The Fourth Dragon Empire was created by Malefor by conquering the entirety of the Dragon Realms.
Emperor Malefor: The creator and Emperor of the Fourth Dragon Empire. He is a much feared Arcane Fear dragon who seems to have appeared out of nowhere and somehow gathered to him a mighty following which laid low the peaceful realms.
Lleuad: The Emperor's favored consort and Supreme General of the empire's armies. She is an Arcane Shadow dragoness who is fanatically loyal to her lover and helped to conquer the realms in his name. She is known as the 'Moonlight Dancer' and was feared by both Fire and Electric dragons during the Emperor's conquest thanks to her ability to absorb and redirect light.
Maleciel: Emperor Malefor's daughter and presumed heir. She is an Arcane Fear dragoness like her father who frequently wanders the empire, refusing to be tied to any one role or place. Often seen in the company of Cynder.
Malezin: Emperor Malefor's son. He is an Arcane Poison dragon who is rumored to have been born to the renowned Panacea. Whether this is true or not, he seems to share his presumed mother's skill at healing, despite serving as his father's assassin. Recently he has completely disappeared and everyone is worried for his safety.
Malancro: Emperor Malefor's youngest son who was only recently revealed to the empire. He seems to somehow have both Wind and Fear as elements. Speculation on how this was possible has been silenced on the Emperor's orders.
Cynder: An Arcane Wind dragoness from the Shaded Tatters. Rumor has it that she is the Emperor's slave, though many nobles have turned up dead after speculating such a thing. Regardless, she obeys his orders and roams the empire alongside Maleciel, hunting down traitors or searching for traces of the Resistance.
Flame: An up and coming Fire dragon in the empire and the favorite for the position of Slaver General thanks to his skill at breaking slaves. It is said that he is so loyal to the empire and to the Emperor himself, that he turned his best friend in and was granted generous rewards. Though he supposedly kept his former friend as a slave, the only company that he is seen with are enslaved dragonesses.
Cyril Avala: The current patriarch of the Avala family who rule the southern pole of the realms. Though not outright members of the empire, the Avala do significant trading and are a primary partner of the empire. Outside of the empire's interests, the Avala's trading empire is prevalent in both Poesitias and Noctrine. More relevant to Dusk personally, is the fact that his mother, Aquira, does a large amount of business with them as they are one of the more prestigious groups interested in the artifacts uncovered from the catacombs.
The Dutchess of the Archaic Domains: Little information is known about the dutchess who rules over the Archaic Domains in the Emperor's name. Nor does anyone seem to know what happened to the previous Dutchess, though rumor has it that the Emperor was seen just before the new Dutchess took over.
Clan Gray Hearts: A dweller clan whose loyalty to the Emperor seems to border on fanatical. They contribute to a large portion of the empire's clandestine operations. People who speak ill of the empire often themselves visited by Clan Gray Hearts.
The Eclipsed: The infamous Cult of the Twisted Weaver who have existed in one form or another for all of recorded history. The cult is just now recovering from a period of being hunted and are flourishing under the aegis of the empire.
