Kansas Domination
The year is 1957.
In the wake of a major incident involving a popular superhero resulted in large numbers of casualties and property damage, a new "Superhero Liability Act" was quickly passed through congress. The law made all heroes at fault for any damage they cause while crime-fighting, effectively outlawing powered heroics.
While most have quietly retired and sought amnesty in exchange for never putting their masks and tights on again, a select few have decided to continue the good fight as vigilantes. Anti-super sentiment is through the roof, and this has further put them in direct conflict the people they are trying to save. This and the fact that many villains have simply picked up where they left off without heroes to stop them have overwhelmed police departments across the nation.
