S.P.Q.R. - The Roman Senate and People

Darius walks into the Senate House slightly dazed, he shouldn't be here, it should be Tiberius. None-the-less he was the one to recieve the call & like any Gods-abiding Roman he shall answer.
 
Senator Pamphilus was already occupying a seat with his bulky frame, carefully assessing the other senators as they came in through half-open eyes.
 
The newly appointed Senator Manius stepped confidently into the chamber, betraying no sign that it was this was an unusual activity for him.

While this is far from his first time in the senate, it is the first time without a monarch presiding.
 
Senator Nikos enters the senate chamber, sitting down quickly. Pulling out some papers, he begins reviewing things while waiting for the meeting to start.
 
"I greet you all, senators. Some of you might know me, but many of you are new to Senate. I, Gaius Julius Caesar, am the magistrate who has the honor of presiding over this meeting. And I declare the beginning of the first official Senate meeting of Republic of Rome!"

Large applause greeted his declaration. He looks over each senator, counting how many are present.

"Today we shall discuss four issues. But before that I shall review the current status of Rome and it's people."

Gaius looked over some papers before looking up and speaking again.

Current Treasury: 1,000 Gold Bars
Income: 200 Gold Bars per month
Taxation: Light
Mood of the People: Nervous
 
At the infrastructer review Darius frowned and murmered "Why is our income so low? Surely the reform didn't cripple our tax-flow that much?"

Nikos set down his papers and sighed.
"Oh, peace. it's not like we got all that much extra money before the reforms anyway. And this way we can do as we wish to get more capital flowing through the city," he says.
"Speaking of, I'd like to bring to the Senate's attention to the fact that we do not at the moment have much in the way of exports. At present, most trade here is simply acting as middlemen between other states, a notoriously precarious position. I'd like to move that we begin looking into products we can manufacture here and begin selling to cities as quickly as possible."

"The issue of trade is one of today's topics. When the time comes you may take place in podium to present before the Senate your plans to fix this issue."
 
Nikos nods his head.
"Of course, magistrate. Do we have anything else to attend to before that?"
"A few things. There are three other issues we must discuss before trade."

Gaius looks down at the documents before him and recites it's contents.

1. Nearby city of Veii is making some strange military maneuvers near Roman borders and some soldiers were sent to reinforce border guards.

2. There is a shortage of slaves in Rome.

3. Rome no longer has formal military after the last monarch was exiled.

4. Due to recent events trade has been disrupted.

"You make fair points fellow Senator, however, I merely wished to clarify that the decreases WERE due to the reforms and not nefarious in nature." Darius explained, turning towards the speaker. "Also, perhaps before we proceed we should introduce ourselves to avoid any awkwerdness, I shall go first; I am Darius Helius, Second-born Son of House Helii."

At the mention of Veli movements, Darius perks up."My Elder Brother, Tiberius Helius is amongst those Soldiers, I might be able to get better quality reports from him if Rome so wishes."

Pamphilus perked up as the events were read in he spoke in a rumbling tone. "Other than the trade disruptions all of these events can be solved by building an army. A new force will keep the Veiians quelled, help us explore options for purchasing and/or seizing more slaves, and it will secure our borders. Let's make that our first priority and the rest will follow."

"People of Rome, my fellow senators. While the movements at the border are suspicious and a cause for alarm I suggest we send a diplomat to find out the meaning of their actions before we take any drastic actions. Our army is in tatters, the mismanagement of the previous regime has left it such. Should this Senate decide to take any military actions, I think it should be done after we restore our military to its previous glorious state."

Gaius Julius nodded when Aemilius finished his statement and looked to the other senators.

"Senator Aemilius has stated his case on this matter. Does anyone wishes to dispute this course of action?"

"Ah, senator Pamphilus I believe? The Senate hears you, when I call for the agenda of army I shall give you a chance to speak at the podium. Until than we shall talk of each issue one by one."

Gaius nodded towards Pamphilus trying to convey that no offense was meant.

The Senate... was not running as smoothly as it could, but Aelianus was not too concerned. Things were moving.

For now, he was ready to simply bide his time, until the topic of discussion shifted. Matters of a neighboring city engaging in military adventures would, he trusted, be dealt with competently.

Instead, he consulted the notes he had brought with him, laying out in some additional detail where the problems were, what resources were available, and how they could be addressed. He might not speak to this issue, but for the next... well, he had a few ideas.
 
(OOC: Player at AH.com decided to take to podium and said this.)

"I would very much." Marcus stood to the podium.

"Although I do strongly and dearly hope that the Veiians mean no harm to our city, and that if they do a diplomatic agreement can be reached before blood is spilled, it is my firm belief that our current military, however weak it is, must be mobilized to prevent the possibility of a surprise attack that catches us off-guard. I agree with Senator Aemilius that the reorganization and restoration of our military is also of paramount importance, but it is my firm belief that we must be prepared in the event of a potential attack that threatens our Republic or even our independence. I would additionally hope that some military commanders mobilize our current military in the event of a current attack, whilst others focus on restoration of our military to its previous, glorious state.

As for the concerns of Senator Attius, I also support the creation of a common treasury, a reform that I believe would go far in aiding and advancing our city and our Republic. Additionally, I would like to stress that rather than this being a pure annexation, it is instead an integration. The subjects of Veii would be granted citizenship, with all of its rights and duties, and would be free to vote in our various Assemblies, whilst the Senate would be expanded as various Veiian leaders would be admitted to the Senate. I am confident that the common people of Veii would be happy to be granted the various rights and liberties as is befitting of a Roman, rights and liberties that do not currently exist in that city, whilst still being allowed to practice their religious and cultural traditions."

There was a lot of murmuring from all the people in the Senate. Some were positive and a few were negative.

Gaius Julius listened to the case presented by senator Marcus and nodded when he finished his statement.

"Senator Marcus, your opinion was heard by this Senate. Unless anyone else wishes to dispute this, we shall move on to the next agenda.
 
Aelianus signaled to Magistrate Caesar to gain his attention before speaking. "I suggest, that we add reformation of taxation and the treasury to the agenda, either for this session or the next."

It was a topic which deserved measured discussion, after all, not being crammed into discussion about what to do with Veii.

"Senator Aelianus, your suggestion has merit, I'll make sure that it will be one of the topics of the next gathering."

A nod of respect was given following that statement.

"Now we move on to the next issue at hand. Shortage of slaves. Senators."

Senator Attius humbly nod and respect that he went on since his fields of expertise

"Ahh yes, shortage of slaves in Rome and recent trade problems...

Well we could buy slaves from somewhere else or the much cheaper option enslaved some conquered peoples.

Trade issues easily cure themselves, we could encourage Merchants to go else and build up some trade routes...

I'm sure these things will fix ourselves naturally when administration gets itself sorted out and then the bureaucracy will be much easier" say Attius

"This would be senator Attius, had we a dedicated fleet. Right now, most of the vessels we own are fishing ones. While they could be re-purposed towards our trade ambitions, the People will suffer from food shortage unless we start rationing." responded Gaius Julius.
 
Senator Nikos sighs and stands up to speak.

"My family has an established trade route from the northern tip of Etruria to the city of Carthage in the lower continent. While it has been in use purely by Atellus traders for many years, we would be willing to allow other merchants to use our caravans to ships things to and fro. Perhaps this would leaven our trade problems some?"

"However, I'd like the senate to make note of the fact that we currently do not have much in the way of exports, being primarily a way point city between other states. This is a precarious position to be in, and I urge my fellow senators to begin thinking of ways we can encourage Roman citzens to begin producing things."

"Imagine the people won't like rationing, but I'm sure when managing a functioning trade system. Then we won't have those problems anymore tell them that is it is merely temporary measure.

Right now the most important thing keep rome functional and running, everything else is second priority.

People can take a sacrifice as long in the end everything gets better I can quite a sure you that my most honorable Magistrate.

Imagine the best place to start with is Magna Grecia I believe in my days of being merchant told me anything.

Do you want me to take a stand I be quite willing prove myself." Say Attius humbly and known that Gaius like men known his togue and fine wit and well Attius was quite cunning man
