Doing Dr. Doom after or during Civil War could also work, seeing as how public opinion of superheroes has drastically plummeted around the world with the Winter Solder fiasco. The Heroes could either the too busy fighting among themselves to stop Doom, or they're either locked in a prison or are bound by the Sokovia Accords and can't do anything legally to hinder Doom.
- Doom can hijack the goodwill / martyr status of the deceased Nefaria to boost his own reputation by being seen as someone following in his footsteps with his home country
- Doom can use geopolitical means to protect his official rule, by the time Doom makes his power play heroes are restricted and can't act as freely as they did when Nefaria made his power play

We already duo own them with Fox though? We can already use those characters anyways? Except for some Skrulls like the Super Skrull i guess, but other than that Fox and Marvel already have a thing where they both own the properties and can use them.[] [Buy] Deadpool+Scarlet Witch, Quicksilver (Can't call them Mutants), Skrulls, The Watcher.
Still, you would be happy as hell if you were allowed to make your dream story come to life with hardly any interference.
