  -[X] make slave holding a privilege of nobility and people of high esteem, and put strict restrictions on thier numbers, so that the ranks are distinguished by the numbers of slaves. Furthermore, make it so that half the price of any slave traded is given to the king as tribute, and mandate that agricultural and mining slaves are serfs, and cannot be traded or moved from the land.
