The Space Race

In the first half of 1955, work proceeded at pace. At a cost of $1200-equivalent, the VAB and headquarers were upgraded, expanding operations considerably. More importantly, plans were presented and approved for the PKA spaceplane.
Costing $2872-equivalent just to open the program, it was to be highly expensive, but it was also to take the first cosmonauts into space and thus was highly worth it. The best scientists available were assigned to the program, ensuring that it would be ready to fly by the time the first group of soviets were trained to pilot it.
The fifth of the first group of scientists was sent on a training course at minimal costs in order to ensure he would be ready to assist in the development of the first launch vehicle.

In the news, NASA opened the explorer program, an unmanned orbital vehicle. It was promptly dismissed as irrelevant by Soviet authorities. Most interestingly is the x-15 space plane they appear to be working on. It may rival the PKA.
Unfortunately, in June we found a major design flaw in the PKA. R&D has been set back significantly. More importantly, however, is the completion of the VAB. We can now choose to commit to a development program.

QUESTIONS:
Shall we build a cosmonaut centre? A mission control centre?

Shall we begin R&D on a booster? The following can lift the PKA into LEO:
- R-7 Vostok - $5,250
- R-7 Voshkod - $5,625


Shall we hire additional scientists to perform R&D?

Are there any other programs that need opening?

One note: Each program has a maximum of 4 scientists to do R&D. 4 are currently assigned to the PKA, giving us one to assign to booster research. It'll take a long time for the rocket to be flight ready.
