Straightforward in a technical sense anyway. It would set you in direct opposition to all the Navigator Houses, but any kind of non warp FTL would do the same thing anyway. The navigators absolutely can't allow non warp non navigator ftl to happen.
Medium Whisper: Research support gear for Navigators. Specifically ones that improve their non-Navigational abilities (Aether Doldrums, Held in my Gaze, Baleful Eye, Warp Vigil, Pass Unscathed, etc) and/or mitigate the risk of further mutation from training those powers.
If this works it'll give us another weapon to turn against the Immaterium, and possibly ease the Navigators into a Witchfinder/Daemon Hunter role to retain their utility even if we invent non-warp FTL or just standardize Void Abacuses.
EDIT: eh, not good but probably not bad enough for negative progress.
Without the divine essence the form of the Necron lord crumbles to dust and the much depleted explorator force is left to withdraw with their prize as quickly as possible. Retreating to their fortress they find that the necrons have been riled up behind them and now they are the ones being besieged. They urgently request reinforcements from any nearby Mechanicus worlds.
Now that Warp Tear is closed gather remaining Adnector Concillium and every Warp expert Magos to restore imperial Webway. Consolidate all knowledge Imperium got on Warp and knowledge of harvested from spiritstones to restore imperial webway and link it with Dark Eldar main city so that Imperium will finally punish them. Admech will Contact Emperor for this task for knowledge and custode support.
Medium Whispers
Gather grand conclave to create a rationalist, logic based Theology which focused on pragmatism, humanism and efficiency. Admech main goal is to elevate humanity as advanced as Daot humans by any means. Focus on comprehensive reform and logical compromises lessen various conflicts between forgeworld and a systematic analysis of entire technology of Imperium and streamline production While promoting safety and comfort for workers and their education.
Minor Whisper
Check is it possible infuse Anathema power within Blackstone to create Anathema infused psychic pylons to suppress chaos and demonic without any drawback of null tech.
Minor whisper
Gather data on astromincron and its template and soul harvesting techniques so that it can be use in pinpoint accuracy to harvest and seal various warp storms and tears without any issue and at the same time purified and harvested energy will increase astromincron luminosity and coverage. It's only theory crafting and experimenting phase right now before it will be implemented.
Medium whisper
Gather biological data on human and abhuman gene and various mutations. Create genetic cures and implement them on a grand scale to fixup any biological damage done to human gene during age of strife and heresy and streamline the process. It is to remove various non chaotic mutations, increase warp disease resistance and enhance humanity biologically.
Minor Whisper
Gather Data on God forging and Forge of Souls. Main goal should creating a Deity to act as human afterlife using Emperor's soul as template and clad in his mantles. Plan will be fine tuned and refined again and again to minimize risk. Its in theory crafting phase right now.
I suggest you do a roll to develop anti tyranid biological virus particularly specialized in killing genestealers and those tainted by their gene. Mass produce and implement it all over Imperium in three format solid, liquid and aerosol. Maybe a virus for ork spore as well.

Well I wasn't planning on using my Major next turn anyway.
Major Whisper: Develop fungicides specialized against the Orkoid ecosystem. Damaging mature orks, grots and squigs would be nice, but main focus is eliminating spores after the macro organisms have been cleared.
Okay, so this should be the second Threadmark since I posted my last lot of actions, which means I get a Major Whisper again! Right? Anyway, have my next set of actions.
Minor Whisper (20): Continue work on making the Anti-Insanity Task Force functional. Whilst progress has recently been made, with only some of it mixed, the brilliant success regarding the secure experimentation facilities proves this can be better. So, you know, work out how that can happen. Then preferably fail to fail implement them. We're not asking for success as recent history (and if we're being honest, more distant history as well) indicates that trying for that will just result in disaster. But if we can screw up the failed implementation in such a way as progress is still made? That would be great.
Minor Whisper (16): Recent whispers from the Omnissiah have contained a lot of muttering on the Holy Principles that are the Arcane Mystery known as 'Standardisation'. Most of these have been heard by all the Cogboys (and Coggirls, and Cogindeterminate) that deal with that Mystery known as 'Programming'. And a lot of despair has been had because even a minor project to determine how effectively Standardisation has been applied to their work yielded no less than 496 different coding modules used for the exact same purpose across only a small number of different devices. It becomes even worse if you start counting moderately customised code rather than just lumping them together as a single module, though the Omnissiah's whispers suggest even the Ancients didn't count those.
So a project-crusade has been declared! To chart the depths of Programming and determine just where different code has been used for divergent purposes, and reduce that number so as to ease the creation of more technology and maintenance of it once created. However, the threat of Chaos, Xenos, and other sources of Technoheresy must be respected so complete standardisation and all the vulnerabilities that induces will be prevented. But if they can cut things down to 'only' an average of 100 different ways of coding the same damn thing in Sol, it should improve productivity.
Minor Whisper (18): Well, the construction of the secure polar experimentation facilities was a marvellous success. Time to see if said success can be expanded upon. The focus of this effort will be increasing the ease of access towards various secure experimentation facilities so any idiot with a pet project is able to use them, whilst also increasing monitoring such that when the next disaster or technoheresy results, we're able to easily salvage records of just what happened as to prohibit repeats of the exact same project.
A perfect success would also include better efforts in monitoring to allow the Anti-Insanity Task Force to intervene before the disaster or technoheresy occurs but this is the Adeptus Mechanicus. And the Task Force is near certain trying for that will have them all lynched for attempting to steal secrets of the Omnissiah and the Ancients of the DAoT they are unworthy of. So instead they'll just push for at least leaving salvageable records of what experiments were if need (and thus authorisation from above) is granted to them.
Medium Whisper (42): Efforts to improve predictive disaster sensor technology was distinctly mixed. However, it's also absolutely critical. So a new project is launched to take what was learned in the previous project, any new developments and a wider array of previously known sensor and computational technology in order to see if they can crack the puzzle this time. Again, with appropriate precautions taken to ensure that it is very unlikely they are the cause of the next major (or minor) cataclysm to occur on Mars or inside Sol.
Major Whisper (3): Just because there were significant problems that arose in the effort to demonstrate the superiority of Nanite over Flesh and Machine does not mean now is the time to stop! More resources, more knowledge, more refinement! The Nanite shall be proven to rein supreme over conventional cybernetics and bio-augmentation. Though care must indeed be taken to ensure that no Warp corruption infects the resulting masterpiece whilst still allowing ease of distribution of it. It does no good to produce a singular miracle of the Omnissiah if said miracle can not be shared with the rest of the Adeptus Mechanicus. And by shared, the Arch Magos does not mean 'mind control programming' or 'runaway grey goo event' as those are more likely to see the miracle destroyed and forever banned by blind paranoiacs than spread far and wide.
RESULTS ARE AS FOLLOWS: Madness and mayhem unfold inside the headquarters of the Anti-Insanity Task Force which also cripples efforts to improve the experimentation facilities. Apparently some folks are rather miffed at how successful their Secure Polar Experimentation Facilities were? Or maybe it's the result of something darker... Oh, and it appears that the effort to identify ways to reduce code bloat and unique languages has... Well, they probably ran into the issue known as 'oh dear god, did we just create a new standard to add to all the old ones?'. Provided they even got that far rather than just got overloaded by how damn many there are, complete with code conflicts, mutual inability to replace and all that. Meanwhile the Disaster Prediction Sensor Project is still bogged down. Who knew there were so many damn ways to cause a disaster!
The Nanite Implant Crusade on the other hand appears to have met with significant success. That is going to be interesting to see what results. It was meant to be my 'madness and insanity' roll, not something that actually created benefits!
Froggy? This is the Adeptus Mechanicus and the Imperium. It's also the Navigators. The only reason they aren't suffering constant mutant genocide is because of how crucial their ability is for maintaining FTL travel. The moment that goes away, everyone that's not a void-traveller is going to be looking squint eyed at the Navigators and reaching for the pitchfork, torch and flamethrower.
Hell, depending on just how safe the alternate method of void travel is, a bunch of the void travellers are probably going to join in!

Looks like an interesting quest so I'l make my first whisper a crazy one that will probably cause chaos and another whisper that's actually useful
Major Whisper:Modify the Astronomican so that anyone within it's light will get anime porportions
Minor whisper: create psychic Blank Skitarii
edit: holy shit I have bad luck
The problem there is that the Imperium has gone to great lengths to ensure that there's very few monopolies on vital services, with those ones that do exist already being locked down. And the fact that those you are trying to give a newly created monopoly to are mutants? Well, expect to get purged for that. Or attacked if you succeed regardless.
The only way the Navigators would get a new monopoly is if the new monopoly is on whatever the new form of non-Warp FTL is and getting that monopoly would require that they legitimately are needed to make it safe, reliable and/or fast enough to be a galactic FTL method.

I'd argue that their daemon hunting and witch finding powers make them at least as valuable as psykers, who don't get genocided. Arguably moreso considering they'll never explode into daemons from pushing too hard.
Okay, so this should be the second Threadmark since I posted my last lot of actions, which means I get a Major Whisper again! Right? Anyway, have my next set of actions.
Actualy the curent rule is that every person gets one Major Whisper, two Medium and five minor ones, and they all refresh as the qm gets to writing them, on that note:
Gather Data on God forging and Forge of Souls. Main goal should be cultivate a positive aspected shard of Emperor and elevate it into a God by feeding it both Eldar and human souls. So that newborn deity can fight chaos Gods in warp and while Throne and Emperor remain in their place in terra. Plan will be fine tuned and refined again and again to minimize risk. Its in theory crafting phase right now.
Does anyone have a couple spare whispers to counter this idiocy ? Mine are all used up right now, and at the current rate I will have to conk the Emperor with Pylon filed star fortresses untill he goes back to sleep.
Minor Whisper: Tech Priests build a new Cybernetic Hand that can both Rocket Punch and operate by remote as a Drone, or Return to the user that launched it.
Medium Whisper: A bored Tech Marine finds ancient relics of Holy Terra after guidance from the Omnissiah, upon gaining further Whispers they seek to rebuild the works of Marvel.... Such as the Vulture pattern Gravitic Flight Harness, the Doc Ock pattern Quad Mechadendrites with Lasers and the Scorpion pattern skinsuit Powered Armour with Tail
Medium Whisper: Mass Production of the Spyro Dragon is begun and deliveries are beginning to be sent out across the Sector

Goddamnit, I freaking looked for what the current limits where and didn't see anywhere where this was posted. I knew, and found, about the '1 Major per two threadmarks' limit but not the even more recent restriction.
@Arcanestomper How does this work with my recent post? Because I absolutely would have changed what my whispers were if I knew I was running on the apparently-re-revised restrictions but considering all my Minor Whispers and the Medium Whisper from the recent post failed badly, of which I had 2 Minor and 1 Medium free but the Major was a massive success... Well, that sounds like it's basically gaming the system.
