Aren't there a couple of others who can Terra Stellar? Main problem was just that Terra Stellar kinda sucks without Terapagos's signature move.

Stellar Tera does not exist until the Terapagos DLC.

The Stellar Tera Shards are only/primarily found in the deepest area of Area 0, where Terapagos sleeps. Same with Pokémon who have the Stellar Tera-Type.

The Stellar Tera Crown is literally Terapagos' base form.

Terapagos is the Stellar Tera Type.
