The Government of Sufficient Velocity Help Thread

I'm seeing a couple of poster with the "Councilor" tag underneath their names. I'm not really sure what it means, and I don't think there is a "Administration Terminology and Functionality Help Thread" that explains the style of the governing system of Sufficient Velocity.

I'd like some help here in what this is supposed to be. ^^;
