DECISIONS

It was decided to scan the skies at a different coordinates from originally planned, and so for the next few days people would be analyzing by hand large amounts of data processed by an IBM 1130 computer. On August 18, a volunteer for the SETI project while checking data recorded on line printer paper spotted a series of values of signal intensity and frequency that left them and their colleagues astonished, so impressed by the result that they circled on the computer printout the reading of the signal's intensity, and wrote the comment "Whoa!" beside it, leading to the event's widely used name. A continuous extraterrestrial signal, therefore, would be expected to register for exactly 72 seconds, and the recorded intensity of such signal would display a gradual increase for the first 36 seconds, peaking at the center of the observation window and then a gradual decrease as the telescope moved away from it. All these characteristics are present in the Whoa! signal. With this information in hand, who will they reveal the news first?(choose one)

Regardless of who receives the news first as such information would eventually be made public and to the whole world. The news of the signal being extraterrestrial in origin has forever changed the course of human history, while humanity still remains divided in most issues at the very least there collectively are curious towards the wonders of the cosmos. Some countries with the means of sending stuff to space are beginning to draw their plans to reach the stars, some of these countries are allies to the United States while others are rivals, the biggest one being the Soviet Union and its eastern bloc allies. While the Cold War is still present and likely to be a major influence towards policy and thus not necessarily mean that it has to be forever, perhaps this discovery could potentially unify our race, but some are skeptical about that.

Meanwhile behind closed doors, a meeting is in place towards the policy of the degree of cooperation with other countries when it comes towards space affairs. On the one hand some are of the thought of "American Exceptionalism", the idea that the superiority of the country is enough to achieve our own goals without the need of other countries. After all America is a large country with an industrious powerhouse and plenty of resources, for sure the United States has both the means and intellect to become a space faring nation. However doing so not only would already create a bigger divide with the Eastern Bloc but would also alienate us with our Western allies in regards to this issue. Besides that the government is afterall run by the people so public opinion could influence the seats of power that can affect progress of space projects and even potentially either expedite or shut down the goal of reaching towards the stars.

There was the other option of instead going alone would be to instead work with our western allies. In particular Western Europe had already launched satellites into space and recently had merge two previous space agencies into the European Space Agency. Just like the US, countries in the west of Europe have demonstrated the capabilities and the means to launch rockets into space, thus working with them would significantly increase manpower and share resources and research to complete projects. However, being tied with Western governments means that multiple interests might at times be at odds with one another and with the increase of bureaucracy, it is likely that projects might suffer delays. Also in the context of the Cold War though already a given that the US and Western Europe might join up in a second space race, this would only reinforce the rivalry with the Soviets and Eastern Bloc, potentially starting a shadow campaign of sabotage and espionage, if not treading carefully the cold war could become hot.

However for the optimists in the room, there is the belief that perhaps with the recent discovery of the century, that perhaps it was time for all countries of the world to come together and reach the stars as one people. It's gonna take a lot of political will, concessions and even favors to bring all countries, friends and rivals alike to the table to form a global coalition to explore the cosmos. If this endeavor is successful then the world would become a giant oyster to extract its resources, research and talent to fund this "international" space agency. However, if working with the western allies would be more difficult than working with other countries with opposite ideologies would prove to be an overwhelming undertaking, decisions and projects would be drastically affected as multiple countries would take time to find consensus. This potential global coalition would initially be fragile as countries would start to share research and resources with one another, should this coalition fall apart could spell severe consequences for the stability of the world.

Alright I have some good news, most of the writing for turn 2 is half way done, so expect a couple decisions to make. Bad news, uploading the next turn won't be this Saturday but the next one since I'm going on a trip, so won't have time to write but I will have it done by then….
