I would try to poach Spiderman from Sony soon, they got losses of 5.7 billion in 2011, so it is a pretty good time to try to get Spidey back...

-[X] [Steve] Scott Eastwood – While not the greatest actor in the world he is still a hard worker and determined to always do his best in every production he's been in. The fact he started just five years ago should not deter you, he has promise.
-[X] [Bucky] Sebastian Stan – He auditioned for this part as well. That's very realistic of him, and you have to admit he does seem to fit this role more than the previous one.
-[X] [Carter] Hayley Atwell – She's been making waves due to her appearances in The Duchess and The Pillars of Earth. Something tells you she'd be great for the role.
-[X] [Red Skull] Mark Strong – Better known for playing cold, calculating villains, this British actor can also speak fluent German.
-[X] [Zemo] Christoph Waltz – Also applying for this role, Waltz feels he can work in either role, and frankly so do you.

It also doesn't mean we can't keep at least some of the original cast. Chris is Cap, the same way that Robert is Tony. There's no reason to not go for him beyond wanting to be different for the sake of being different.

Why promote captain to the executives? They are pretty hyped by it already.

-[X] [Steve] Chris Evans - He played Johnny Storm in the... less than beloved Fantastic Four movies. He's displayed some clear talent back then and ever since. Not to mention that he certainly looks how you picture Cap.
-[X] [Bucky] Kit Harington – Currently has no previous experience, though there are rumors about a TV show to be aired, still he's really new to this.

Seeing as how I completely butchered my plan, I think this is the best for everyone. :V
 
Changing my vote, why I'm not a fan of Kit Harrington as Bucky, the technical aspects do need attention.

My plan with Kit as Bucky is pretty simple, take advantage of HBO's wild success with Game of Thrones for the future hype of Winter Soldier (when we decide to add him to the universe). That and Bucky was always one of the Marvel 'heart throb' characters up there with Loki and Hawkeye, and we know that Kit can pull off that kind of role no problem.

It's betting on his future more than anything, and I feel like that is a pretty safe bet all considered. Though, I do understand not personally liking his acting.
