwhelming force. Volunteers are rare as there is no central education system and the rich are happy to let the poor masses carry the majority of the burden for their acts of rebellion. Tributes from district 10 are hardy and rarely shy from the sight of blood.

[ ] District 11 – The main agricultural district that provides fruits and vegetables for all of Panem in addition to cotton. District 11 is the largest district in Panem in terms of population and the second largest district by land area. Poverty is widespread with only a very small percentage of overseers and quota keepers being paid anything close to a living wage, so tesserae is often the only means of survival. Children start working the orchards and fields from a very young age and life expectancy hovers around thirty. Elders are greatly respected and supported by the meager contributions of their large families. The main supplier of manpower for the Rebellion in the Dark Days, the Capitol rules District 11 with an iron fist. No one has ever volunteered in District 11 and every reaping is as silent as the grave. It's the only form of defiance they are allowed. District 11 Tributes are often very capable, being able to cope with little food and having fair athletic ability from their work. They are also some of the first tributes to be hunted by the careers, both as a matter of strategy and because loyalist districts still hold a grudge against the stoutly Rebel district.

Their coal is primarily used to heat the homes of other district residents, making their goods of less importance to the Capitol than all of the other districts. There are never any volunteers here and it's usually the poor children of coal miners, forced to take tesserae to feed their families, that are reaped. There is a sizable portion of the population that is more affluent and works the shops in town but they mostly cater to the peacekeepers and visitors from the Capitol, not miners. Tributes from District 12 are usually half-starved and possess little in the way of skills, not being allowed to work in the mines until after their last reaping day.

This was the first games where such skills would come in handy, taking place in an outdoor arena instead of the old Capitol Coliseum which was bombed the previous year. These games were designed to last a week but ran to nearly two, which would become the standard. After slitting the throat of the trapped and infection-ridden tribute from District 2 in her only kill, she was declared the 2nd​ victor from District 4. She was loved for her beauty and merciful nature although some critics lampoon her as more of a pin up model than a victor. Her popularity was such that after her victory, the Capitol started the tradition of the Victory tour. She was also the first female victor and there is speculation that there may be more consideration given to girl tributes in the future.)

He's on posters and signed prints of his victory portrait decorate the walls of most respectable Capitolites. He was the undisputed leader of the career pack in his games but insisted on killing mercifully when possible. The careers were methodical in their elimination of the other tributes before splitting up for a one-day truce. The remaining tributes then became the hunter and hunted in one of the most treasured pieces of Hunger Games film. Marcus Trowel of District 2 soon became the villain of the games, killing Augustus' district partner in the cruelest manner, disfiguring her face first before disemboweling her. Augustus would go on to kill Marcus in the final showdown, snapping his neck after out-wrestling him. Wrestling is Augustus' victor talent and he often has exhibition matches in the Capitol. His games were immensely popular to purists who believe that is how the games are meant to be played, with honor, but the masses clamor for something new, something that is absolutely sensational.)

I'd like to play someone from a loyalist District, so Battle Buddies hits those notes for me. Would probably prefer a poorer background as I'd like a different motivation for the character than everything working out fine for him personally, and the 67th Games instead of 45th as they would have to clear their name from the impression left by the previous contender, but those aren't exceptionally important to me, merely desireable.

Not sure where to start but this is what I'd like to see. We will always make Axe jokes and it will be lumber......More seriously Want to see someone from this distract, see some changes to this story by making it a AU and people will learn to fear the people who master the art of cutting wood!!

Edit: Thinking about it a little bit lets go with the 45th Games or well the ones after it. A interesting times to be poor with that culture.

Rebel sentiment still smolders here and the peacekeepers watch diligently for any sign of dissent. Injuries and deaths are common in the district and the crippled are left to learn a new trade or die from starvation and exposure. Tributes from District 7 are known for being strong and capable and are often targeted by the careers.

They have one of the lowest populations of any district but as a rule, its residents are highly intelligent and well educated. Water is scarce here and residents have a propensity to only take what they need and nothing more. Charity is frowned upon but unlike other districts, there is no social taboo against stealing. Thieves, as a rule, don't take much and it is assumed that whoever stole from you must have needed it. These petty crimes are seldom reported. The district tried to remain neutral in the Dark Days, selling power to both sides but the Rebels occupied it for much of the war, earning the ire of much of the residents. The peacekeeper presence here is heavy due to the valuable power plants and District 5 residents have little love for the Capitol either.

While conditions here are not as harsh as in District 8, there is also a morphling epidemic here as well and those who cannot find employment in the automotive and hovercraft factories often turn to crime to survive in the urban environment. Food is plentiful here for those who can afford it, however. The district is a terminus for several old-world rail lines and a lot of food shipments "fall off" train cars and the produce and meat is sold in thriving black markets. Being of strategic importance to both the Capitol and the Rebels in the Dark Days, residents are ambivalent towards the government, having seen atrocities committed by both sides.

-[X] District 11 – The main agricultural district that provides fruits and vegetables for all of Panem in addition to cotton. District 11 is the largest district in Panem in terms of population and the second largest district by land area. Poverty is widespread with only a very small percentage of overseers and quota keepers being paid anything close to a living wage, so tesserae is often the only means of survival. Children start working the orchards and fields from a very young age and life expectancy hovers around thirty. Elders are greatly respected and supported by the meager contributions of their large families. The main supplier of manpower for the Rebellion in the Dark Days, the Capitol rules District 11 with an iron fist. No one has ever volunteered in District 11 and every reaping is as silent as the grave. It's the only form of defiance they are allowed. District 11 Tributes are often very capable, being able to cope with little food and having fair athletic ability from their work. They are also some of the first tributes to be hunted by the careers, both as a matter of strategy and because loyalist districts still hold a grudge against the stoutly Rebel district.

I am slightly late to the party, but the idea is to play a charismatic but slightly murderous woman who plays up her underdog and alliance building talents, collecting a band of friends to protect her and make it to the very end of the game, before suddenly reversing and revealing that she is, in fact, not half as harmless as she first appears and go on a killing spree against her supposed friends at the eleventh hour, thus securing victory.

Such feels like an extremely cruel way to win, but such is the way of things. After the honourable 67th, it'd certainly be… well, dramatic.

(Least it would be a change of scene from nominal heroism. By hook or by crook, people must die- no need to dress it in morals or honour.)

District 2 "Citizens", as they style themselves, are rabidly loyal to the Capitol and pride themselves on never wavering in their allegiance during the Dark Days, even when the Capitol itself was under siege. Most District 2 children are processed through levels of military-style schools that increase in intensity as they move up in age groups, with some being cut from the program at each stage, creating an environment of fierce competition. Most who graduate from the program's final stage at age 17 will become peacekeepers but the best of the best will be picked by that year's mentors to volunteer for the games.
