This will increase unemployment, but that means wages will also drop. Both government and business can thus hire a ton of cheap labour to use in rebuilding the nation.

Allow local authorities to retain control over their own healthcare, involve the private sector and charities to ease the burden on the state's coffers, introduce prescription fees to prevent abuse, etc.
-[X] Rationing: Increase our food production by giving financial benefits to farmers and fishers that modernize their farms/fisheries or hire a certain number of new workers. Also encourage British and French corporations to open up new lands to agriculture in our African holdings through a mix of tax breaks and regulatory exemptions. Once food production is up, we can gradually ease the rationing.
-[X] Education: It is time to rebuild our education system by introducing a national minimum curriculum. Hire demobilized soldiers as educators in order to instill students with patriotic values. To fix our lack of funding, perhaps the Church could be convinced to open its coffers in exchange for partenering with the government in shaping the curriculum?
