I always loved the irony that part of the reason why Jonathan's Ripple was so strong was because how much shit Dio piled on him all his life.

Of course, that's also why Jotaro's Ripple would be rather weak in comparison, since well when compared to both Jonathan and Joseph, he's had a much better life. Sure, his father is absent and his mother coddles him too much, which explains his emotional immaturity, but he at least had a mother who took care of him, lived well off and didn't have to live with someone determined to ruin his life.

Now, Jolyne on the other hand, she would have pretty strong Ripple. For shame Jotaro.
Eh, she turned out alright.

And it's not like he wasn't punished enough by Pucci.

Hell, even if that were so, it doesn't really do jack to explain why Ultimate Kars has a Ripple so powerful that he can start melting Joseph's knee with it. Which is because Ultimate Kars is the Ultimate Life Form. 'Nuff said!

Getting wrecked by Stroheim and trolled by Joseph would constitute some pretty considerable suffering, imo.
 
It says that Jonathan's incredible power with Ripple comes from his amazing willpower, which he gained because of Dio's constant torment. Ergo, it's probably willpower, not suffering, that lends more strength to one's Ripple powers.
As for why Joseph comparatively doesn't have nearly as much raw power with Ripple, keep two things in mind:
1. Unlike Jonathan, Joseph didn't get real training with Ripple until later on, and was self-taught before that point. It's entirely possible he developed bad habits that Lisa Lisa couldn't quite beat out of him.
2. While Joseph does have plenty of willpower of his own, it's of a different "type" than Jonathan. Jonathan was your typical bullheaded shounen protagonist who never quits, never runs and faces his enemies head-on. Joseph, on the other hand, never gives up either, but he has no problems making a tactical retreat and is a pragmatic bastard who'll use whatever tactics he needs to win. It's possible that the first type is just more conducive to using the Ripple than the second.

Shinji Ikari and Ryouga Hibiki have amazingly hellish lives. But they also have hearts of glass, that break easily. They would not be very efective Ripple users IMO.

Also, Joseph is a LAZY bastard. He wouldn't put in the kind of ball-bustingly hard work that Jonathan did unless someone forced him to.

It's also somewhat based on genetics or some BS life-force mechanic. Joseph's Ripple powers came to him naturally, but he had less lifeforce since it was passed down from his grandfather. And his grandfather, Jonathan, became ultra powerful because of Zeppelli; however, Zeppelli knew that Jonathan had great potential in the first place. I don't think any of that correlates having a hard life with being a strong Ripple user.

And even when forced into it, he would do his utmost to cheat and put as little effort as possible to the task.
On one hand, it's what allowed him to actually beat Kars. On the other, yeah, lazy bastard, not a good trait to have for long-term ripple practice.
