Well, at least, she seems to be a combat monster (presuming those combat bonuses = Combat / 3?). She tied for highest combat bonus in that tournament, which seems pretty good... Except for the part where she didn't even make it to the semifinals... Shameful!

Tellar in general has been performing poorly in tournaments. Mind, Valerie Tellar is listed under Carlisle but once she grows up, she'll probably come back home, so...? At least Tellar isn't the Combat house of the Big 3, so there's some excuse for it all (though not losing to Carlisle...).

Your fleet gathers at the Reynolds home of Billfarthing. Nestled against a small cove, densely built to fit within a vale made by steep hillsides, a small fortress sits astride the draw leading out of town. About fifty-five hundred souls make a permanent home there, while tens of thousands more live in the surrounding district.
Of course, with the powerful force now building there, the population around town is nearly quadrupled, to the joy of merchants and the blind terror of parents. Massive tent cities bloom around the township and port. Luna Reynolds arrives to a raucous reception, and your Aunt Antonia to stiff formality. The question of who the locals blame for their divorce is pretty clear.
You spend a week preparing at Billfarthing, and take over the local inn for your purposes rather than stay at the castle, so you don't have to ride as far to get to the port. Alana is staying at the inn as well, as is Alice, but at this late stage you have very little time for relaxation, much to your lament. As overall commander of this operation, the first major battle that you will command on your own.
Thirty warships, twenty-four transports, over three thousand marines, three thousand more soldiers, two hundred knights, a fifth of the Elite Songweavers of the nation, you have a mighty host gathered. If you had to the describe the feeling of having responsibility for it all you'd have to go with ... somewhere between bed-wettingly terrifying and a near-death experience.

Dawn is little more than the palest pink glow on the horizon, out past the harbour of Billfarthing. Dozens of ships crowd the harbour, dimly lit by the lamplights of the jetties. Almost all inhabitants are still asleep. A bare handful of luckless sailors and guards are on watch, but beyond that only the bakers stir. All apart from one flicking light coming from an upper floor window at the Fish & Nail. You have the largest room of the inn to yourself, picked in hopes of ensuring a good night's sleep before this morning's departure.
Your bed's neatly made sheets prove the failure of the plan. You haven't slept a wink, and instead are at the desk in the corner, pouring over maps and lists of officers, Songweavers, provisions, scout's reports, trying desperately to catch any lingering mistakes.
"Good morning, Concerto Evelyn!"
The now-familiar sound of one of the Secretaries accompanies the opening of the door. The two noblewomen have been detached by your father and aunt to help you. And help they have, working as extensions of your will and ordering the space around you. Both Violet Tsu, whip-clever and pretty, and Lily Reynolds, wild and high-energy, have been godsends in helping keep things running smoothly. Even now, as you glance back at the door you see Violet striding in while dispatching servants left and right.
"Morning, Violet," you say while leaning back and yawning.
"Lady Evelyn, have you slept at all?" asks Violet as she walks over and takes a seat next to you. Violet in particular has been a help, coming as she does from the family that inhabits the large castle covering the approaches to your home city. A rich martial tradition runs through your Tsu vassals, a tradition that Violet is heir to.
"...maybe?" It wasn't really a response worthy of a forthright commander, you'll be the first to admit.
Violet sighs and takes the quill from your hand. "You promised you were going to get enough sleep last night."
"Well, that's true..."
"Did you even go relax after dinner like we planned?"
"Does rechecking the sums for our provision use count as relaxing?"
"Concerto!" gasps Violet, her hands firmly on her hips. "The fleet leaves just after dawn."
"You put the lives of over six thousand people not to mention nearly sixty ships on your conscience for the first time and then see how well you sleep," you retort.
"Well, there's no helping it now," sighs Violet. "Lily is organising your breakfast and bath. Let's go."
Your body seems to creak as you stand up from the desk, and you run your fingers through your hair. You have to step around a pair of Inner Guard who are no doubt sullen they couldn't join the full regiment as it begins to hunt down the Yellow Banner in Palkerend, but Violet helps keep you on the move.
The inn has a bathhouse that you have been enjoying for the past week, at the back of the building, a tiled pair of rooms, with water flowing through channels into pools, that come from a cistern that can be heated in winter, and kept cool in summer. It wasn't as elaborate as the ones that Dyelin is famous for, but it is still very relaxing.
Lily finds you as you are absently passing clothes to an attendant. "Ah, you're awake!" she greets with a bright smile on her face. "Food will be ready just after the bath."
"She was never asleep to have awoken now," grouses Violet with her arms folded over her chest. Lily just looks at you and sighs and, not feeling like being nagged by the two younger nobles, you turn and head into the baths. In your wake Lily is cursing and hurriedly changing for the bath, while Violet follows. There are a few stages to the bath, culminating in a relaxation pool, which you hustle through without much in the way of words. By the time you reach the end of the process, Lily has caught up.
Cool water is bracing, and helps shake off the tiredness that was haunting your steps. Still, you have to admit something feels wrong about immersing yourself before heading out for a sea battle. There are a few other nobles in the water as well. Wiry, ocean-tempered Alice Ruger is there with one of her flotilla leaders, discussing matters.
"Aha, well if I wasn't awake before I am now!" says Violet as she settles in next to you.
"Good morning, Evie," Alice says as she flicks a few droplets your way. "Ready for your big day?"
"Big day number one, that is," you reply. "The actual battle is two days sailing away. And as ready as I'll ever be."
"Tch, what a long face," chides Alice. "A two day sail is even better. You can party like a madwoman on the eve of departure, and still have a day to remember your plan before arrival."
You toss a dismissive gesture at this. "I've been there, done that, Rounded the Table. Too many other things to focus on."
"Pfft. What about you two little sprites?" asks Alice. "You seem bright and clear like you haven't been partying, but I could recover pretty well when I was your age."
You bow out of the small talk that develops, letting your mind wander across land and sea, across the decks of ships and the gatehouses of castles. After all, you don't have to deal with Violet's mother very often, and Luna is not exactly a wholesome influence on her niece herself, so you don't particularly care at the moment who got their thighs around whom. You envy Alice for her calm. You'd love to be able to relax like she is, but too many map counters are moving in your mind...
"Alright, Violet, Lily, I'm much better at picking up stupid stuff when other people are saying it, than when I am," you say, catching the others in the bath off-guard. "Just repeat the attack plan back to me, okay?"
Lily and Violet exchange a surprised look, and don't reply with anything better than um's or ah's at first. Violet recovers first, though, and straightens up. "Right, well, we take the fleet out, and then..."

Alice departs soon after to organise her part of the fleet, a task you have happily left to her to reduce your workload. You follow soon after though, and find that the servants have brought the practical clothes you intend to take to the sea with, and then head for breakfast.
The cool pre-dawn air prickles your skin as you descend to the inn's main hall. The ceiling is high, designed for hot Sartieran summers in mind. Shuttered windows line the walls. Long tables are laid out around a small fountain of clean water in the middle of the room. Nobles are already beginning to trickle in. When you look around for a suitable place to sit, you spot an old friend to your surprise.
"Alana," you greet as you sit at one of the tables. "I expected you to be up at the castle, with the rest of the army commanders." A pair of empty bowls sit before Alana as she works on a third. You spare a glance for her still trim waist and shake your head in bemusement.
The Capo noble looks up at you and smiles. "I wanted to see how you were coping before we departed."
"Who, me? Pfft, I'm fine," you lie. Alana snickers at your words. You knew she would see right through it, of course. "It's just six thousand sailors and soldiers, thirty ships, three nations, six noble Houses, and the Royal Navy. What, don't you do this every day?"
"Of course," replies Alana as she pauses for a moment in her eating. "You've met my two helpers here, Art Thanh, and Claire Yin?"
"Yes, we've met already," you reply, glancing between a middle-aged, clean-shaven man and a sharp-eyed young woman who you knew was perfectly capable of gutting you like a fish. The former is a minor house marshall you have consulted with a few times while planning, the latter a Courtier from Dale whom you know of by reputation. She is a fearsome jouster at tournaments, a woman of impeccable balance and timing. "And these two young ladies with me are the Tellar secretaries. This is Violet Tsu..."
"Aria Alana," greets Violet with a little bow that sets her dark hair bobbing. "Honoured to meet you." Alana returns the greeting cordially.
"...and this is Lily Reynolds, niece of our Vice-Marshall," you continue.
"Hello, Claire, nice to see you again this morning," says Lily wickedly. Her fingers lace together beneath her chin as she smiles.
"Likewise, Lily," the Capo swordswoman replies in a surprisingly soft-spoken voice and a sultry smile.
You blink and then jog Lily with your elbow, which clearly snaps her out of it. "Ah! Oh no! Aria Alana, pleased to meet you!" she blurts out in a tumultuous babble.
Alana holds up a hand as she works to rein in her laughter. "I am glad to meet you both, I'm sure you're a great help to my friend Evelyn here."
"Good to see you again, Lily," says Claire. Her voice has the softest purr to it.
You glance between the two of them and roll your eyes. Well, you did tell them to enjoy their last nights ashore, given the whole 'very real chance of impending death' thing. You're not sure a member of the Court at Carentan was the best choice though...
"It's two days' travel, isn't it?" asks Art. He's not a bad looking man, but a good seven or so years into a taboo age difference by Sartieran standards.
"That's the schedule," you confirm. "On the third day we sail out in battle formation and go straight at the island, draw the defenders into an open water fight."
A serving boy comes by to place a trencher with a chunk of bread, a bowl of soup, smoked fish and wine mixed with fruit juice. You begin to dig in with much relish and as little grace as you could get away with.
Alana makes a show of poking at her food as she watches you. "Even though I'm just a spellsword, I still keep my ear out for new Songweaving trends," she muses. "You've made a bit of a storm with your ideas for Songweaving and naval battles. What do you have planned for this battle?"
"Sure," you reply. "You see, we..."

"Ah, do you noble ladies mind if I join you?" asks a peculiarly accented man's voice. It comes from a young man not quite in his mid-twenties, in a style of loose robe that marks him as non-Sartieran. He is not the prettiest lad in your eyes, but he has a roguish smile, a way with words, and a clever gleam in his eye that earns him plenty of attention.
You swallow down a mouthful of bread and gesture him to the next to Violet. "Please do," you say. "Alana, have you met our friend from Memphrabi?"
Alana's eyes widen just slightly as she looks up at the newcomer. "No, I haven't."
"This is Scholar Levar Alan of Memphrabi, captain of the quinquereme Loquacious," you introduce, sweeping a hand towards a man. "Nephew, I believe, to the Elector Emir of Trimbol, and extended relation of the Sage of Heaven. Levar, this is Aria Alana Capo, part of the ruling family in Carentan. And her family's vassal, Cappricius Art Thanh, Marshall Lord of Minor House Thanh." You make a point of introducing the two House Lords first to the visiting noble.
"An honour to meet such nobility," the Memphrabi man says with a beaming smile.
"Well met, Scholar Alan," replies Alana, a sentiment quickly echoed by Art.
"And may I ask who this great beauty is?" asks Levar, turning to Claire.
"Lady Claire Yin, Courtier at Carentan," she replies for herself. "I come from House Yin in Arbalen."
Levar nods his head across the table, roguish grin going straight for the notes. "A pleasure to meet you, Lady Yin."
"Scholar Levar, I'm told you came with the Royal Navy from Etela just to help with this battle," interrupts Alana.
"Ah, yes, I am looking forward to it," he replies.
"What made you decide to risk yourself this way?" she continues.
"Well, I aim to be appointed a Scholar-Lord sooner rather than later," explains Levar. "So, you see, I am on a voyage of exploration, mainly, but also one of adventure. Seeing how the good nobles of Sartier and Khironex go into battle against Tranquility would be an amazing tale to tell my peers back in Trimbol."
"Do you know what part you will be playing?"
"Ah, why yes, I will be..."

Overall I've gone with an offensive plan with ideally the most chance of crushing the naval forces without taking too many losses before proceeding onto sieging the island itself. The only thing I'm questioning myself on is whether to choose Lana Antilles or Levar Amin as the leader of our Oboes, as the latter is of a similar skill level and this would be a great opportunity for him to acquire reknown to advance in position which we can later exploit.
I've actually had the options set out for the last week and change, but the narrative part has been killing me. Rewrote it heavily after the first draft, nearly rewrote it a third time but figured I needed to get the damn thing out there!

Envelopment is kinda dumb and we shouldn't pick it. We don't have the numbers to pull that off and I don't think a weakened center is where we want our fleet commander.

Stand Off is probably the best bet if we want to use our Songweavers in an offensive capability. We asked for extra ground troops from Capo, so if they land some extra guys, it's not the absolute worst thing.

Any of these are good choices, again depending on overall strategy. Stand Off should probably then use them on the ground battle, Echelon should probably pick either of the other two options.
(You count among your Courtiers some of the finest warriors in Sartier, and making use of them will be a powerful weapon. Of course, naval battles are very risky business, and where would you be if promising court members are left floundering in a rammed ship? You need to decide how many to take with you to the coming battle.)

These commanders have obvious strengths for each plan. Levar kind of vexes me because he has the exact bonus for Stand Off but putting him in charge may not look that great.

Thoughts:
I believe we should have a heavy magic advantage and the best way to put that into practice is to blow up enemy ships and keeping them from closing. We could try and close and board and use magic to soften our approach but that's begging for casualties and will then limit our firepower to not blow up our own ships once we do close.
So since I picked Stand Off, I chose mostly all the options that went with it. Evelyn with the Royals for symbolism, then keep Monica there as well for that strong core to focus fire and try to one-turn blow up the closest cluster of ships that get into range and then shift to do it again.
Taking The Ready because a Stand Off fight should be safer than boarding and they'll be easier to watch over when it comes to the ground combat section. We hopefully shouldn't need the Spellknights for the naval section of battle (@OneirosTheWriter@Macchiato As far as I can tell, unlike Harperknights, the Spellknights don't have a "A Noble Choir" equivalent to let them also act as Songweavers? Or is that Children of the Mist?) and keeping them in reserve lets them make more headway in case we fight more ground troops because they'll beach.
I'm slightly hesitant about putting Levar in charge but he is the best for this particular strategy. If people balk at that, Dominic is probably second best and can be swapped over without issue.

That's right, being able to also sing Songweaver Tier 1 songs is purely the domain of Tellar's own. The Dale Spellknights can still use spellsword techniques however, but it does mean they have less flexibility and potential firepower.
And if people build more ships in future, those can also get named

@Terrabrand Waffling on doing a last minute swap from Levar to Dominic for who is in command of the Oboes. Levar has the better bonus but I'm thinking better of having the foreigner with the single ship contribution in charge, no matter how good he is or how relevant he is.

Massive tent cities bloom around the township and port. Luna Reynolds arrives to a raucous reception, and your Aunt Antonia to stiff formality. The question of who the locals blame for their divorce is pretty clear.
To be fair, there's not much to quibble about who's to blame anyway since Antonia is the one that decided to dump Luna.
The two noblewomen have been detached by your father and aunt to help you. And help they have, working as extensions of your will and ordering the space around you. Both Violet Tsu, whip-clever and pretty, and Lily Reynolds, wild and high-energy, have been godsends in helping keep things running smoothly.
Hrm. A good deal all around. It's both helpful and cultivates relationships with minor houses and lets minor house nobles get to know Evelyn.
You have to step around a pair of Inner Guard who are no doubt sullen they couldn't join the full regiment as it begins to hunt down the Yellow Banner in Palkerend, but Violet helps keep you on the move.
Given her reaction later, this is what they call glowing, right? Heh.

Concerto is Heir, Aria is other children of the Symphony. Raul is Concerto at the moment. Heir is usually first-born but not always. Raul's grasp on the title is much shakier than, say, Evelyn's is, because Lucas prefers Alana.
