[Invulnerability] + [Teleportation] + [Transformation] + [Clairvoyance] + [Clairvoyance] = [Phasewalking]
Extremely cool!

And man, Justiciar's profile is bonkers. Two cool synergies on a high-potency package... Woof. I really thought she'd just have a very specific form of Mental Manipulation that's boosted via high Potency, not True Telepathy or Biokinesis.

Dreamer From Beyond Our World
DNA Profiles: Seraph (6), Memoria (4), Steadfast (2), Daggermaw (1)
Potency: 13
Keywords: [True Telepathy], [Flight], [Elemental Manipulation], [Enhanced Senses], [Enhanced Strength], [Invulnerability] + [Teleportation] + [Transformation] + [Clairvoyance] + [Clairvoyance] = [Phasewalking]
Notes: Gives us two whole synergies, and Bitterman hinted at more. What's not to love ?
I can definitely get behind this for Yara, although of course we could always try to aim for a different synergy + True Telepathy from Seraph.

Perhaps Swan is going to go Behemoth-hunting with Scarlet Maturity, to relax? That could be a good excuse for getting money, if that's what was rolled on whatever table she had.

Right, someone try to figure out how we can justify being able to phase our allies out of reality or trap our enemies in the shadow realm ASAP.
I mean, with Memoria in the package, a guy who could teleport people with him just by having them hold his hand, there's the possibility that Yara would be able to bring people along with her by holding their hand, making her good at getting people in and out of situations. She'd be a great search-and-rescue operative on that alone, by using her telepathy to find people trapped in debris or whatever.

I know having strong heroes is good, but i feel that using spoonfuls and fast pass to boost every candidate is kind of a mistake. While we're expecting to get some more income soon, the tolerance boosters are all expensive, and iirc Bitterman has said that focusing on only making strong heroes will cause issues.

...Given how Bitterman said that Intangibility exists as a synergy and Shroud's is a better form of it... Do you guys think that maybe Intangibility is just Teleportation + Transformation + Invulnerability/Invisibility?

While we're on the subject of phasewalking, might as well bring up another existing build that can achieve it, and tweak for the changing circumstances. The build would be separate from Yara, unless there's some way to get telepathy from here that I didn't account for.
Here Be Dragons
Féth Fíada + Memoria (Potency 10)
Keywords: Clairvoyance x2, Teleportation, Elemental Manipulation, Invisibility, Ally Empowerment, Mental Manipulation

Additionally Steadfast + Multiplex could be stapled onto Here Be Dragons instead to make an intangible teleporter.
Here Be More Dragons
Féth Fíada + Memoria + Multiplex + Crimson Soprano (Potency 13)
Keywords: Clairvoyance x2, Teleportation, Elemental Manipulation, Invisibility, Ally Empowerment, Mental Manipulation, Transformation, Flight, Solar Absorption, Energy Manipulation
After Synergies Applied: Phasewalking, Fundamental Force Manipulation, Ally Empowerment, Mental Manipulation, Flight

This may end up abandoning the mist body but it will be there in spirit with phasewalking. With the nature of Memoria's teleportation and Féth Fíada's ally empowerment, the hope is to be able to briefly phase out allies to protect them in a pinch, or even phase enemies to stun them. Fundamental Force Manipulation from the ever economical Crimson Soprano gives good direct combat power.

If we want Mental Manipulation x2 at all costs, we could replace Soprano with Eastwood, but this is suboptimal compared to just using Arcus's Féth + Nox build so if using my build at all would prefer Soprano.

I guess we can angle it as it being a VERY dangerous power? If Yara can essentially enter a pocket dimension/ layer of reality, it could be dangerous. No telling if that place is safe.
Taking an example of an old X Men cartoon. Nightcrawler is an excellent example of what a phase walker would look like.
His power is a pseudo teleport were he poofed into another dimension and then poofed backed to reality.
In an episode it was showned that said dimension is filled with "demons" i think? He just never noticed sincr his teleport is very quick. In and out. But do to a very long range teleport/him slowing down, he figured than angle of his power set.
We could make the excuse that yara was not comfortable using her power since the other layer of reality is dangerous. So she wasnt confident in using her power till JU helped her.

No idea how to legitimized throwing someone into the shadow realm though. Any ideas?
Any ideas that are related to a certain pharaoh I might add.

That doesn't work Phasewalking requires Invulnerability not Invisibility

Man imagine being able to teleport to anyone who thinks of you. That's some True Name, evil overlord type of shit.
Probably not quite "people that think of you", but there was a character in X/1999 who could just wander around people's heads and see what they were thinking and stuff, often without them noticing.
Most of the dreamseers in X could also use the people they were as mediums for teleportation.
It would be cool if we had something like that.
Bitterman said that those two are interchangeable in a previous post.
I wonder if having one or the other affects the final result...

I also just wanna mention
Punchy Scaling Teleporting
Red Huntress + Memoria + Millions + Daggermaw + Hunch - Potency 3 = Potency 10
3x Clairvoyance, (2x all), Transformation, Energy Manipulation, Enhanced Senses, (1x all) Teleportation, Enhanced Strength, Fitness, Enhanced Speed, Invisibility
By the logic of Invulnerability and Invisibility being interchangeable, RH + Memoria definitely has [Phasewalking] synergy

The best I've got is True Telepathy + Phase Walking to force people to abide by mutually binding rules via the Telepathy, where the punishment is being left in the Phasewalking realm. Now is this just Justicar with extra steps?

Absolutely, but there's no way to realistically fit in the hard light holograms into that type of idea for now. :V

May I ask how does Biokinesis exactly interact with True Telepathy and how it helps Justiciary enact Edicts?

Uuuuhhhh what does phase walking exactly mean?
As far as I can tell it can be like Shadowcat or like some sort of entering different realm thing or some dimensional warping?
According to a previous ask, it's like a better version of Intangibility and is an effective psychic defense. It's also Shroud's one keyword.

I think I answer'd this in a previous post.
But a good example is Borderlands 1 Lilith.
A less obvious one is Nightcrawler from the X men.
Shadow Cat is more density shifting I think?
