Rule number 1 when dealing with enemy like this.. make sure their assets are completely wrecked and the masterminds are dead and buried... otherwise they have nasty tendency to escape..

Like said.. so long as they remain alive.. they remain a threat. Ever hear the tale of Napoleon? Europe didnt learn their lesson the first time and kept him alive and in exile.. few years later he returned and literally his presence caused them all to stop bickering and fight him. He was that dangerous..
And with the coming Covenant War... well, desperation can lead to strange actions..
Ha napoleon was kept alive because they know that killing him would make him a myth so they left him alone when he came back they did it again which destroyed the French hope on him

One thing I never understood is why the Covenant have shitton of military active at all times.I mean, there was occasional Grunt rebellion and newspecies here and there, but before humies there wasnt much reason for it to be this huge. What do they do with that unreasonably big fleets before human-covenant war anyway? It wasnt like there was a rival civilization around?
