I know, I was sure I did but apparently not... :oops:

Facilities are also added if someone give interest, and that's partly why you have so much leftover funds in the first place.
 
From the Intro to Questing! guide, it is:
Riot! A very interesting twist on the standard Majority Wins style of voting, the Riot vote system is one where every vote is taken into account. What this means is that every vote is turned into an action, regardless of how many people support it. However, the more people who support an action/vote, the more time/bonuses/etc are applied to the action.

Every vote counts. That's about it really.

How it counts differs from quest to quest. Here, we have a quota on how much we need to get our pupil to the next level of education and we need to fill it with combination of votes, facility modifiers and natural modifiers we get from pupil giving a fuck about a subject.
 
ah, then it might be handy to put counters in the "Acts" so everyone knows how far along a subject is.
 
Yup, I was planning on putting it up and updating it on the top of each update but I can give the current results on demand. A moment please!

    Yes, it does. The bonuses stop at twice the quota, but making more progress than expected actually net you neat bonuses and things.

    Like, say, the 12 bonus just now will give you a small insta gain in Health next turn.

    Actually, it would be two if multiplier applied after facility bonuses. So single vote would give us 2x(1+0.5)=3 points and we need 6 more.

    The Library is still unused, by the way. You're free to keep it that way but activating it may be a good investment.
