I'm guessing the details about our nascent Legion are all decided prior narratively? Said details include our Geneseed compatibility, recruitment, prior doctrine and named Captains?

And if not, will they be factors decided by Alek's actions on his homeworld?

Everything being said (And rethought) to be honest this one would be my preference. As to my knowledge none of the craftsmen primarchs (Vulkan, Ferrus, Perturabo, and Rogal Dorn) were politically intelligent. Also the idea of being able to engage Robot Girlyman and Petty on debates of philosophy about the imperium make me happy cause a big part of why Pert was such a huge tool is that all his friends were to. Also getting our toes into politics would make our eventual takeover of the planet much smoother.
(It would also be a huge help for Nikea, as being political minded would make arguments much easier)

The only real influence you had on your Legion were the Primarch-type-, -size- and -personality-choices. Meaning your guys will be on the shorter side, have a higher number of psykers and tend, on the average, to be more stubborn/perfectionist/intelligent/self aware. Everything else will be decided by a special vote when you discover them via choosing from a list of good and a list of bad traits of your nascent legion. Special captains, the original name and everything else will be made up by me.
