    Civilized = having easily available unlimited Internet access (monthly subscription?). It's pretty cheap nowadays and Internet is a world-wide thing, so I assume limited/unlimited cost ratio is about the same everywhere. And it would be cheaper the more available network access is i.e. civilization.

    Yes, one could easily assume that; but it's not that easy. Other factors like diversity of providers and as simple as demand can have a deep impact on pricing.

    Even a decently urbanised country can have too little competitors to have particularly attractive offers.
