Here is my thought: Things synergize with each other or set each up for success, even if its not within actual rolls. Even the little things help.
We want to greate an engine of industry that eats dead ships and shits out awesome, that is a given. An AI managing the sea of detailwork as we play conductor to this symphony, our laying a heavy groundwork for further expansion. Even Daisy's Black Market matters, both in terms of getting the initial bits and pieces necessary and for insuring that there is a proper market for what we make. Its more than money: Its influence and reputation. And Mendez... we can't sacrifice our goal of making the perfect soldiers. His input is very necessary.

The way I understand it, Cranefield promised ONI a way bigger, more self sufficient support ship (like Spirit of Fire).
And since we're upgrading it let's do it fully, without half-measures to get him on our side and provide prototype technology.
Seriously, we put Slipspace drive on it - we prove to Navy that they can build way bigger ships than standard now.
Add better and bigger gun - you have an ODP platform as well (with any luck even better than in Halo 2).

In regards to the augmentations 'A Hiccup' will we be attempting to make them safer, and improve their effects? Because if so, I'm definitely voting for that on the next vote.
