These three are the weakest factions in the 40th Millennium. All other factions have a gameplan that allows them to win but the Tau are too new and the Eldar have too few people. The Hrud don't even have their own tabletop army and are just sewage lurkers who turn people old and wipe out planet populations when they migrate.
