This update was amazing. I'm itching to see what the Persistence based defense art will look like.
Now, onto the fief plan.
This turn is not the time to do Granary.
Our highest priority is to get Walls manned with Cultivator Manpower as soon as possible. In particular, that must be achieved before the war arc starts.
The most critical part of that is the Cultivator Manpower, because it's entirely up to chance.
Just like how we failed to get one this turn, it's perfectly plausible that for us to keep botchering the rolls and failing to get one until the war starts.
For that reason, maximazing the probability of getting the CMP is of paramount importance.
In that case, we should definitely do a double Shrine plan of Theatre and Snowblossom Shrine.
That way we can double the success threshold. From a 10% to a 20% in a single month! That would be fantastic.
We still wouldn't have a CMP guaranteed, but it's still the best we can do.

I see a lot of people voting for Granary because "Renxiang asked for it", but that's a bad argument.
While Granary is important, securing CMP as soon as possible still trumps everything else.
Even if we get the CMP without the Walls, we can still assign it to a post that grants Administration and Happiness to increase the bonuses.
There is no downside to doing double shrine.
On the contrary, not doing so jeopardize the future security of the fief.
Imagine next turn we roll a 83 and miss the CMP!
Let's not let an off-hand comment in a chapter, stir us away from the right choice.
Next turn is when we should do Granary + Walls. So we can get the Happiness and Admin bonus then.
The turn after that, we can do Boats and likely one of the Admin projects that Granary would unlock.
Or maybe Zhengui Shrine to raise the CMP cap if we got lucky and got one. We'll see then.
