Does the mg have to be an app user? I mean our mc here used a mirror instead of the app to become someone else.

Name: Magical Girl Card Petal
(Optional) Real name: Rachel "Rage?" Petal

Appearance:
As a magical girl she wears a red goat with a greenish collar, shorts, a shirt and climbing shoes. A part of her hair also becomes darker when she transforms.
Magic: Card Creation - Has the power to create cards out of thin air. Each one having an effect of its own. The "Weapon" card allows her to summon a medival looking weapon(such as a sword or bow and arrow). The "Heal" card allows her to heal herself and others. The "Defend" card allows her to summon a shield or barrier. The "Time" card allows her to communicate with her future self. Her future self can temporally fuse the effects of two cards(Time + Heal can become a Regen spell for example). The "Fly" card allows her to fly. The "Plant" card allows her to slowly turn an area into a forest(can turn a radioactive place or a place with lava into a safe area). The "Plant" card can also be used by Rachel to transform into Card Petal.
Bio: At the age of 28 Card Petal was in battle with a magical girl that can use time magic. After the battle Card Petal obtained the power of the "Time" card. After using the card Card Petal started to notice changes in the timeline. Not knowing whether the changes happend because of the "Time" card or another source Card Petal wanted to start an investigation to find out. Unfortunately Card Petal found out the biggest change in the time line happend in the past. In order to find out whether the changes in the time line will affect the people in a bad way, she started to communicate with people from the past. Because she appears as a voice in people's mind when she talks to people in the past, most people tend to freak out when they're questioned by her. The only exception being her past self. In order to work together the future Card Petal taught her past self how to make magic cards. Having learned how to use magic, the past version of Card Petal happily decided to become a stereotypical magical girl that fights for love and peace. The future Card Petal started to cringe at that and decided not to teach her past self how to make the OP magic cards. Instead she decided to tutor her past self not to abuse her power in a way that may cause a time paradox and actually try to find the difference between the new time line and the old one. To start the investigation the Card Petals decided to try find other magical girls who can sense the changes in the time line. In order to do that they will check as many places with magical girls as possible.
Personality: The past version of Card Petal is a clever, cheerfull but very gullible girl. The future Card Petal is a kind leader type of person. She would try to help as many people as possible but age taught her she can't save everbody with magic. This is something she tries to teach her past self who instead wants to throw magic at every problem. This in combination with the problems she might have caused with the first time she used the "Time" card, causes her to have random moments of mental exhaustion. At such moments the Future Card Petal tends to have little patience to "evil" people. Wanting to yell at them instead of acting professional. This has caused the past version of Card Petal to nickname her future self "Rage".

A good while long enough to make a city of their own is the most ambiguous answer I can give. MG have existed in this setting for decades at the minimun. Not everyone knows that including some MG though. Also not every MG is aware that there are other MGs, or groups, or aware of many things outside their own thing at all.
Basically a bunch of them can be described as simply minding their own bussiness and stories while not aware that other stories and the like happen at the same time or that they may or not be related.
