[X] Plan My Plan
No problem.
The training the Army of the Forest and the Army of the Range go through should be comparable to the Army of Ostland though, right? The description of them being professional militia kinda throws me off in that regard. The Army of the Forest and the Army of the Range have never been deployed outside of the province. They're pretty much professional militia with war machines and artillery, who cross-train and deploy alongside the Army of Ostland when the Army of Ostland is in-province and not out on campaign.
If there is ever a time when one or the other is deployed outside of the province, it would be under extreme circumstances and will be explicitly noted. And likely not going to happen without an explicit vote/action.
I don't really think Oskana has much say in that regard. The entire point of her breeding with Sigismund was to have more Griffons for the Empire. Speaking of which, Oskana's son is almost certainly Magnus' future Griffon, right?Wonder if Oskana will consent to parting from her...chick? Cub? so as to bear us into battle.

I don't really think it's a matter of logistical capacity. Ostland's logistics are at least good enough enough to have three 10,000+ size armies deployed year round, which isn't nothing. The probable reason why only the Army of Ostland is deployed outside the province is because that's usually all that's needed.I'd imagine its largely a matter of logistical capacity. Ostland doesn't have the wagons, riverboats and strategic supply reserves to deploy more than one army outside of the province under normal circumstances.
I thought the reason we had the Armies of the Forest and Range was because we need that level of active military to keep the Beastmen and Greenskins from simply re-settling the cleared parts of the Forest of Shadows/Middle Mountains?
This plan is extremely costly (you didn't add mercs, so good for you). I think you might not realize just how costly. A DD is most likely to be applied onto the Vapor Tanks in the future.[X] Plan: It's Investment, Not Charity

Going for both the elvish options affects the rolls. Is there any reason not to ask everyone for help with Oskana's son? It seems like a basically costless action. (I guess there's some minor monetary cost, but it's basically pocket change for an Elector Count.)
[X] Plan Lighthouse, Cannons and Tanks
The Witch Hunters also have far more experience than the Foamborne in that regard, so there's also that to consider.[X] Plan: We can afford the lighthouse, you know?
The Foamborne probably weren't actively employed to search for heretics recently but they are now. Better someone that knows the heretics and what to look for than Witch Hunters just purging everything.
