Hijiri is making a mistake in her reasoning: she is not free to go because she has gone from contract to home invasion and burglary in what sounds like a space of days. She will have ample opportunity to convince people that she isn't a thug, and you're sure that if she succeeds she will be able to leave. Meanwhile, you will guarantee her safety, as you would for anyone else.
