Mjolner suits have utterly obscene manufacturing requirements. They barely have any conventional materials in them: Its all exotic metamaterials that require rare earths, pseudo-nanotech, exotic manufacturing environments, or detail work that requires massive nanolathes that 3d print perfectly aligned atoms. Its humanity cheating its way into a higher tech tier than we should by all right be capable of, effectively hiring a world class jeweler to manufacture rifle barrels for you one at a time because your civilization has no concept of the right manufacturing tools.
While I will not say that you are completely out of options when it comes to trying to make new Mjolnir armor by yourself, in a cave with a box of scraps... to make one that is now at your levels, requires a facility that only three places in Human Space has.
New Carthage, Earth and Reach. Nowhere else has that kind of facilities to really make that power armor.
Also, who says you can't just invent the right tools?
I doubt that any one planet, with the exception of Earth, has the capacity of making all of the parts... and that is including orbital manufacturies since some components and materials only come out right in near perfect zero-g. And even Earth wouldn't want to because some of that stuff is horrifically dangerous pre-manufacture.

Making one would require our either figuring out the right way to make the things, which would require our pouring out research actions like they were water until the Covenant show up and probably at least one grey goo event, or our building that Deadspace planet cracker equivalent and brute forcing the process. Its just easier to outsource since humanity already has the right manufacturing infrastructure... somewhere. The only downside is we wouldn't have access to it if we ever have to pull a Battlestar Galactica or we are declared hostis humani generis by the UNSC.

Also, planet cracking is inefficent to gather the materials for Mjonir. Moistly because it requires... Lots of shit from the core of planets to really make... and exposing the core will make that stuff disapear without proper containment.
We can, however, work on designs. Even proof of concept models that are far above what standard special ops carry since we are operating super far outside of expected parameters. It probably took the skunkworks project from hell to design just the baseline suit and we just ruined that for them. "Oh, we just put years of our lives into perfectly meshing together all of these insane experimental technologies that no one here actually understands in their entirety for a supersoldier whose final abilities are pure guesswork? And then you tell me that we now have to account for the supersoldier, say, grabbing a bottle of beer hard enough to form a
palmite. Fuck the lot of you."

Which is why you are going to be chooseing upgrades for Mjonlir when you finally get your greedy little hands on it.
Because nothing I can write will justify... your curiosity to make the most overpowered suit of armor ever designed by human hands.
If we can buff the people who are supposed to be backing us up as a side effect, all the better. Even the crazy bastards in the Orbital Drop Shock Troopers are wearing little more that a few titanium plates and a vacuum sealed environment suit. That may as well be tissue paper.
Take ODST armor as Tier 1, and Mjonlor in canon, as Tier 3... and the final Mark 6 being Tier 4.
We're at tier 6 in terms of armor badassory.
