Seriously the only ones who use steam presently are dwarfs who are all warp-repelling Ancestor Worshipers and a handful of people taking care of the Empire's Steam tanks without even knowing how they work.
I had to look it up but it seems you gottenit wrong here, the amount of steam engines or things done by steampower in the Empire by the time 2500 rolled around is alot more than the steam tanks.
