if she does the last, Sakura could take over part of Gato's enterprise and turn it into a modern business. Planning for a moderate, stable income, the (by Ninja world standards) high-organised ultra-efficient business becomes a juggernaut outperforming everyone else on the civilian market.

S-rank is all there is above A. So it might be the broadest rank in terms of actual threat. Zabuza might not be on Itachi's level, but he's probably more dangerous overall than Asuma or Kurenai.

I also have this headcanon where the 'S-rank' designation for both missing-nin and missions tends to have a political component, so what would otherwise be an A-rank threat gets bumped a rank because of politics. I'll see if I can work that explanation into the story at some point.

I mean, Zabuza took a swing at the sitting Mizukage and managed to escape basically without issue from the entirety of Mist in the aftermath.

I'd be amazed if Mist didn't have him listed as an S rank threat, with a comparable bounty to match.
