Not really? They worked fine most of the time, were actually an improvement over isolinear chips (recall how revolutionary those were; we're playing for similar gains), and were less temperamental than, say, the holodeck. Plus what tended to fuck with them was some manner of exotic contaminant or pathogen, which is addressable with the same screening one would give the crew (and the extra replicator should obviate the need to bring cheese aboard).

EDIT: Speaking of the Holodeck, we've not been given the chance to design a ship with one, have we? It is conspicuous by its absence.

I'm trying to remember, did Voyager run into an issue where they couldn't replicate gel packs, but could have replicated Isolinear Chips?

I always got the sense that gel packs were cool cutting edge, but temperamental and less reliable than Isolinear chips. Can't point to anything specific on that though.

I think part of the issue was that they were in soft packaging when hard packaging could have protected them a bit better while making it easier to install and remove.

Maybe make them out of transparent aluminum and shape them like vacuum tubes so you can just plug them in with little fuss.
