What's this I hear about blocking signups from entire ISPs?

So, I recently had a conversation with an acquaintance on Discord which was rather upsetting. Apparently, they attempted to sign up under the user name ApexUltimo and were blocked from doing so, with the message saying their ISP was banned due to a history of spamming. They tried sending in a ticket, only to get the same response. What I want to know is twofold.

1: Are you sure there isn't a typo and you're blocking a specific IP address rather than blocking an entire Internet Service Provider?

2: How in the world can you possibly justify blocking access to SV for what looks like a significant fraction of the entire population of Earth, judging by the area Vodafone covers?

Furthermore, I am here to demand that you unblock said acquaintance's IP address and other such things so that they at least have an opportunity to prove themselves as a legitimate poster. I will not stop pestering you until this occurs. Yes, perma-banning those who have already proven themselves intolerably toxic is acceptable, but to not even allow someone the CHANCE to prove themselves is not.

We use a variety of automated and manual spam control mechanisms, including preventing signups that match a wide variety of spam-like criteria, including ASNs, domains, VPN providers, and other networks known to generate abnormal numbers of spam-like registrations.

It is likely that your friend tried to register from one of these networks (and it wouldn't be just 'Vodafone', which is not a network for this purpose). They can register from another network.
 
So, would the idea I suggested to them of registering from a public library work, then?
