The Broken Nose
Some people assume that you don't like your nose. It's bent with a strange angle after being broken so many times, not all of them ending with you in the dirt.
But in truth, you appreciate it, like some people appreciate an important tattoo or piece of their wardrobe. It's a memento of when you hit rock bottom and not only you kept going, but rise from your pathetic condition. The hungry nights where you were not paid because you lost and the angry days where you watched all your hard-got money vanishing into paying debts were a cycle that you weren't able to escape.
But then, a moment of clarity hit you. You were like a hamster spinning a wheel, always moving but going nowhere. Doing the same thing will end in the same result and that's a stupid thing. And you were not stupid, as a matter of fact.
So you decided to break the cycle. With the next money you got, you ask for time before getting your knee broken for missing a payment. They conceded it to you and you spent it wisely. You got your shitty laptop and start considering your options to use your money, to make more money.
That was the first time you received a hunch.
You start with small scams, accurately planned in detail. Targets are chosen and stories are perfectly tailored to them. That's how you multiplied your initial money and got to pay a good fraction of your debt. Your loan shark was impressed, convinced that you were an idiot all brawl and no brain and he was just looking for someone with a brain.
Your second hunch was to accept the offer, but you wouldn't need it to see how much of a good idea it was.
Little by little, you moved up in the rank of his organization, taking more and more responsible. You dealt with the security of the safehouses, the planning of new operations and managing the influx of information necessary to keep everything running.
The last month was your last job done for your boss, who decided to leave the City with enough money to live as a pharaoh for the rest of his life. He split part of his riches with his other henchmen and you receive a part of it, but you also ask for the property act of one of the buildings under his ownership. That was your last hunch.
Now you have finished renovations and are almost ready to open: the staff has been hired, and the few men you could trust from your previous job are in charge of security.
You wash your hands and leave the bathroom, going into the main hall. Near the bar, where the barman is polishing the glasses, you find your right-hand man. The bartender almost bump into him, as he didn't notice him.
"Ah, there you are," John tells you, waving a closed letter to you. "Someone left you this, I was waiting for you before opening".
You gesture to the bartender to leave you alone for the moment. You are still waiting for the chairs of the office to arrive, so the bar stools are where you manage everything. Examining the envelope, you notice that it's completely plain: no name, no signature, nothing.
"We haven't opened yet and we have already a threatening letter?" You take your butterfly knife from the pocket, to open it.
"We have pissed off a lot of people, so it's not like you have no enemy, Ernè" Williams chuckles. He knows that if it was something with ill intentions, it was more probably that was your fault and not his. Almost all of the people John pissed off didn't even know who John William is.
"I don't think it's one of them". You say while opening the letter. You read the few words written in it.
In a month, one of us will come to talk business. We advise you to keep your place closed for the meeting.
"Yeah, definitely not one of them." You pass the letter to John, who reads it with a frown, before returning it to you. You close the letter again and put it in your pocket with the knife. It's not handwriting you recognize.
"Well, we have other concerns." You change the topic while getting your tablet. "I ran some simulations of how much money we are supposed to do. If everything goes according to my predictions …"
"Which are always correct" John anticipates.
"… which are always correct -" you glare at your second. You take one dollar from your wallet and give it to him. "I knew it was a stupid bet."
John takes the dollar, grinning at you while pocketing his win.
"So, as I was saying, if we are lucky, we'll break even. But in the meantime, we can start running the Casino and spread the news. In the meantime, we can turn this place into the main attraction of the City".

I was meaning the first, but actually I realize that what I was thinking was "I assume that your Guards have no idea on how to run a business by being basic grunts", but actually I think that they can explore or investigate just fine with the same results of your main and named characters. I'll split the actions and state which one cannot be done by followers, give me a minute.
Goals are the Long Term Goals that when fulfilled give one experience points. I just define it with the wrong word.
If you are asking about the difference between a Long-Term Goal and a Long-Term Project, the first is defined as above, the second requires multiple actions to be completed and is represented by a Clock. For example:
The Great Gala (0/4): You are preparing a special event to take place in your Casino. When complete: The event takes place and you get funds and reputation. Requires action to progress.

Three actions, not considering the Followers. Since followers don't have stats, they would roll 2d6 without modifiers. So you can assign Ernesto to two actions and John to one.

I sent some of our boys to explore the city, because
a) the roll is a flat 2d6 anyway, so not having stats doesn't matter
b) I trust them to get out of trouble, if it finds them( with violence if necessary)

Yes, they'll roll separately and the final narration would be a combination of both results, but it would increase your chance of success (more chance of at least one succeeding).
Yes, there would be a window of time without protection. If you want someone to be present a the Casino, would be best to leave it.
It is nice having the runner up be the first named npc. I'd definitely say that the first goal should be building up the casino before we have an event, that way we can actually have a good product to push on people with events.

- picked the more exotic sounding name if the majority of the population are english speakers. Also it makes it sound that you'll hit it rich in our casino. the other leading name is fine it just sound ... ominous.
- sending a guard outside this early is a smart move since the operation is still too small to require much muscle
- do we also have to add an image for Ernesto? A young latino in a suit would be fine, maybe one with a broken nose like Oscar dela Hoya or another former boxer
