I like it :D. Establishes that we're a power without forcing conflicts to be to the death. Also, people will surrender to us faster if we demonstrate that we accept such things.
 
I think we're too early and too weak to properly vassalise, so we'll end up with a population we don't control slowly growing until we can't cow them any longer. Better to make sure our underlings can be properly cultivated into an underclass.

Listen, the future peons are a fair distance away and are a settled society. They'll pay tribute now, because they have little choice between that and death, but time, distance, and the blessings of the earth will sooner or later set them against us.

Better to nab a few skilled farmers so they can, in time, build for us that agricultural society in a place and with a tempo that is more comfortable for us.
