She's that Kuro's 'twin' we told you about, but instead of Magical Girl powers she has powers of legendary King Arthur, strong, tough, fast, protected from magic and with the best possible magical sword in her possession. Now if someone manages to summon a certain black-haired Magical Girl as a Caster, you will have all your possible little sisters with you...

You know barely anything about magecraft and have no idea what's going on. Recently you found notes of your late father that the Tohsakas are in charge of magic in the city and just wanted to ask help with studying. This cover story is better than 'I hear voices in my head', I think.
Alright Shirou so this situation is rather...interesting to say the least. So it appears that some 4th dimensional Kaleido fuckery is going on, but my best guess is that when Chloe hugged you for some reason it triggered some sort of magical chain reaction which caused you to summon a servant (For a more detailed explanation on what that is just ask Rin for an explanation on what is going on as she should give you the rundown). Now usually when a Servant is summoned a mage uses a catalyst to control who is summoned, if not the choice is made based on how compatible their personality is with the summoner, and in this instance I think the Catalyst ended up being Chloe and this magical artifact your dad stuck in your chest in order to save your life 10 years ago thus resulting in Saber Prisma Illya here.
Now first of all, yes she is your sister and technically Chloe is her twin. However they are from a different timeline, basically a parallel universe in which your dad made some choices that ended a lot better for him and his wife than what happened here. Once again i'd suggest just talking to her when you get the chance.
However there is still your Timeline's Illya running around, so be ready to talk her down. Having Prisma Illya should help a bit as she has practice with befriending uncooperative people.
Finally don't mind Rin's glare, the girl had originally intended to summon a Saber but instead got Chloe as Archer. She is just a bit annoyed that you managed to accidentally summon the Saber she was after.
Also on the Gun your dad has, you are right that it wouldn't be the most comfortable thing to use as it has some rather nasty effects on mages besides making it basically impossible for them to use magic ever again. I'm not going to go into detail but one of the guys he used it on ended up wheel chair bound as a side effect. So good rule of thumb is the stronger the mage is, the nastier the effects of the bullet is on them.
This girl is the Illya from Chloe's timeline. So lucky for you; your Servant knows another Servant in the war. Oddly enough, she seems to have been summoned as a Saber instead of a Caster. She possess the ability to temporarily absorb a Class Card into her body to make use of the power inside it (unlike Chloe, who's been permanently bonded with her Class Card), but she seems to be stuck with the Saber card of King Arthur (who's actually a girl, and histories most successful crossdresser. Don't ask) for this war. That sword she's holding is the legendary blade Excalibur, which is currently sheathed in a second Noble Phantasm called Invisible Air (something designed to hide the sword's true form).
Oh, and since you seemed to have made progress on forming your Reality Marble, here's something to help you along;
Things just keep getting more complicated huh? Well, you've got another sister to deal with, very nice girl; she was thrown into the moonlit world completely out of the blue so she might panic a bit about the situation. Also, if the Illya of this world sees her, expect her to triple her attempts to murder and/or torture you. Be ready for that, because things will escalate very quickly.
Right now you've made yourself into a potential threat by summoning Saber in front of Rin without even being awake. You don't have a wish that the grall can grant, bring that up if she starts pressing. Rin is probably one of the most moral magi in existence, but she is still a traditional magus and will wipe your memory of the war at best if she decides to remove you as a threat. Do not be a threat, be a kind, oblivious boy who has somehow lucked his way into absolute bullshit circumstances and just happens to be a 3rd-rate magus.
And in regards to the messages about your magecraft you've been getting, all I have to say is this: you are a person who creates, If you cannot defeat your enemy with the weapon you do have, then imagine one with which you could. As important as it is not to lose to others, the most important thing is not to lose to yourself. Your World might be immature, but the seeds of potential have already been planted and they're growing quickly.

......That was the Most painful thing I've ever felt in my life. It felt like I was Cut up from the insideHoshu here again with more normal advice. It seems you have 3 versions of your older sister to deal with good luck I suggest you now think of a way to explain Prisma Illya to Taiga once you get home. I suggest just say shes one Kiritsugus biological daughters so your not lying just omitting the magic stuff though maybe call her Iri since if you introduce Illya and Chloe you can say there triplets and shes named after their mother.

I will be honest with you Shirou at this point it will be easier just to tell the truth. Since once again my colleagues have no sense of subtly or patience.
Just tell Rin that you started hearing our voices earlier today, that we've told you things you couldn't possibly know and that some of use are idiots who think it's a good idea to do stuff like what just happened.
If Rin doesn't believe it use these facts in order to convince her, just be sure to tell her right away that it was one of the voices that just told you and that you have no context for the information.
Hopefully that piece of information which would be almost impossible to get otherwise helps in the matter.
