The day after the Eighteenth Amendment (Prohibition) is ratified. New drugs start appearing in every drugstore in the world. The ingredients of these drugs are rare, but present on Earth. These drugs give mammals amazing abilities, but they generally come at a major cost. These drugs are taken in pill form with each tablet containing 50 milligrams of the substance. The drugs fully activate 30 minutes after ingestion. The user gains the power for 12 hours. Afterwards, there is a tapering off period of 30 minutes where the power slowly disappears. Then there is a 6 hour "hangover" period where the user suffers a migraine and an additional negative side effect (varies based on the pill).
If a user takes more than 150 mg of superpills within a 30 day period, they will likely become addicted. The consequences of addiction are cravings, insomnia, anxiety, and irritability. If an addict doesn't take at least 25 mg of their superpill every 72 hours, they will die a slow and painful death. Taking 100 milligrams or two pills within a short time frame increases the potency (generally by 25%) and duration of the power (generally by 50%), but it also increases the hangover period as well (generally by 50%) and virtually guarantees addiction. Taking more than 200 milligrams of a superpill within 24 hours will almost certainly lead to the death of the user and potentially others near the user.
Superpills also provide the required secondary superpowers to use the abilities properly. Here are the superpills:
So how would the world change if pills that could do these were around in the early 1900s? Would prohibition on these drugs last indefinitely? Would cartels and mobs make a killing on the black market? Will these super drugs be used in warfare? Will animals be given these pills? Feel free to come up with more superpills as well.

Insufficient Velocity of words
This one, for a disciplined individual, the 6 hour drawback thing could be a positive.
The ultimate teacher. Able to educate at the speed of thought.
During the active reading stage, the teacher could learn more things from others, then during the drawback, spread that knowledge.
For the cost of one dose, hundreds of people could be quickly educated....
Or indoctrinated.
Flight and speed would be very sought after.
Cooldown could probably be slept through.

People wearing fully concealing outfits and or too much makeup are regarded with suspicion. They could totally be perverted ninja covering the purple skin afterwards.
Anyways, governments, cartels, syndicates mob are in control of production and supply quickly. Especially telepathy that could easily mind read top secret info and corruption.
