But didn't Jotaro meet [Kars] during his fight with Ruby?

I mean yeah it was [The Memory Remains] that created Kars based on Jospeh's memories and it wasn't so much face-to-face as face-to-fist, but I figured he would still count

Either way, guess I will just vote for Moka then, only if to see whether she has started remembering stuff waaay before canon due to meeting her mother

I am but it doesn't seem to work.
We seem to be stuck in a situation where, because she didn't get character development, she's now set to never get it because someone else will be voted for instead and it's gonna keep going.
